80. NATURAL PARKS

The lands of specially protected natural areas include lands natural parks.

On the lands of natural parks, which include especially valuable ecological systems and objects, for the sake of the preservation of which a specially protected natural area was created, activities not related to the preservation and study of natural complexes and objects and not provided for by federal laws and laws of the constituent entities of the Russian Federation are prohibited. Within the lands of specially protected natural areas, changing the intended purpose of land plots or terminating rights to land for needs that contradict their intended purpose is not permitted.

Natural parks are environmental recreational institutions under the jurisdiction of the constituent entities of the Russian Federation, the territories (water areas) of which include natural complexes and objects of significant environmental and aesthetic value, and are intended for use for environmental, educational and recreational purposes. Natural parks are created for the purposes of: preserving the natural environment and natural landscapes; creating conditions for recreation (including mass recreation) and preserving recreational resources; development and implementation of effective methods of nature conservation and maintaining ecological balance in the conditions of recreational use of natural park territories. The decision on the formation of natural parks is made by state authorities of the constituent entities of the Russian Federation on the proposal of specially authorized state bodies of the Russian Federation in the field of environmental protection in agreement with local government bodies. The creation of natural parks, associated with the seizure of land plots or water spaces used for national needs, is carried out by resolution of the executive authorities of the constituent entities of the Russian Federation in agreement with the Government of the Russian Federation.

On the territories of natural parks, various regimes of special protection and use are established, depending on the ecological and recreational value of natural sites.

Based on this, environmental, recreational, agricultural and other functional zones, including zones for the protection of historical and cultural complexes and objects, can be allocated in the territories of natural parks.

In the territories of natural parks, activities that entail a change in the historically established natural landscape, a decrease or destruction of the ecological, aesthetic and recreational qualities of natural parks, a violation of the maintenance regime for historical and cultural monuments are prohibited.

Within the boundaries of natural parks, activities that entail a decrease in the ecological, aesthetic, cultural and recreational value of their territories may be prohibited or limited.

Issues regarding the socio-economic activities of legal entities located in the territories of natural parks and their protected zones, as well as settlement development projects, are coordinated with natural parks.

The specific features, zoning and regime of each natural park are determined by the regulations on this natural park.

The territories of natural parks are located on lands provided to them for permanent (indefinite) use; It is allowed to place natural parks on the lands of other users, as well as owners.

The existence of an entropy rule for quantum entanglement has been proven 09.05.2024

Quantum mechanics continues to amaze us with its mysterious phenomena and unexpected discoveries. Recently, Bartosz Regula from the RIKEN Center for Quantum Computing and Ludovico Lamy from the University of Amsterdam presented a new discovery that concerns quantum entanglement and its relation to entropy. Quantum entanglement plays an important role in modern quantum information science and technology. However, the complexity of its structure makes understanding and managing it challenging. Regulus and Lamy's discovery shows that quantum entanglement follows an entropy rule similar to that for classical systems. This discovery opens new perspectives in the field of quantum information science and technology, deepening our understanding of quantum entanglement and its connection to thermodynamics. The results of the study indicate the possibility of reversibility of entanglement transformations, which could greatly simplify their use in various quantum technologies. Opening a new rule ... >>

Energy from space for Starship 08.05.2024

Producing solar energy in space is becoming more feasible with the advent of new technologies and the development of space programs. The head of the startup Virtus Solis shared his vision of using SpaceX's Starship to create orbital power plants capable of powering the Earth. Startup Virtus Solis has unveiled an ambitious project to create orbital power plants using SpaceX's Starship. This idea could significantly change the field of solar energy production, making it more accessible and cheaper. The core of the startup's plan is to reduce the cost of launching satellites into space using Starship. This technological breakthrough is expected to make solar energy production in space more competitive with traditional energy sources. Virtual Solis plans to build large photovoltaic panels in orbit, using Starship to deliver the necessary equipment. However, one of the key challenges ... >>

Clean mouth - healthy blood vessels 10.07.2015

Among the many factors that increase the risk of atherosclerosis, along with habitual stress, smoking, unhealthy diet, etc., there are also problems with teeth and gums - although, it would seem, how can the condition of the oral cavity affect vascular health? However, according to medical statistics, people with periodontal disease (the so-called complex of tissues that connect the tooth to the bone) are more likely to suffer from diseases of the cardiovascular system. Research by Maria Febbraio of the University of Alberta and her colleagues at the Cleveland Hospital helps to understand why this is happening.

Many probably guessed that the case is not complete without bacteria, because they cause the lion's share of diseases of the teeth and oral mucosa. If we talk about inflammation of the gums, then here one of the most "popular" pathogenic microbes is Porphyromonas gingivalis. When mice genetically predisposed to atherosclerosis were infected with it, characteristic changes in the walls of blood vessels began to actively appear in the animals, which then give rise to atheromatous plaques.

Plaques are formed with the active participation of immune cells, while signaling molecules involved in triggering the inflammatory response are involved. The researchers were able to find the cellular receptor CD36, which interacts with the bacterium P. gingivalis. The CD36 protein sends a signal to toll-like receptors - they are responsible for innate immunity and are one of the first to work in response to infection. Toll-like receptors stimulate the synthesis of interleukin-1beta (IL1B), which triggers inflammation. The full results of the experiments are published in PLoS ONE.

It was previously known that both interleukin IL1B and toll-like receptors are involved in the development of both atherosclerosis and gum disease. However, not all molecular "players" were known, and the description of CD36 completes the picture quite well. Bacteria, sitting in the mouth, irritate the receptor, forcing the cells to release inflammatory signals that are carried through the blood vessels. Of course, P. gingivalis alone is unlikely to be able to provoke atherosclerosis, but if a person is also malnourished, or smokes, or is simply genetically predisposed, like those experimental mice, then why not?

For physicians, the new results mean they have yet another potential target for suppressing bad inflammation. The more we know about the molecular chain involved in a particular disease-causing process, the more specific, the more accurate we can act on it. In the case of such a multifactorial disease as atherosclerosis, this is especially important.

Here it is worth remembering another bacterium called Streptococcus mutans - it also lives in the mouth, and it is to her that we owe the appearance of plaque. By secreting acids, streptococcus destroys tooth enamel, and usually its violent activity in the oral cavity ends with a visit to the dentist. But it happens that S. mutans is not limited solely to the mouth. If the microbe enters the bloodstream, it can easily get to the heart, and this is where troubles begin more serious than plaque. Streptococcus multiplies rapidly in the heart, preferring the heart valves, which leads to endocarditis (inflammation of the inner lining of the heart), which is fatal. So regular brushing of your teeth can protect you not only from caries, but also from serious problems with the cardiovascular system.
