Safe Operation

1. General requirements for labor protection

1.1. This instruction provides for the basic requirements for organizing the safe conduct of gas hazardous work at oil product supply enterprises.

1.2. In the production of gas hazardous work, in addition to the requirements set forth in this instruction, the requirements of the "Instruction on the general rules of labor protection and fire safety", as well as the requirements of other instructions for professions and types of work, depending on the nature of the work performed, must be met.

1.3. Gas hazardous work includes work carried out under the following conditions:

  • in the presence or possibility of release into the air of the working area of ​​toxic, explosive and flammable substances in quantities that can cause poisoning of people, explosion or fire;
  • when the oxygen content in the air is less than 20% by volume.

1.4. The greatest probability of accumulation of explosive gases and vapors of petroleum products is possible in the following places:

  • pumping stations for pumping oil products;
  • reservoirs for storage of oil products and the territory immediately adjacent to them;
  • loading and unloading racks, berthing facilities, especially at the time of unloading and loading of oil products;
  • isolated and non-ventilated premises where equipment is located or where oil product or gas pipelines pass, as well as in similar premises without equipment and communications;
  • technological pits and wells;
  • trays with process pipelines, industrial sewage wells.

The accumulation of explosive gases and vapors of petroleum products is also possible under the following circumstances:

  • leakage of oil products and penetration of their vapors through leaks in hatches, covers, seals;
  • malfunctions of shut-off, control, safety valves and other oil product pipeline equipment;
  • carrying out drainage of commercial water from tanks;
  • evaporation of oil products in settling tanks, traps, ponds;
  • spill of oil products due to violation of the technological regime and for other reasons;
  • emergency situations.

1.5. The list of gas-hazardous places and gas-hazardous works is approved by the chief engineer of the enterprise, indicating the released toxic and gas-hazardous substances.

1.6. In rooms where the release of flammable gases, as well as vapors of flammable liquids, is possible, the concentration of harmful substances in the air should be determined using gas analyzers.

The places and frequency of air sampling for the analysis of the content of combustible gases and vapors in it must be approved by the chief engineer of the enterprise.

1.7. Appropriate posters and warning signs must be posted in gas hazardous areas.

1.8. Depending on the degree of danger, gas hazardous work is divided into 2 groups:

Group I

1) work related to the depressurization of process equipment and communications, from which toxic, explosive and fire hazardous substances have not been removed or the possibility of their release is not ruled out;

2) work in oil traps, silt pits, settling tanks and other similar places;

3) work carried out in closed containers (inside tanks, boilers, cisterns), pipeline collectors, wells, tunnels, etc.

Group II

1) open drainage of commercial water from tanks, containers, pipelines;

2) sampling, manual measurement of the level in tanks, containers, tanks;

3) draining and filling of flammable and toxic liquids into railway and automobile tanks and other works.

1.9. Responsibility for organizing safety measures during gas hazardous work (for the enterprise as a whole) rests with the chief engineer (director) of the enterprise.

1.10. The chief engineer of the enterprise is obliged:

  • organize work to ensure compliance with the requirements of this instruction in the whole enterprise:
  • take measures to reduce gas hazardous work (mechanization, sealing, automation);
  • ensure the conduct of training sessions on the methods of conducting gas hazardous work;
  • appoint a person responsible for the preparation and a person responsible for carrying out gas hazardous work who knows the procedure for preparing and the rules for carrying out these works;
  • together with the person responsible for carrying out gas hazardous work, determine personal protective equipment, the composition of performers and establish the mode of these works (duration of stay in protective equipment, breaks in work, frequency of air sampling, etc.).

1.11. The head of the shop (site) is responsible for organizing the safe conduct of gas-hazardous work in the workshop (site).

1.12. The head of the workshop (section) is obliged to: organize the implementation of measures for the preparation and safe conduct of gas hazardous work and ensure control over their implementation.

1.13. Responsible for the preparation of an object (equipment, communications, etc.) for carrying out gas hazardous work of group I is a specialist who is in charge of the operating personnel of this object.

Responsible for carrying out gas hazardous work of group I is appointed a specialist who is not engaged in the conduct of the technological process for the period of their performance and who knows how to safely carry out gas hazardous work.

It is allowed to appoint one person responsible for the preparation and conduct of work.

1.14. The requirements of this instruction apply both to work carried out by employees of the enterprise, and to work performed by third parties on the territory of the enterprise.

1.15. When performing gas-hazardous work by persons of a third-party organization, a specialist of this organization is appointed responsible for their performance, in whose jurisdiction are the performers of the work, who knows how to safely carry out gas-hazardous work.

