Constitutional monarchy in England

The powers of the crown to govern the state gradually transferred to the main advisers of the monarch, or rather were exercised by the latter on his behalf. They formed a kind of “internal” Privy Council, or cabinet of royal ministers. By virtue of the principle of parliamentary supremacy, the House of Commons could, through impeachment and bills of disgrace, bring to justice those responsible for failures in foreign and domestic policy. 1) the possibility of direct pressure on ministers was excluded;

2) he abstained from discussing issues of national importance.

In this case, the king had to deal not with the heads of individual departments, but with a relatively united group of majority leaders in parliament, in relation to which the principle of collegial responsibility applied. Although the members of the cabinet were officially recognized as servants of the crown, “his majesty’s ministers,” the king could no longer dismiss a dignitary he did not like, as this would mean an inevitable government crisis, and the head of state would have to make a proposal to form a government to those who had just been removed from power leaders of the parliamentary majority.

The influence of the monarch on the outcome of the elections and on the subsequent course of behavior of members of parliament was so great that almost all prime ministers held their posts thanks to their election by the crown.

The bill, already discussed in the House of Commons, was withdrawn. Since the ministers did not provide the required assurance, they were dismissed. IN 1834 BC the government fell again at the behest of the king. During the period under review, there was no rule according to which a negative outcome of a parliamentary vote meant the mandatory fall of the cabinet. In such cases, with the support of the monarch, the government could remain in power for a long time. IN 1785 BC for example, despite the fact that the House of Commons passed five resolutions of no confidence, the government did not resign. WITH 1834 by 1840 BC Lord Melbourne's cabinet was defeated in parliament 58 times and still continued to govern the country.

Europe will spend 1,3 billion euros on Jupiter 08.05.2012

The European Space Agency (ESA) has announced its intention to send a space mission worth around 1,3 billion euros to Jupiter. On May 2, the ESA Science Program Committee approved the construction of JUICE (Jupiter Icy moons Explorer), a large class space probe. The JUICE mission turned out to be more preferable for the committee than the other two applicants - the New Gravitational-wave Observatory space gravitational observatory project and the ATHENA space X-ray telescope.

If all goes according to plan, in 2022 JUICE will begin its 11-year epic exploration of Jupiter and several of its moons. The first priority of the probe will be to search for oceans under the ice of Europa and Ganymede.

According to mission supervisor Michelle Dougherty of Imperial College London, the JUICE mission was preferred in part because of its lower financial risk, but primarily because of its appeal to many members of the commission. "The strength of the JUICE mission," she said, "is that it generates a lot of interest from a wide variety of groups in the scientific community."

The main goal of the mission is Ganymede. Its ocean is located between layers of ice at a depth of two hundred kilometers. Ganymede, like Earth, has a molten iron core, but the mechanism of its "dynamo" that allows its underground seas to be liquid is still a mystery.

JUICE will also fly twice past Europa, Jupiter's first moon to be suspected and later confirmed to have a subglacial ocean. Initially, when JUICE was going to be sent to Jupiter in tandem with NASA probes, Europa was the main goal of the mission, but after NASA abandoned this program, which considered it too expensive, they decided to send a European probe to Ganymede orbit, which is why two flybys past Europa acquire a very high scientific value.

The JUICE probe will weigh nearly five tons, making it the heaviest spacecraft ever sent to other planets. In flight, he will power his equipment thanks to huge solar panels with a total area of ​​​​60-70 square meters. meters. The composition of the equipment has not yet been finally determined, but there will definitely be a radar, magnetometers and cameras. NASA will provide a couple of their instruments on board JUICE.

The full layout of the probe and its scientific capabilities will be finalized within the next 18 months, Dougherty said.
