42. ADMINISTRATIVE RESPONSIBILITY: CONCEPT AND COMMON FEATURES

Administrative liability is one of the types of legal liability that is applied by a judge, body, authorized official as an administrative punishment to a person who has committed an administrative offense.

Administrative responsibility has all the features (features) inherent in legal responsibility.

Administrative Responsibility - this is the application by a judge, an authorized body or an official of measures of administrative punishment established by the state on the basis of the law and in the manner determined by law, to individuals and legal entities for administrative offenses provided for by the legislation of the Russian Federation and the laws of the constituent entities of the Russian Federation, as well as the conscious willingness of the guilty person to bear this punishment. The latter is important in that it forms the legal consciousness of citizens and officials about the justice of punishment and the preventive impact on those who have committed an administrative offense and those who have not.

The norms of administrative law provide for various types of legal liability: criminal, disciplinary, administrative and material. The solution of issues of criminal and partially material liability is within the competence of judicial jurisdiction, while other types of legal liability, and primarily administrative, disciplinary and partially material, are within the competence of administrative jurisdiction.

In addition, based on the norms of administrative law, measures of public influence in the event that, in the opinion of the authorized official considering the case of an administrative offense, it is advisable to apply measures of public influence to the violator of the norms of administrative law (see paragraph 2 of article 4.2 and article 2.9 of the Code of Administrative Offenses of the Russian Federation).

Administrative responsibility is common features with other types of legal responsibility - criminal, disciplinary, material, which is expressed primarily in the general goal pursued by all types of legal responsibility for the education of offenders, the prevention of offenses, and sometimes in the coercive nature of measures to influence offenders.

Self-charging battery 20.05.2022

Scientists believe that half of the solar energy that hits the Earth is used to evaporate water from its surface. The Australian company Strategic Elements has set itself the goal of using at least some of this energy in the form of electricity. Together with local scientists, the company has developed a battery that charges itself solely due to the difference in humidity on its electrodes: the higher the humidity, the faster the charge.

A team of scientists from UNSW and CSIRO has developed a battery that operates on a humidity gradient. The development is based on graphene oxide, which Energy Ink also talks about. Graphene oxide in the battery plays the role of a carrier of ions and a medium for their appearance in the process of absorbing moisture from the air. The electrodes are a layer of fluorine-doped tin oxide (FTO) and silver.

In the dry "functional layer" of graphene oxide, the protons are immobilized (fixed) and motionless. When there is a difference in humidity, one side begins to absorb water molecules from the air, during which they are ionized, which also causes the formation of carboxylic acid (COOH) and positively charged hydrogen ions (hydrides). There are more hydrides on the wet side and ions migrate towards the dry side of the graphene oxide layer, which leads to the creation of a potential difference or voltage across the electrodes. As they dry, the hydrides return to their original state. The formation of moisture restarts the process, and the device is charged again and ready for use.

The battery prototype will be presented in the third quarter of this year. During the experiments, the battery was able to generate a voltage of 0,85 V and a current of 92,8 μA per square centimeter of surface. To clarify, the battery is made of flexible materials and promises to be the first to enter the market for electronic medical patches. In theory, even now it is able to provide power to the vast majority of wearable electronics only by working from sweat on human skin.

For the production of a flexible self-charging battery with a capacity of one ampere-hour from moisture in the air, it is necessary to create an element with an area of ​​36 cm2. To demonstrate the concept, the company will fabricate a 100 cm2 element and has the potential to fabricate a 3 m2 element.
