1. General provisions

1.1. The most disciplined and experienced drivers are allowed to transport people by truck.

Transportation of passengers by a truck is allowed in the amount provided for by its technical characteristics, while passengers should not interfere with the driver to drive the car and restrict the view.

1.2. Transportation of people up to 8 people, except for the driver, is allowed in a truck adapted for this, and is allowed for drivers who have more than 3 years of driving experience and a category "C" driver's license, and in case of transportation of more than the specified number (including passengers in the cabin), the driver must have a license of categories "C" and "D".

1.3. A car specially designed for this purpose is assigned to the driver transporting people by order of the enterprise (car fleet).

1.4. All drivers of vehicles are subject to mandatory periodic medical examinations within the established time limits.

1.5. The driver who is hired must undergo an introductory briefing on labor protection, industrial sanitation, fire safety, techniques and methods of providing first aid to victims, must be familiarized with the working conditions, rights and benefits for working in harmful and dangerous working conditions, against signature, rules of conduct in the event of an accident.

Before starting work directly at the workplace, the driver is given an initial briefing on safe methods of work.

On the conduct of introductory briefing and briefing at the workplace, appropriate entries are made in the Logbook for the registration of introductory briefings on labor protection issues and the Logbook for the registration of briefings on labor protection issues. At the same time, the signatures of both the one who was instructed and the one who instructed are required.

1.6. The driver who is hired, after the initial briefing at the workplace, must, within 2-15 shifts (depending on length of service, experience and nature of work), undergo an internship under the guidance of experienced qualified drivers or specialists who are appointed by order (instruction) for the enterprise.

1.7. The driver transporting people carries out the delivery of workers to and from the place of work, to food points, medical institutions, as well as other transportations related to the production activities of the enterprise.

1.8. For each route of transportation of workers to the place of work, a traffic scheme is formed indicating dangerous sections of the route.

1.9. The driver must work on a car specially equipped for transporting people in special clothes and shoes, provided for by the Model Industry Standards: cotton overalls, combined two-fingered mittens. In winter: cotton jacket and trousers with insulated lining.

During the performance of work on the maintenance and repair of roads - an additional signal vest.

1.10. The driver must comply with the requirements of the current "Rules of the Road" and this instruction.

1.11. The driver must take all possible measures to prevent and eliminate the danger while driving.

2. Safety requirements before starting work

2.1. Before leaving the line, the driver must check the technical condition of the car, which guarantees traffic safety and uninterrupted operation on the line, paying special attention to:

  • good condition of brakes, steering, cab, tires, lighting and signaling devices, windshield wipers;
  • availability and serviceability of tools and equipment;
  • refueling the vehicle with fuel, lubricating oil and water;
  • brake fluid and electrolyte levels;
  • air pressure in tires in accordance with the norms;
  • reliability of fastening of side locks and the presence of prohibitory inscriptions inside the body: "Do not stand in the body", "Do not sit on the sides";
  • the presence outside the cab in a place accessible to people who are in the back of the car, an easily removable fire extinguisher with a capacity of at least 2 liters.

2.2. A truck intended for the systematic transport of people must be equipped with steps located directly under the door for the entry and exit of people.

2.3. A truck intended for the systematic transportation of people can be equipped with a sound or light connection between the body and the cab, a ladder for boarding and disembarking passengers, and lighting inside the body.

2.4. Trucks equipped for the transportation of people must undergo a quarterly technical inspection at the territorial bodies of the State traffic inspectorate.

2.5. Before leaving for the line for the transportation of people, the driver must make sure that the car is cleanly washed, equipped with:

  • an awning or other device that protects people from atmospheric influences;
  • a flat floor without through holes and slots;
  • muffler exhaust pipe, which is removed from the dimensions of the body by 30-50 mm with the removal to the right side;
  • fixed seats in the body at a distance of at least 0,3 m from the upper edge of the side and 0,3-0,5 m from the floor.

Seats that are located along the rear or side boards must have strong backs.

2.6. If during the inspection of the car, shortcomings, malfunctions are revealed and it is impossible to eliminate them on their own, the driver, without starting work, must inform the person responsible for technical supervision about this.

