51. Organizational and legal foundations of the budget system of the Russian Federation

The set of financial and legal norms that determine the procedure for the formation of budget revenues and expenditures, the budget structure of the country, fixing the use of extra-budgetary funds for the development of the country's socio-economic situation, as well as strengthening the country's defense capability, is budget law.

The Russian Federation includes a significant number of subjects that have their own legislation, while each subject has the right, within the framework of the Constitution of the Russian Federation, to make changes to the budget law.

К sources of budgetary law include, firstly, the Constitution of the Russian Federation, secondly, the federal laws of the Russian Federation, and thirdly, the laws of the constituent entities of the Russian Federation and bodies of special competence.

The Constitution of the Russian Federation establishes that the subject of the Russian Federation may make changes to budgetary law within the boundaries of its competence or subjects of jurisdiction. In the event that this rule is violated, these changes have no legal effect. It should be noted that budgetary law is based on the unity and integrity of the system of state power. Local authorities independently form the budget on the basis of the chosen course of socio-economic development. And the federal government bodies form, approve, and then monitor the implementation of the federal budget.

In accordance with the Constitution of the Russian Federation, the budget of the Russian Federation must be considered after its adoption by the State Duma in the Federation Council.

The main law that defines budgetary law is the Budget Code of the Russian Federation dated July 31, 1998 No. 145-FZ, which is responsible for establishing legal relations between various municipal and state authorities. The Budget Code does not have retroactive effect.

International treaties have the highest legal force.

Classification of legal acts of the Budget Code:

1) financial and planning documents. This is the kind of information needed for the budgeting process;

2) normative acts. They determine the activities of the authorities in relation to the budget.

Summarizing the above, it can be noted that the sources of budget law are the normative acts of domestic and international legislation, federal authorities, by-laws of the Ministry of Finance of the Russian Federation and Decrees of the President of the Russian Federation.

Coworking spaces can negatively impact creativity 09.01.2023

Collaborative workspaces may not be as efficient as previously thought.

In recent years, coworking spaces have become increasingly popular. But while the idea is that they could promote collaboration and creative innovation through shared ideas between start-ups, a recent study shows that over long periods of such collaboration, the opposite can happen—creativity declines.

The IESEG School of Management explored the growing collaboration in co-working spaces in one of the largest dedicated hubs in Europe. Through interviews, archival material, and observations, the researchers created a case study around seven fintech start-ups using coworking spaces. In their article, the scientists noted:

Despite the emergence of coworking spaces as new work practices, little is known about the formation of collaboration, and in particular the emergence of collaborative practices, given these open and flexible workspaces for meeting and interacting with workers from other organizations.
A sense of community and openness are well known processes that promote productivity, collaboration and, in turn, innovation. So it seems counterintuitive that, over time, the team found that working in this shared environment hinders collaborative practices between firms that can nurture innovation.

At first, shared spaces really helped start a fraternity between startups, with informal and planned interactions including workshops, seminars, and conversations in shared spaces (shared kitchen, living room, and relaxation areas) that contributed to the first steps towards common practice.

But when these activities continued, they interfered with collaboration, and attempts to create a space for collaboration were seen as distracting. Of the seven startups, three left the coworking space, saying the benefits of collaborative spaces were short-lived and the constant change as new companies were added was disruptive.

Perhaps coworking is getting too big for everyone to benefit equally.

Given that the coworking company aims to scale up, the point of view of users who evaluate qualities based on limited growth can be seen as a conflict. Researchers have found that collaboration needs to be actively managed to sustain it, but there is a delicate balance between encouraging innovation and stifling it.

It is the responsibility of the space owner and those who use it to make it an environment where vibrant partnerships can be seen and the hub of next generation ideas.