1.16. Gas hazardous work should be carried out by a team of performers consisting of at least three people when working in confined spaces (for example, in wells and tanks) and at least two people in other cases (for example, when working in trays and on pipelines). Team members must be provided with appropriate personal protective equipment, special footwear, overalls, tools, devices and auxiliary materials.

1.17. Carrying out gas hazardous work of group I is allowed only after issuing a work permit for carrying out work of increased danger, signed by the chief engineer of the enterprise, indicating safety measures. The work permit is issued for the entire period necessary to perform the scope of work specified in the work permit.

If the work turned out to be unfinished, and the conditions for their implementation did not deteriorate and the nature of the work did not change, the work permit can be extended by the same team with confirmation of the possibility of carrying out work for each subsequent scheme with signatures.

1.18. It is forbidden to increase the amount of work provided for by the work permit.

1.19. A work permit is not issued for group II gas hazardous work. Safety measures during such work should be set out in technological regulations, instructions for workplaces or in a special instruction developed taking into account the requirements of this instruction.

1.20. Performers of gas-hazardous work are responsible for the implementation of all safety measures provided for in the instructions for workplaces for group II work.

1.21. The following employees may be involved in the performance of gas hazardous work:

  • trained to perform gas hazardous work;
  • having the skills to provide first aid and rescue the victims;
  • trained and able to work in personal respiratory protection equipment;
  • knowing the properties of substances in the places of work.

1.22. Employees who report being unwell or feeling unwell may not be sent to work.

1.23. It is allowed to start gas-hazardous work only after the coordination of these works with the fire brigade, and, if necessary, with related departments, the completion of all preparatory measures and the appropriate instruction of the direct executors of the work.

1.24. The place of gas hazardous work must be provided with fire extinguishing equipment and personal protective equipment.

1.25. Gas-hazardous work should be carried out only during the daytime (with the exception of emergency cases).

1.26. If it is necessary to carry out work at night or when working inside the tank for local lighting, you should use a rechargeable lantern with a voltage of not more than 12 V in an explosion-proof version, turning it on and off should be carried out outside the explosive zone.

1.27. Control over the organization of gas hazardous work at the enterprise is carried out by the labor protection and safety service.

2. Labor protection requirements before starting work

2.1. To prepare an object (equipment, communications, etc.) for gas hazardous work, the entire range of preparatory work provided for in the work permit must be completed.

At the same time, the removal of toxic and gas hazardous products, the exclusion of their entry from adjacent technological systems, as well as the exclusion of possible sources of sparking, must be ensured.

2.2. The place where gas hazardous work is to be carried out must be marked (fenced). Posters are hung out on the safe performance of work ("Flammable!", "Gas hazardous!", "Do not smoke!").

2.3. Electric drives of moving mechanisms must be disconnected from power sources by a visible break.

Posters "Do not turn on - people are working!" are posted on starting and switchgears, which are removed at the end of work at the direction of the person responsible for carrying out gas hazardous work.

2.4. During the period of preparation for carrying out gas hazardous work, the availability and serviceability of personal protective equipment, fire extinguishing equipment, tools, and devices designed to ensure the safety of performers are checked.

2.5. Before starting work, the person responsible for carrying out gas hazardous work of group I must check the implementation of the preparatory work according to the plan for their implementation, instruct all workers on the necessary safety measures, check their ability to use personal protective equipment, knowledge of safe working methods and first aid methods for victims. On the briefing carried out with him, each performer of the work must sign in the work permit.

2.6. Gas hazardous work is carried out in overalls that comply with the instructions for workplaces.

2.7. The person responsible for the preparatory work is obliged to ensure that the analysis of the air environment is carried out after the preparatory measures are completed. The results of the analysis of the air environment are documented in a certificate in the prescribed form.

3. Labor protection requirements during work

3.1. It is allowed to start work only at the direction of the person responsible for the work and in his presence.

Gas-hazardous work of group I is carried out in hose gas masks.

The use of filtering and oxygen-isolating gas masks is prohibited.

3.2. The air intake pipes of hose gas masks during operation should be located in the clean air zone.

In the absence of forced air supply with a fan, the length of the hose should not exceed 10 m.

The hose must not be kinked or pinched.

3.3. When carrying out gas hazardous work, the following personal protective equipment is used: gloves, mittens, aprons, dermatological skin protection products of the "H" brand and cleaning dermatological protection products of the "Mm" or "Hn" brand.

