Safe Operation

1. General requirements for labor protection

1.1. Persons at least 18 years of age who have passed a preliminary medical examination upon admission to work, as well as:

  • induction training;
  • fire safety briefing;
  • initial briefing at the workplace;
  • electrical safety training in the workplace.

1.2. The refrigeration mechanic must:

  • undergo repeated training on labor safety at the workplace at least every three months;
  • targeted and unscheduled briefings;
  • undergo a sanitary medical examination in accordance with the order of the Ministry of Health of the Russian Federation No. 90 dated March 14, 03.96.
  • perform only the work that is part of his duties;
  • use safe working methods;
  • control the serviceability of refrigeration equipment and inventory;
  • comply with the requirements of prohibiting, warning, indicative and prescriptive signs and, inscriptions and signals given by train compilers, vehicle drivers;
  • be extremely careful in traffic areas.

1.3 The mechanic must know:

  • the impact on a person of dangerous and harmful production factors that arise during work;
  • rules for the design and safe operation of refrigeration units;
  • installation of ARV thermostatting systems, electrical equipment, ventilation;
  • monitor the good condition of the diesel plant;
  • requirements for industrial sanitation, electrical safety and fire safety;
  • location of first aid kits;
  • internal labor regulations established at the enterprise;
  • requirements of this instruction, instructions;
  • appointment of personal protective equipment;
  • instructions for signaling on the railways of the Russian Federation;
  • regulation on the discipline of railway workers;
  • sanitary rules for the preparation of passenger cars and sanitary rules for the maintenance of passenger cars;
  • ARV equipment maintenance instructions;
  • be able to provide first aid to victims, use fire extinguishing equipment, call the fire brigade in the event of a fire.

1.3. The mechanic in his work must be guided by the requirements:

  • this instruction;
  • federal law "Transport charter of railways of the Russian Federation";
  • rules for the technical operation of railways of the Russian Federation (PTE);
  • instructions for signaling on the railways of the Russian Federation;
  • regulations on the discipline of employees of railway transport of the Russian Federation;

1.4. During work, the following hazards can affect the mechanic:

  • objects falling from a height due to improper storage of luggage;
  • low temperature;
  • physical overload when moving weights manually;
  • moving vehicles, mechanisms, rolling stock;
  • insufficient illumination at night;
  • increased voltage in the electrical circuit.

1.5. The mechanic must use the following PPE in his work: cotton suit, combined gloves, rubber gloves, boots, raincoat.

In winter additionally: insulated jacket, felt boots, galoshes for felt boots.

1.6. In order to prevent fires, the mechanic is prohibited from:

  • obstruct passageways in the ARV;
  • use electric heaters not equipped for this purpose;
  • use temporary or faulty wiring.

1.7. When on the railway tracks, the mechanic of refrigeration units must comply with the following requirements:

  • railway tracks to pass only in the established places, marked with signs "Service Passage", to pass along the track only along the side of the road;
  • cross the tracks only at a right angle, after making sure that there is no locomotive moving at a dangerous distance in this place;
  • to cross the track occupied by the rolling stock, only using the transition platforms of the wagons;
  • bypass groups of wagons no closer than 5 m from the automatic coupler;
  • pass between uncoupled wagons if the distance between them is at least 10 m;
  • when leaving the wagon, hold on to the handrails and position yourself facing the wagon, having previously examined the place of the descent and made sure that the handrails and steps are in good condition, as well as that there is no rolling stock on the adjacent track;
  • pay attention to traffic lights;
  • do not cross the path in front of the moving train;
  • sit on the steps of the wagons and get off them while moving;
  • step on electrical wires and cables;
  • touch broken wires;
  • climb onto the roof of the car under the contact wire;
  • approach closer than 2 m to the current-carrying parts of the contact network.

1.8. For non-compliance with the safety requirements set forth in this manual, the mechanic is responsible in accordance with applicable law.

2. Labor protection requirements before starting work

2.1. Before starting work, the mechanic responsible for working on the section of the refrigerated train must obtain a written permission to carry out work from the foreman, and then personally verify the presence of the fence. Work without a fence is prohibited.

2.2. Before starting work, the mechanic of refrigeration units must:

  • establish the sequence of operations;
  • inspect the ARV equipment and determine the technical condition, if there are any problems, eliminate them;
  • check the presence of a gas mask and fire fighting equipment;
  • check the serviceability of ladders, bridges, ensure their reliable installation;
  • make sure the illumination of workplaces is reliable;
  • check the operation of telephone communication and alarms.

