Full document Occupational Safety and Health / Standard instructions for labor protection Safe Operation 1. General requirements for labor protection 1.1. Persons at least 18 years of age who have passed a medical examination, introductory briefing, initial briefing and on-the-job training, testing of knowledge of labor protection rules, having the appropriate qualifications and an electrical safety group of at least II are allowed to perform repair and maintenance work on ventilation equipment and air conditioners. 1.2. The locksmith must: 1.2.1. Know the procedure for checking and using hand tools and power tools, devices to ensure safe work, and protective equipment. 1.2.2. Perform only the work that is specified in the equipment operating instructions or job descriptions approved by the organization’s administration. 1.2.3. Comply with internal labor regulations, work and rest schedules. 1.2.4. Be able to provide first aid to victims of electric current and other accidents. 1.2.5. Follow the instructions on fire safety measures. 1.3. When working with hand tools, you must observe "Instructions for labor protection when working with hand tools". 1.4. When working with power tools, you must observe "Instructions on labor protection when working with portable power tools and hand-held electric machines (power tools)". 1.5. The employee must be provided with special clothing, special footwear and other personal protective equipment in accordance with the standard standards for the free issuance of special clothing, special footwear and other personal protective equipment to employees of cross-cutting professions and positions in all sectors of the economy, given in Appendix 1. 1.6. When working at height, you must be guided by the requirements set out in Appendix 2. 1.7. When servicing ventilation and air conditioning systems, exposure to the following dangerous and harmful production factors is possible:
1.8. When servicing ventilation units, the following requirements must be met: 1.8.1. Ventilation equipment can be put into operation only if drive belts, impellers or blades, couplings and other rotating parts are protected with grilles or casings. 1.8.2. The areas on which ventilation equipment is installed, stationary stairs leading to them, as well as openings in the ceilings must be fenced with railings. 1.8.3. Air ducts, brackets for ventilation equipment and equipment, umbrellas and other elements of ventilation systems in workplaces and aisles must be placed at a height of at least 1,8 m from the floor level. 1.8.4. All ventilation chamber doors must be kept tightly closed at all times. 1.8.5. Manhole covers, lifting umbrellas, etc. must be equipped with devices for securing them in the open (raised) position. 1.9. All enclosures and covers of equipment covering contacts carrying voltages of 42 VAC or greater must be marked with an electrical voltage symbol and its magnitude to warn operating personnel of the danger of electric shock. 1.10. The victim or eyewitness immediately notifies his immediate supervisor of every industrial accident. 1.11. For non-compliance with this Instruction, the perpetrators are held liable in accordance with the internal labor regulations or penalties determined by the Code of Labor Laws of the Russian Federation. 2. Safety requirements before starting work 2.1. Put your work clothes in order: fasten the sleeve cuffs, tuck your hair under a tight-fitting headdress. It is prohibited to work in light shoes (slippers, sandals). 2.2. Check and make sure that the attached tools, devices to ensure safe work performance, personal protective equipment, and fire extinguishing equipment are available and in good condition. Arrange tools, fixtures and parts in an order convenient for use. 2.3. Put the workplace in order, remove all objects that interfere with work, and clear aisles. 2.4. To carry working tools to the place of work, prepare a special bag or box with several compartments. 2.5. Check that the work area is sufficiently lit. The voltage of portable lamps should not exceed 12 V. The plugs of 12 V devices should not fit into 220 V sockets. 2.6. Before cleaning, repairing and inspecting ventilation units, they must be de-energized using switching equipment. Appropriate posters must be displayed. 2.7. Electrical wires and electrical installations near which work must be carried out must be de-energized during the work; if this cannot be done, then fences must be put up and measures must be taken to prevent unauthorized persons from turning on the installations. 2.8. Report all shortcomings and malfunctions found during the inspection at the workplace to the shift supervisor for taking measures to eliminate them completely. 2.9. Work should be carried out by order of the workshop management with an entry in the journal. 3. Safety requirements during work 3.1. When repairing heater ventilation units, drain water or condensate from them, disconnect them from pipelines with energy carriers (superheated water or steam) using shut-off valves and installing a plug on the ridges of the energy carrier inputs. 3.2. Before starting the ventilation system, check: 3.2.1. Serviceability of the drive belt and its tension. 3.2.2. The presence of guards for drive belts, couplings, fan blade shaft ends and other rotating parts. 3.2.3. Serviceability of the grounding contacts of the electric motor, its slide and starting devices. 3.2.4. Carry out a test run. 3.3. Put on a slipped drive belt only after the electric motor and fan have completely stopped. 