3.4. When performing gas hazardous work, it is prohibited:

  • work in shoes lined with nails, horseshoes;
  • work with a faulty tool, as well as a tool that causes sparking upon impact;
  • use gas masks of inappropriate brands and sizes;
  • use faulty or untested gas masks, safety belts, ropes and ladders.

3.5. For the safe performance of gas hazardous work, employees must:

  • gas hazardous work of group I should be carried out only in the presence of two observers who are outside the tank, equipped in the same way as the worker, and one of the observers must have a gas mask;
  • stay inside a gassed room or container in a hose gas mask for no more than 15 minutes, after which a rest of at least 15 minutes must follow.

3.6. The observer must:

  • monitor the signal and behavior of the worker;
  • monitor the condition of the air hose of the gas mask and the location of the air intake device;
  • if necessary, call the person responsible for the work and a representative of the labor protection and safety service to the place of work using available communication and signaling methods.

3.7. During gas-hazardous work, the condition of the air environment at the workplace and in the hazardous area should be periodically monitored.

3.8. Gas-hazardous work must be immediately stopped if, in the course of their performance, the appearance of vapors of oil products near the workplace or under other conditions that cause a fire hazard is detected, while workers must be removed from the danger zone.

4. Labor protection requirements in emergency situations

4.1. In the event of an attempt by a person working in a closed container (tanks, boilers, etc.) to remove the gas mask or in case of other safety violations (malfunctions of the hose, blower stoppage, etc.), work should be stopped immediately and the employee removed from the container.

4.2. In case of poisoning, remove the victim from the danger zone using personal protective equipment. Free from clothing that restricts breathing, provide fresh air, peace, warmth. Give a sniff of ammonia.

4.3. When breathing stops, give artificial respiration.

4.4. If oil gets into eyes, rinse immediately with plenty of water.

4.5. Call for emergency help even if the victim feels well.

4.6. Immediately report oil leaks and gas contamination to the immediate supervisor and the fire department.

5. Labor protection requirements at the end of work

5.1. After completion of gas-hazardous work, clean workplaces and put tools and equipment in order.

The person responsible for carrying out gas hazardous work of group I must personally make sure that there are no people left inside the tank or container, the tools, materials, foreign objects are removed, and close the work permit.

And methane, which, in terms of its harmfulness, that is, its heat-holding capacity, gives a twenty-fold head start to carbon dioxide, is one of the most important. This means that the fight against methane emissions is a serious task for climate advocates. And in order to fight seriously, you need to study the enemy well. It would seem that he noted for himself that cows give a hundred million tons of methane per year, became a vegetarian and calmed down in the hope that he had made a feasible contribution to the uncompromising struggle for the cold. But even in this case, you can’t relax, because the enemy has many faces and can lurk in an unexpected place.

Let's take folk festivals. It would seem, where is the emission of methane? But Chen Jia and Florian Dietrich from the Technical University of Munich, with the help of Dutch colleagues and smart devices, got close to the famous Munich beer festival - Oktoberfest. According to them, for 16 days on the central square of Munich, 2018 million people fell to the sources of the foamy drink in 6. They drank 8 million liters of beer, spent 100 million liters of water flushing sewage, 2,9 million kW of electricity and 201 liters of natural gas, of which 79% went to cooking and the rest to heating visitors and vendors.

Before the start of the holiday, methane emission was almost zero, and during the holiday it increased to 6,7 micrograms per second per square meter. Over the weekend, the issue rate doubled, as did the number of visitors. It would seem that this directly indicates that the source of methane is people who excrete it like ruminants. An no. Although methane can be seen in the exhalation of half the people, its amount is small: Oktoberfest attendees could breathe in only 0,13 micrograms of gas per second per square meter of area. The sewage system, although it took 100 million liters of water and 8 million liters of drunk beer, produced negligibly little methane during the holiday - the processing of waste by bacteria requires much more time than 16 days. There remains the spent natural gas, which, in terms of methane, amounted to 134 tons. To ensure the calculated emission, 16 tons had to fly into the atmosphere in 1,47 days, that is, 1,1% is a completely normal estimate for gas leaks.

The conclusion follows from this: it is not beer at the holiday that contributes to global warming, but gas. Abandoning it, say, switching to spirit lamps or gasoline stoves, will significantly improve the situation. True, there was a question for the authors of the work. Usually for portable burners, namely they are used in mobile pavilions, bottled gas is used. And this is not methane at all, but a mixture of propane and butane. If just such a gas was used at Oktoberfest, then the search for a source of festive methane will have to continue.
