1. General provisions

1.1. Persons who have reached the age of 18, have a certificate for the right to operate a mobile power plant and are recognized by the medical commission as fit for this work are allowed to work as a driver of a mobile power plant.

The driver must have an electrical safety group of at least IV.

1.2. The power plant driver hired must undergo an introductory briefing on labor protection, industrial sanitation, fire safety, methods and methods of providing first aid to victims and must be familiarized with the working conditions, rights and benefits for working in harmful and dangerous working conditions, against signature, about the rules of conduct in case of accidents.

Before starting work directly at the workplace, the power plant operator must undergo an initial briefing on safe work practices.

On the conduct of introductory briefing and briefing at the workplace, appropriate entries are made in the Logbook for the registration of introductory briefings on labor protection issues and the Logbook for the registration of briefings on labor protection issues. At the same time, the signatures of both the one who was instructed and the one who instructed are required.

1.3. After the initial briefing at the workplace, the power plant operator must undergo an internship for 2-15 shifts, depending on the length of service, experience and nature of work, under the guidance of an experienced qualified power plant operator, who is appointed by order (instruction) for the enterprise.

1.4. Repeated briefing on the rules and methods of safe work and labor protection, the power plant operator must undergo:

  • periodically, at least once a quarter;
  • with unsatisfactory knowledge of labor protection no later than a month;
  • in connection with an admitted case of injury or violation of labor protection requirements that did not lead to injury.

1.5. During operation, the power plant operator must comply with the requirements of the operating instructions for the mobile power plant. It is not allowed to operate a faulty power plant.

1.6. It is forbidden to install a mobile power plant in conditions of increased danger (in the security zones of overhead power lines, on the territory of an operating enterprise, if an industrial hazard may arise, etc.).

1.7. It is necessary to work at the power plant in overalls and safety shoes provided for by the Model Industry Standards: cotton overalls, dielectric galoshes, rubber gloves, and in winter additionally - a cotton jacket with an insulated lining, cotton trousers with an insulated lining and felt boots.

Overalls and safety shoes must be in good working order and correspond to the height and size of the driver. It is forbidden to work in clothes impregnated with fuels and lubricants.

1.8. The power plant must be installed on a dry and level site, cleared of debris and combustible materials. It is not allowed to install the power plant on swampy ground or in places where rainwater is concentrated.

1.9. It is forbidden to install mobile power plants in the area of ​​the tower crane.

1.10. When installing a mobile power plant indoors, the driver must comply with the following conditions:

  • the volume of the room must be at least 20 times the volume of the power plant;
  • the room should be well ventilated;
  • it is necessary to install a mobile power plant so that the radiator is turned towards the natural air flow;
  • in order to avoid the occurrence of resonant vibrations that can cause an accident, the foundation or other support devices on which the power plant is installed should not be connected with the walls of the house or the foundations of other mechanisms.

1.11. At the intersection of roads on the construction site, the electric cable must be laid in the ground (trenches), blocks, channels, along the walls of buildings in order to avoid damage.

1.12. External wiring of temporary power supply must be made with an insulated wire, placed on resistances at a height above ground level of at least:

  • 2,5 m - above workplaces;
  • 3,5 m - above the aisles;
  • 6,0 m - over driveways.

1.13. When supplying stationary electrical receivers from a mobile power plant, the security measures must comply with the security measures carried out in the networks of stationary electrical receivers.

1.14. When powering electrical receivers of mobile installations from a mobile power station with a dead-earthed neutral, the following safety measures should be taken: zeroing, zeroing together with re-grounding, protective shutdown or zeroing together with protective shutdown.

1.15. When powering the electrical receivers of mobile units from a mobile power plant with an isolated neutral, as a safety measure, it is necessary to carry out protective grounding together with the metal connection of the unit's housings and power sources or with a protective shutdown.

1.16. It is recommended to use as natural grounding conductors:

  • metal pipelines laid in the ground, with the exception of pipelines of flammable liquids or explosive gases and mixtures;
  • borehole casing pipes;
  • metal and reinforced concrete structures of houses and structures that are connected to the ground;
  • metal sheet piles of hydraulic structures, conduits, gates;
  • lead sheaths of cables laid in the ground; aluminum cable sheaths are not allowed to be used as natural grounding conductors;
  • neutral wires of a high-voltage line up to 1 kV with repeated earthing switches;
  • rail tracks of the main non-electrified railways and access tracks in the presence of specially arranged bridges between the rails.

1.17. For artificial grounding, steel should be used; artificial grounding conductors should not be painted.

1.18. When powering the electrical receivers of mobile installations from mobile autonomous sources with an isolated neutral, as a safety measure, protective grounding should be performed together with a metal connection between the installation housings and the power source or with a protective shutdown. In this case, the resistance of the grounding device should not exceed 10 ohms.

1.19. Autonomous mobile sources with an isolated neutral must have a device for constant monitoring of the insulation resistance relative to the body of the power source (ground). It shall be possible to check the integrity of the insulation monitoring device and to switch it off.

1.20. On the switchboard there should be an inscription: “Caution! Electric voltage!”, as well as the indicated voltage and the name of all feeders.

1.21. When performing repair work on the lines on the control panel, it is necessary to hang a poster on the handles of the disconnecting devices with the inscription: “Do not turn on - work on the line”, and also make an appropriate entry in the operational log.

1.22. When working at night, the power plant must be well lit (not less than 50 lux).

When inspecting the power plant, it is allowed to use a portable electric lamp with a voltage of 36-42 V.