2.7. Before leaving the garage, the driver must be instructed by the person responsible for the operation of vehicles on the traffic order, route features and receive a note in the waybill "Suitable for the carriage of passengers" indicating the number of passengers that are allowed to be transported at the same time. The waybill may contain the name of the elder who is traveling in the back of a car.

2.8. It is forbidden to transport people in the back of trucks that are not specially equipped for this, as well as in a towed or towed vehicle.

2.9. Getting to work, the driver must have with him:

  • a certificate for the right to drive a vehicle of the corresponding category and a coupon attached to the certificate;
  • vehicle registration document;
  • issued waybill;
  • scheme (route) of movement.

2.10. After stopping the car near the place of pickup and disembarkation of passengers, the driver must brake the car, apply the parking brake, putting the gearshift lever in the neutral position.

2.11. The driver is prohibited:

  • drive a car in a sick condition or when tired, consume alcoholic beverages or drugs before work and during working hours;
  • transfer control of the vehicle to other persons.

2.12. A driver who has worked one shift is not allowed to transport people on the same day.

2.13. Before driving, the driver must instruct passengers on the procedure for getting on and off and warn them that it is forbidden to stand in the back of the car while driving.

2.14. The number of passengers in the body must not exceed the number of seats for trucks given in the table:

2.15. The speed of movement when transporting passengers should not exceed 60 km/h.

3. Safety requirements during work

3.1. The driver should start moving only after making sure that it will be safe for pedestrians and passengers, after receiving a signal from the elder sitting in the back, after giving a warning signal, without obstructing the movement of other vehicles.

3.2. The movement of a car with a pneumatic brake drive is allowed if there is a pressure in the brake system of at least 5 kg / cm2.

3.3. It is forbidden to transport people in the cab next to the driver in excess of the number of seats provided for in the technical specification.

3.4. Do not allow landing and disembarking on the move, riding on the steps, bumpers, fenders, sides, etc.

3.5. If a sharp smell of gasoline, diesel fuel and exhaust gases appears while driving, the driver must immediately stop the car, determine the cause of their appearance, and eliminate the malfunction.

3.6. When approaching sections of the road with an increased danger of movement, the driver must reduce the speed to a level that guarantees traffic safety, and, if necessary, stop the car in a safe place.

3.7. Movement on the crossing and stopping in front of it in the absence of an indicator of the number of rows or marking lines is allowed only in one row.

3.8. It is forbidden to overtake vehicles both before the crossing and at the crossing itself.

3.9. It is forbidden to enter the crossing with the barrier closed if the red lights are on (regardless of the position of the barrier), while the driver must stop at least 5 m from the barrier (traffic light), and in its absence - no closer than 10 m from the nearest rail.

3.10. When the barrier is open or the red light of the traffic light is not turned on, you can enter the crossing only after making sure that there are no approaching trains (locomotives, trolleys).

3.11. If there is no barrier and light signaling at the crossing, the driver, before entering it, must stop, get out of the car and make sure that no train (locomotive, trolley) is approaching the crossing.

3.12. The driver is prohibited:

  • cross railway tracks in unspecified places; enter the crossing if a traffic jam has formed behind it, which forces you to stop at the crossing;
  • shift gears and disengage clutches at the crossing;
  • arbitrarily open the barrier or bypass it.

3.13. In the event of a forced stop at a level crossing, the driver must:

  • drop off and take passengers away from the railway track;
  • if possible, send two men along the track in both directions from the crossing for 1000 m (if one, then in the direction of worse visibility), explaining to them how to give stop signals to trains that are approaching: in the afternoon - with a circular motion of the hand with a patch of bright matter (things) in front of you, at night - with a lit lantern or torch;
  • stay near the vehicle and take measures to clear the crossing as soon as possible, carefully watching if the train (locomotive, railcar) is approaching;
  • from the moment of stopping, give sound signals of a general alarm (one long, three short), and if a train appears, run towards it on the side of the rail track, giving a stop signal.

3.14. Approaching a turn in the road in mountainous or rough terrain, the driver must take the extreme right position and sound the horn.

3.15. On roads in mountainous and rough terrain it is prohibited:

  • driving on steep descents with the clutch or gear disengaged;
  • parking in places where the road is not visible for 100 m in each direction.