2.3. During maintenance of the ARV equipment, cleaning of the equipment should be done with a rag or similar materials. Cleaning rags and materials must be clean and free of foreign matter. It is forbidden to use gasoline, kerosene and other flammable liquids for cleaning.

3. Labor protection requirements during work

3.1. Maintenance of the refrigeration unit must be carried out from folding platforms located in the engine room of the refrigerator car.

3.2. According to the degree of danger, refrigerating chambers belong to the categories of installations with increased danger.

3.3. It is forbidden to allow for operation shut-off valves with damaged stuffing boxes, valves, as well as handwheels that make it difficult to open and close vessels, apparatus and cylinders.

3.4. During maintenance and repair of refrigerated wagons, it is possible to open the refrigerating chamber only after pumping out the refrigerant from the opened part of the installation.

3.5. To inspect the equipment of refrigerated rolling stock, portable electric lamps with a voltage of not more than 42 volts, and in the engine room not more than 12 volts, or battery lamps should be used. The supply cable of the portable lamp must be double insulated and the lamp protected by a glass cap and a metal mesh.

3.6. A refrigerant leak from a refrigeration unit must be repaired as soon as it is discovered. Tighten the bolts, completely or partially change the gland packing, shut-off valves is allowed only after the refrigerant pressure in the damaged area is reduced to atmospheric pressure and the refrigeration unit is disconnected from the main line.

3.7. Filling the system with refrigerant must be done from the low pressure side. When filling the refrigeration unit, heating the cylinders is prohibited.

3.8. To detect the location of a refrigerant leak, it is necessary to provide mechanics with halogen lamps or leak detectors such as GTI.

3.9. Refrigerant cylinders must comply with the Rules for the Design and Safe Operation of Pressure Vessels.

3.10. To connect the cylinders to the refrigeration unit, it is necessary to use annealed copper seamless pipes or oil and petrol resistant hoses with a pressure of at least 16 kg per cm2.

3.11. It is forbidden to allow the operation of a refrigeration unit with pressure gauges, in which:

  • there is no seal or brand;
  • the arrow does not return to zero when landing on zero;
  • glass is broken or there are other malfunctions that affect the accuracy of the pressure gauge.

3.12. When packaging the refrigerant in cylinders and when pumping it out of the refrigeration unit, it is allowed to use cylinders with an unexpired test period.

3.13. Gate valves, valves, cranes of the refrigerant composition must be kept in good working order and systematically lubricated.

3.14. Do not add other types of refrigerants to the used refrigerant.

3.15. Do not place in the same room with refrigeration units and refrigerant cylinders devices and devices with an open flame or external surfaces whose temperature exceeds 300°C.

3.16. Refueling of refrigerant fuel tanks with diesel fuel should be carried out from filling stations.

3.17. It is not allowed to start diesel generators and perform any work in the engine room while equipping RPS with diesel fuel.

3.18. When starting refrigerated diesel engines in the cold season, do not use open fire for heating.

3.19. After the completion of maintenance and equipment of the refrigerated train, it is necessary to clean the equipment and the engine room.

3.20. When inspecting and monitoring batteries, use protective goggles.

3.21. It is forbidden to check the condition of the batteries by shorting the contacts.

3.22. Remove and install terminal clamps with extreme caution, avoiding sparks.

4. Labor protection requirements in emergency situations

4.1. When working in refrigeration units, the following emergencies may occur:

  • ignition, which can lead to a fire;
  • accident in a diesel generator set;
  • refrigerant leak;
  • exposure to electric current.

4.2. In the event of an emergency, the mechanic is obliged to stop work, immediately inform the foreman and act according to the emergency response plan.

4.3. In the event of a fire that could lead to an explosion, you must:

  • notify the fire brigade immediately;
  • start extinguishing the fire;
  • organize the evacuation of people;
  • organize a meeting with the fire brigade.

4.4. In case of electrical fires, use only carbon dioxide or powder fire extinguishers.

4.5. In case of injury or illness, the mechanic must stop work, transfer duties to another person, notify the master and contact the first-aid post.

4.6. When exposed to electric current, you must:

  • release the victim from the action of electric current by turning off the knife switch (switch) or using dielectric gloves;
  • call an ambulance, report the incident to the master;
  • perform artificial respiration.

5. Labor protection requirements at the end of work

5.1. Upon completion of work, the mechanic must:

  • tidy up the workplace in the ARV, report to the foreman about the completion of work;
  • fold the tool, inventory and fixtures in a specially designated place;
  • when returning to the PTO, observe the rules of being on the territory of the railway;
  • take off your overalls and put them in the dressing room closet.

5.2. Wash contaminated clothing if necessary.

5.3. The mechanic must report all violations of the production process to the immediate supervisor.