1.23. It is forbidden to work the driver in a state of intoxication, as well as the admission of unauthorized persons to the workplace of the power plant driver.

1.24. At a mobile power plant, it is necessary to have carbon dioxide and powder fire extinguishers.

1.25. It is forbidden to warm up the engine with an open flame.

1.26. Cleaning cloths impregnated with combustible and lubricating oil should be stored in a metal box with a lid.

1.27. It is forbidden to smoke near the power plant.

2. Safety requirements before starting work

2.1. Taking duty, the driver must review the operational log, take into account all comments about the malfunctions identified at the installation, and take measures to eliminate them.

In the event of serious malfunctions, the driver must report this to the responsible engineering and technical worker.

2.2. Before starting the installation, the operator must:

  • check the reliability of fastening and splinting of the joints of the engine, generator and switchboard, and also turn on the main switch;
  • check the level of lubricating oil in the engine crankcase, water in the radiator, diesel fuel in the tank, gasoline in the tank of the starting engine. The level of lubricating oil and fuel should only be checked with a dipstick or a measuring stick. It is forbidden to measure the level of fuel and lubricating oil with random objects;
  • check the serviceability of the grounding of the main metal parts (switchboards, cable boxes, etc.).

2.3. It is necessary to fill the unit with fuel, lubricating oil and water when the engine is completely stopped.

2.4. If, during refueling, drops of fuel, oil or water have fallen on some parts of the unit, it is necessary to wipe all places dry after refueling. Leakage of fuel and oil is not allowed.

2.5. Equipment of a mobile power plant, cables, couplings must be protected from moisture and prevent snow, water, dust from getting on the electrical fittings.

2.6. Put on protective covers, caps and fasten tightly.

2.7. Before starting the power plant, the driver must check the alignment of the engine and generator in accordance with the operating instructions for the station.

3. Safety requirements during work

3.1. Unauthorized persons are not allowed to start the engine.

3.2. It is necessary to start the engine at a late ignition, while you should beware of a kickback with the crank.

3.3. Operation of the engine with a faulty pressure gauge is prohibited.

3.4. During the operation of a mobile power plant, the driver must observe:

  • for the operation of the automatic engine speed controller;
  • behind the readings of instruments on the control panel;
  • oil pressure and temperature in the engine oil system;
  • for water temperature.

3.5. The driver must monitor the connection of the fuel line and prevent fuel from escaping.

3.6. The temperature of the generator and gearbox bearings must not exceed 80°C.

3.7. When the generator is running, sparking of the brushes must not be allowed. The voltage on the generator must not be lower than the rated voltage.

3.8. During the operation of a mobile power plant, it is prohibited:

  • leave a running engine unattended;
  • touch the moving parts of mechanisms, bare electrical wires and conductive parts of electrical equipment that is energized;
  • adjust, lubricate and repair the engine or generator on the go;
  • turn on and off the knife switch without personal protective equipment (dielectric gloves, rubber galoshes and rubber mats);
  • connect, disconnect and repair live cables, regardless of the scope of work;
  • fasten the contacts, clean the switches and the generator winding;
  • remove and put on fan belts;
  • work with faulty control panel devices.

3.9. Fusible warning links may only be replaced when the main switch on the switchboard is turned off, using dielectric protective equipment.

3.10. Operation of the engine without water or with insufficient water is prohibited.

3.11. Do not add cold water to the radiator of an overheated engine, or leave the engine filled with water for a long time at temperatures below 0°C.

4. Safety requirements after finishing work

4.1. At the end of the work, the driver of the mobile power plant must:

  • lubricate parts of the power plant units;
  • turn off the consumer distribution switches, and then the main consumer switch. After stopping the engine, it is necessary to completely remove the resistance of the excitation rheostat;
  • clean and wipe the power plant units with a damp cloth, and switchboards and appliances - clean and dry;
  • check the level of lubricating oil in the engine crankcase;
  • when the engine is stopped for a long time in winter, drain the water and lubricating oil from the system and tanks, leaving the valves on the radiator and engine open;
  • put the tool and devices in the place provided for storage.

4.2. About all malfunctions noticed during the operation of the power plant, make an entry in the shift acceptance and delivery log and report to the foreman.

4.3. After finishing work, the driver must remove overalls, safety shoes, clean them from dust and other dirt and put them in the place provided for storage. Then wash your face and hands with warm water and soap or take a shower.

5. Safety requirements in emergency situations

5.1. If, when starting the engine, the driver detects a knock or noise, he must immediately stop the engine to find out the causes and eliminate the defect.

5.2. If during the first minute of engine operation the pressure gauge does not show a lubricating oil pressure of 2-3 atm, the driver must:

  • stop the engine immediately;
  • check the lubrication system;
  • find and fix the problem.

5.3. If you detect a smell of burning or smoke, you must stop working.

5.4. Do not extinguish burning wires or electric cables without turning off the voltage.

5.5. In the event of a fuel fire, it is necessary to shut off the fuel supply to the engine, and then take measures to extinguish it.

It is forbidden to extinguish burning fuels and lubricants with water. For this purpose it is necessary to use powder fire extinguishers, sand, earth or tarpaulin.

5.6. In case of accidents, the driver must provide the victim with first aid, if necessary, call for emergency medical assistance, and immediately inform the administration about the accident.

40 people took part in the tests of the device. Participants were awake for 34 hours. The condition of the volunteers was assessed using four tests. It turned out that participants in VNS therapy showed the best results 12 and 15 hours after stimulation. And while the results need to be confirmed by more research, experts are confident that this method can be a good way to stay alert and productive for a long time.