3.16. It is forbidden to shift gears on a hill on a slippery road with an unsecured coefficient of wheel adhesion to the road, especially in winter. In this case, the driver must select a gear that will ensure overcoming the entire section of the road without switching.

3.17. When driving on dusty roads, increase the distance between vehicles. The car behind should be out of the dust space of the car in front.

3.18. The movement of the car on the ice of rivers, reservoirs is allowed only on specially equipped exits and roads, furnished with milestones, which have signs and road signs. When driving a car on ice, it is advisable to drop people out of the car and transport them on foot at a distance of 5 m from one another and not less than 20 m from the car. Driver cab doors must be open and locked.

3.19. At night and in conditions of insufficient visibility, regardless of the degree of illumination of the road, on a moving truck for transporting people, dipped (high) beam headlights must be switched on.

3.20. The main beam should be switched to low beam at least 250 m before the oncoming vehicle, and also when it can dazzle other drivers, in particular those moving in the same direction.

The light is switched at a greater distance if the driver of an oncoming vehicle indicates the need for this by periodically switching the headlights.

In case of blinding, the driver must turn on the hazard warning lights and, without changing lanes, reduce speed or stop.

3.21. During a forced stop and parking on unlit sections of roads at night, in conditions of insufficient visibility, the position or parking lights on a truck for transporting people must be turned on (in conditions of insufficient visibility, it is allowed to turn on the dipped beam or fog lights and rear fog lights).

If the parking lights are faulty, the vehicle should be removed from the road.

3.22. Fog lamps should be used in conditions of insufficient visibility, either alone or with dipped or high beam headlights.

3.23. Do not connect rear fog lights to brake lights.

3.24. In all cases that threaten the safety of people or the movement of vehicles, the driver must take all possible measures on his part to prevent an accident or traffic accident, and take the car outside the carriageway, if necessary.

3.25. If the driver is forced to move away from the car, he must turn off the engine and brake the car with a handbrake, taking the ignition key with him.

Leaving the cab of the car on the carriageway, the driver must first make sure that there is no movement of vehicles both in the same direction and in the opposite direction.

3.26. It is forbidden to transport children under 16 years of age in the back of any truck.

3.27. Emergency light signaling must be switched on:

  • in the event of a forced stop;
  • if the driver is blinded by headlights;
  • on a vehicle that is moving with technical malfunctions, unless such movement is prohibited by the Rules;
  • on a towed vehicle (if the signaling is missing or damaged; this vehicle must be marked with an emergency stop sign, which is attached to it from behind);
  • to inform drivers about the occurrence of traffic jams.

3.28. Together with the activation of the emergency light signaling, an emergency stop sign or a flashing red light should be installed at a distance that ensures traffic safety, but not closer than 20 m to the vehicle in populated areas and 40 m outside them, in case of:

  • road traffic accident;
  • forced stop in places where, taking into account the available visibility, the vehicle cannot be seen in a timely manner by other drivers.

3.29. If the vehicle is not equipped with hazard warning lights or if it is defective, a warning triangle or a flashing red light must be installed.

3.30. In the event of a malfunction of the fuel system, the driver is forbidden in all cases to start the engine by pouring gasoline into the carburetor directly from the tank with a hose or in another way.

3.31. It is forbidden during parking for drivers, passengers to rest or sleep in the cab, closed body with the engine running.

4. Safety requirements after finishing work

4.1. At the end of work, the driver of a vehicle intended for the transport of people must:

  • inspect the car and make sure it is in good condition;
  • report all malfunctions and defects to the mechanic of the garage and to your shift;
  • put the car in the place intended for parking, put the gear lever in neutral position, brake the car with the parking brake and stop the engine;
  • lock the cabin doors;
  • it is forbidden to store the car outside the places specially designed for this.

4.2. To ensure the reliable operation of the car when transporting people in the winter, the driver must promptly prepare it for operation in conditions of low air temperatures.

4.3. The preparation of the car must be carried out in accordance with the current regulation, which determines the procedure for maintenance and repair, as well as the instructions of the manufacturers, taking into account the road and climatic conditions of its operation.

