57. UNIFIED STATE SYSTEM FOR PREVENTION AND RELIEF OF EMERGENCY SITUATIONS

In the Russian Federation there is a unified state system for the prevention and elimination of emergency situations, which has control bodies, forces and means to protect the population and national heritage from the impact of disasters, accidents, environmental and natural disasters or to reduce their impact.

Its activities are based on:

1) recognition of the fact that it is impossible to exclude the risk of an emergency;

2) compliance with the principle of preventive safety, which involves reducing the likelihood of an emergency;

3) priority of preventive work; an integrated approach when forming a system, i.e. taking into account all types of emergencies, all stages of their development and the diversity of consequences;

4) building a system on a legal basis with delimitation of the rights and responsibilities of participants.

ESRC comprises territorial and functional subsystems and five levels (federal, regional, territorial, local, facility).

The forces and means of the RSChS system are divided into forces and means of observation and control, as well as forces and means of eliminating the consequences of emergency situations.

Forces and means of observation and control include bodies, services, institutions carrying out state supervision, inspection, monitoring and control of the state of the natural environment, hazardous objects, and human health.

Forces and means of liquidation of consequences Emergency Situations

consist of paramilitary and non-military firefighting, search and rescue and emergency recovery units of federal and other organizations (Ministry of Agriculture, Roshydromet, Ministry of Natural Resources, civil defense units, emergency services, Ministry of Defense, Ministry of Industry, etc.). The RSChS system operates in three modes.

1. Daily activity mode - operation of the system in peacetime under normal industrial, radiation, chemical, biological, hydrometeorological and seismic conditions.

2. High availability mode - functioning of the system when the situation worsens and forecasts are received about the possibility of an emergency or the threat of war.

3. emergency mode - functioning of the system during the occurrence and elimination of emergencies in peacetime, as well as in the case of the use of modern weapons.

The decision to introduce one of the regimes is made by the Government of the Russian Federation, the Ministry of Emergency Situations or the Emergency Situations Commission.

The management of the entire RSChS system is carried out by the Ministry of Civil Defense, Emergency Situations and Disaster Relief (EMERCOM of Russia).

Radeon RX 6900 XT NITRO+ graphics card 16.12.2020

Sapphire has introduced the flagship graphics accelerator Radeon RX 6900 XT in a proprietary version of NITRO +. Previously, the manufacturer showed the Radeon RX 6800 XT and RX 6800 models in the same version.

Due to its huge cooling system, the Sapphire Radeon RX 6900 XT NITRO+ requires three free expansion slots inside the computer case. The length of the video card is 310 mm.

The presented version of the Radeon RX 6900 XT received a slight factory overclocking of the GPU.

For gaming and boost modes, the manufacturer claims frequencies of 2050 and 2285 MHz, respectively, which is 1,6% higher than the reference values announced by AMD for this model. The card received a dual BIOS system with quiet and productive modes.

For additional power, the card is equipped with 8-pin connectors, which is rather curious, since most of the non-reference Radeon RX 6900 XT variants presented so far are equipped with three of these connectors. On the other hand, the PCI Express 4.0 interface and two 8-pin connectors are capable of transferring up to 375W, which should be enough for the Radeon RX 6900 XT NITRO+ even with a little headroom. For this option, the company claims a maximum power consumption of 340 watts. The manufacturer recommends using an 850W power supply for it.

The video card is equipped with a non-standard set of interfaces: three DisplayPort 1.4 and one HDMI. Whether the manufacturer plans to release a version of the Radeon RX 6900 XT NITRO + SE, as was the case with the Radeon RX 6800 XT and RX 6800 models, is still unknown. The NITRO + SE variant is distinguished by ARGB illumination of the cooling fans and the presence of a USB Type-C connector.
