89. INTERACTION OF THE LEGISLATIVE AND EXECUTIVE AUTHORITIES OF THE SUBJECTS OF THE RUSSIAN FEDERATION

The interaction between the legislative (representative) and executive bodies of state power of the constituent entities of the Russian Federation is carried out in forms:

1) legislative initiative;

2) publication of laws of constituent entities of the Russian Federation;

3) monitoring compliance with and execution of the Constitution and laws of the Russian Federation, laws of a constituent entity of the Russian Federation, execution of the budget of a constituent entity of the Russian Federation, execution of federal and regional development programs, execution of the budgets of territorial state extra-budgetary funds of a constituent entity of the Russian Federation, compliance with the established procedure for disposing of the property of a constituent entity of the Russian Federation;

4) formation of government bodies of a constituent entity of the Russian Federation;

5) the right of a senior official to participate in the work of the highest legislative body of a constituent entity of the Russian Federation with the right of an advisory vote and to demand the convening of an extraordinary meeting of this body, as well as the convening of a newly elected legislative body of power;

6) other forms.

Submit bills for discussion by the legislative (representative) authorities of the constituent entity of the Russian Federation they have a right:

1) deputies of the legislative body of a constituent entity of the Russian Federation;

2) the highest official of a constituent entity of the Russian Federation (the head of the highest executive body of state power of a constituent entity of the Russian Federation);

3) representative bodies of local self-government;

4) other authorities;

5) public associations of citizens;

6) citizens living on the territory of the corresponding subject of the Russian Federation (the number of citizens submitting legislative initiatives to the legislative bodies of power of the subjects of the Russian Federation is established by the charter of this subject).

The right of legislative initiative to specific bodies is granted by the constitution (charter) of the constituent entity of the Russian Federation. In this case, the interaction is expressed in the fact that the head of the supreme executive body of a constituent entity of the Russian Federation has the right to submit draft laws prepared by individual ministries and departments to the legislative body of the corresponding constituent entity of the Russian Federation on issues within their jurisdiction.

The highest official has the right to sign and promulgate laws adopted by the legislative body of a constituent entity of the Russian Federation.

Control over observance and execution of the Constitution and laws of the Russian Federation, laws of the constituent entity of the Russian Federation, execution of the budget of the constituent entity of the Russian Federation, execution of federal and regional development programs, execution of the budgets of territorial state non-budgetary funds of the constituent entity of the Russian Federation, compliance with the established procedure for disposing of the property of the constituent entity of the Russian Federation is carried out simultaneously by the legislative and executive bodies of the constituent entity of the Russian Federation . In order to exercise this control, the supreme executive body prepares reports on the implementation of the laws of the Russian Federation and its constituent entities, federal and regional development programs, the execution of the budget of a constituent entity of the Russian Federation and the budgets of territorial state non-budgetary funds of a constituent entity of the Russian Federation, and the legislative (representative) body of a constituent entity of the Russian Federation hears these reports.

Interaction between representative and executive authorities of a constituent entity of the Russian Federation in the formation of government bodies is expressed in the following:

1) the right of a representative body of power to express no confidence in the highest official of a constituent entity of the Russian Federation and the executive body reporting to him;

2) the right of a representative body of power to call elections of the highest official, etc.

Superconductor without limits 10.03.2023

Scientists have developed a material that exhibits superconducting properties at normal temperature and relatively low pressure.

Engineers from the University of Rochester have unveiled a new material, nitrogen-doped lutetium hydride. It exhibits superconducting properties at a temperature of 20,5 °C and a pressure of 10 kbar. The development opens up a wide range of practical applications for such materials, from loss reduction in power plants to maglev and efficient electronics.

In most cases, superconductivity, a property in which a material has zero resistance, requires temperatures close to absolute zero and extremely high pressures to occur. Researchers have already used hydrides, created by combining rare earth metals with hydrogen, as high-temperature superconductors. But they also require a pressure of several Mbar to work, which makes the practical application of materials difficult.

Rare earth hydrides form framework structures in which rare earth metal ions act as carrier donors, providing sufficient electrons to enhance the dissociation of hydrogen molecules. Nitrogen and carbon help stabilize materials, the scientists explain. In their study, they used Lutetium as the basis.

The researchers created a gas mixture of 99% hydrogen and 1% nitrogen and placed it in a reaction chamber with a pure lutetium sample. As a result of the reaction, which lasted for several days at a temperature of 200 C, the researchers obtained a powder of bluish light. After that, the material was compressed in a cell with a diamond anvil.

As the pressure changed, the researchers found two possible states of the material, from a superconducting "pink" at relatively low pressure to a scarlet non-superconducting metallic state. At the same time, experiments showed that a pressure of 10 kbar was sufficient to induce superconductivity at normal temperature.

Although this pressure is significantly greater than atmospheric pressure, technologies used, for example, in the manufacture of microcircuits, use higher pressure. This opens up opportunities for the practical application of superconductors in various fields.