4.4. When preparing the car for operation in the winter, the following basic work must be performed:

  • replacement of oils, lubricating oils and special fluids in units and mechanisms with oils, lubricating oils and fluids that correspond to the winter season in accordance with the factory instructions for their use;
  • checking the condition and operation of the cooling system, devices for removing condensate from the pneumatic brake system, vehicle heating devices, starting engine heaters;
  • decontamination and flushing of fuel tanks, fuel filters, fuel lines, gasoline pump, carburetor;
  • checking the condition and charging of batteries, determining the density of electrolyte in batteries and regulating in accordance with the rules for operating car batteries in winter;
  • installation of means of engine insulation on the vehicle;
  • performance of other works established by the Regulation on maintenance and repair, which determines the maintenance procedure.

4.5. To facilitate starting the engine in winter, fluids with a low freezing point (antifreeze) should be used in the cooling system.

When using antifreeze in the cooling system, the driver must adhere to the safety requirements in accordance with DNAOP 0.00-1.28-97 "Rules for the protection of work in road transport."

4.6. For a car operated in the winter, the following must be additionally provided:

  • refueling vehicle units with oils, lubricating oils and working fluids, which ensure its normal performance at low temperatures;
  • battery insulation;
  • protection of cabin window panes from freezing, which is provided by rubbing a mixture of salt and glycerin;
  • maintaining the required air temperature in the cabin using a stationary stove.

4.7. Garageless storage of cars during the off-season is carried out on open parking areas. In winter, vehicles for the transport of people, as a rule, must be stored in a warm room.

4.8. Before the start of the winter period of operation, the enterprise should instruct drivers about the features of driving cars in the winter.

5. Safety requirements in emergency situations

5.1. In the event of a traffic accident, the drivers involved in it must:

  • stop immediately and do not move the vehicle, as well as other items related to the incident;
  • if necessary, call for medical assistance, and if this is not possible, send the victims on passing transport to the nearest medical institution;
  • report what happened to the traffic police, write down the names of eyewitnesses and wait for the arrival of the car inspectorate.

5.2. If a fire occurs while driving, it is necessary to stop the car, take measures to extinguish the fire with fire extinguishing equipment.

5.3. When the car is forced to stop on the side of the road or on the edge of the carriageway for repairs, the driver must turn on the emergency light signaling, put on a warning vest and install an emergency stop sign or a flashing red light at a distance of at least 20 m from the vehicle in built-up areas and 40 m - outside of them.

5.4. Before lifting a part of the car with a jack, it is necessary to install the car on a horizontal non-slip area outside the carriageway, stop the engine, brake the car with a parking brake, take people out of the passenger compartment, close the door, install stop blocks under the wheels that do not rise.

When lifting a part of the car on a dirt surface, it is necessary to level the jack installation site, put a strong wooden stand with an area of ​​at least 0,1 m2 or a board under the jack.

It is forbidden to install the jack on random objects.

5.5. When inflating or inflating tires removed from the vehicle on the road, it is necessary to install a warning fork of the appropriate length and strength at the wheel disk window or place the wheel with the lock ring down.

5.6. If the smell of gasoline appears while driving, the driver must immediately stop the car, find the cause of the smell and eliminate it.

5.7. On a car running on gas fuel, in case of any malfunction of the high and low pressure reducers, the electromagnetic shut-off valve, it is necessary to close the costly and main valves, and remove the faulty components from the vehicle and send them for testing to a special workshop (specialized area).

5.8. In case of a forced stop at a railway crossing, the driver of the car is obliged to disembark people and immediately take all measures to free the crossing and stop the train.

If the car cannot be removed from the crossing, then the driver of the car must:

  • send two people along the tracks in both directions for 1000 m from the crossing (if one, then in the direction of the worst visibility of the track), explaining the procedure for giving a stop signal to the driver of the approaching train; a circular movement of the hand serves as a stop signal: during the day - with a piece of bright matter or some clearly visible object, at night - with a torch or lantern;
  • stay near the vehicle and sound a general alarm with a series of one long and three short beeps;
  • run towards the train (locomotive, trolley) when it appears, giving a stop signal.