3.4. Make sure that the bearings do not overheat during operation of the unit. If the bearings heat up, eliminate the cause of the heating. When inspecting and assembling bearings, make sure that they are not over-tightened and that sawdust, sand, and dust do not get into them. 3.5. Make sure that the motor housing does not overheat during operation. 3.6. When the belt operates with shocks or when the belt slips, stop the ventilation unit for repairs. 3.7. Ensure that the air duct hangers are in good condition and do not allow them to sag. 3.8. When inspecting dust receptacles and dust cleaning facilities, as well as when cleaning dust from bins, work should be done in safety glasses and a respirator. When cleaning bins from dust, do not pollute the environment with dust. 3.9. When manually cleaning dry dust in chambers, to avoid explosions, avoid impacts that cause sparks. 3.10. When making repairs or inspecting equipment at height, make sure that there are no people in these areas below. 3.11. Place disassembled parts so that they cannot fall and do not interfere with work. 3.12. It is prohibited to clutter ventilation chambers, ducts and areas with various objects. 3.13. It is prohibited to climb inside the channels of bunkers, shelters, coolers until the corresponding units are turned off and completely stopped, fuse links are removed, the bins are freed from dust and the internal parts of the units are ventilated. 3.14. During breaks in work, the ventilation chamber must be closed with a key. 3.15. Upon completion of work, restore the working circuit of the fan. 4. Safety requirements in emergency situations 4.1. Each employee who discovers violations of the requirements of these Instructions or labor safety rules or notices a malfunction of equipment that poses a danger to people is obliged to report this to their immediate supervisor. In cases where an equipment malfunction poses a danger to people or the equipment itself, the employee who discovers it is obliged to take measures to stop the operation of the equipment and then notify the manager about it. Troubleshooting is carried out in compliance with safety requirements. 4.2. If an accident occurs during work, it is necessary to immediately provide first aid to the victim, report the incident to your immediate superior and take measures to preserve the situation of the accident, if this does not involve a danger to the life and health of people. 4.3. If a fire occurs, you must begin to extinguish it using available means (carbon dioxide fire extinguishers, asbestos blankets, sand) and call the fire department. 4.4. If extraneous voltage is detected on the equipment, you must immediately stop work and report to the shift supervisor. 4.5. If knocking or noise is detected in the fan, you must immediately turn off the electric motor and begin inspecting and repairing the fan. 4.6. If you notice any uneven movement of the fan, shaft deflection, bending or rupture of the blades, you should immediately notify the workshop administration and do not allow the unit to operate until it is corrected. 5. Safety requirements upon completion of work 5.1. Turn off and remove portable lamps (if used to organize local lighting). 5.2. Remove parts, materials, fixtures and tools to the designated areas. 5.3. Tidy up the workplace. 5.4. Report deficiencies found in ventilation units, equipment and tools. Annex 1. List of special clothing, special footwear and other personal protective equipment Annex 2. Work at height 1. All parts of stairs and stepladders must have a smooth planed surface and no cracks. Stairs must be manufactured in accordance with the requirements of regulatory and technical documentation. 2. It is prohibited to use wooden ladders and stepladders nailed down without cutting the steps into the strings and without fastening the strings with bolts. 3. The length of the extension ladder must ensure the possibility of performing work while standing on a step located at a distance of at least 1 m from the upper end of the ladder, and should not exceed 5 m. If the length is insufficient, it is prohibited to install support structures from boxes, barrels, etc. , as well as install ladders with an angle of inclination to the horizon of more than 75° without additional fastening of the upper part. 4. The lower ends of ground-mounted portable ladders must have sharp-tipped fittings, and when used on smooth and rough floors, must have shoes made of rubber or other non-slip material. If necessary, the upper ends of the ladders must have special hooks. 5. Platforms for ladders with a height of 1,3 m or more must have fences or stops. 6. Sliding step-ladders must have a locking device that excludes the possibility of spontaneous extension during operation. 7. It is prohibited for more than one person to work from the top two steps of stepladders that do not have railings or stops, and ladders, as well as for more than one person to be on the steps. 8. It is forbidden to move at a height from a ladder or ladder to another. 9. It is forbidden to work on ladders near and above running machines, conveyors, etc., as well as using electric and mechanized tools. 10. Before starting to work on a ladder, you need to ensure its stability, and then, through inspection and testing, make sure that it cannot slip out of place or be accidentally moved. 11. If the top of the ladder cannot be firmly secured, as well as when working in places with people moving, to prevent the ladder from falling from accidental shocks, it is necessary for another worker to hold the ladder. 12.
