Safe Operation

Introduction

This Instruction establishes the basic safety requirements for the head of the diving descent when performing diving descents and works.

Each head of diving descents must know and comply with the requirements set forth in this Instruction, and the administration of the enterprise is obliged to create conditions for the production of safe diving descents and work, as well as to monitor the implementation of this Instruction by the head of diving descents.

1. General requirements for labor protection

1.1. The head of the diving descent is the direct supervisor of the diving and maintenance personnel of the diving station during the diving descent.

1.2. Every year, by order of the administration of the enterprise (territorial division), on the basis of the protocol of the diving qualification commission (VKK), a list of persons who have passed the knowledge test of the VKK and are admitted to lead diving descents must be determined.

1.3. Before the start of diving operations performed at individual sites (under conditions of an expedition or business trip), by order (instruction) of the administration of the enterprise (territorial division), on the proposal of the head of the diving service, heads of diving descents to diving stations are appointed.

In other cases, the appointment of the leaders of diving descents at the station before the start of work is carried out by a work order.

Appointment of diving descent leaders from among persons not specified in the annual order for the enterprise (territorial division) is prohibited.

1.4. The appointment of a leader of diving descents should be made taking into account the nature of the upcoming descents and in compliance with the requirements for his qualifications specified in clause 1.9 of these Instructions.

1.5. At each diving station there must be at least two divers with a permit from the VKK and appointed by order of the enterprise (territorial division) to lead the diving descents, one of which is appointed by the foreman (foreman) of the diving station.

The foreman (foreman) of the diving station, if he does not descend under water, performs the duties of the leader of the diving descent.

When the foreman (foreman) of the diving station descends under water, a diver admitted to lead the descents is appointed as the leader of the descent.

1.6. When two or more diving stations work simultaneously from a diving post, a diving descent leader is assigned to each station.

1.7. In case of incorrect actions of the leader of the diver, which can lead to an accident or an accident, the leader of the diving operations may remove the leader of the descents from his duties and lead the descent himself, and if he does not have permission to lead the descents, he must appoint another leader of the descent who has tolerance.

1.8. The return of the descent guidance is not made before the end of the descent (work under water is stopped, the working diver rises to the surface, and after that the return of the descent guidance is made). The acceptance of the descent guidance and the return of the descent guidance must be recorded in the diving log.

1.9. Persons with the following qualifications are allowed to lead diving descents:

  • diver of the 2nd class - at depths up to 20 m;
  • diving specialist, diving master or 1st class diver - at depths up to 60 m.

1.10. The head of the diving descent controls the work of the diving team and persons serving the descent, and is also responsible for the safety of the descending divers during the entire period of the diving descent (during decompression or therapeutic recompression on the surface, the transfer of leadership to the medical worker is carried out after the diver is placed in the pressure chamber and the pressure rises in it to a pressure corresponding to the stop depth from which the diver was brought to the surface).

1.11. The head of the diving descent is obliged:

  • during the preparation and conduct of a diving descent, give instructions to divers and persons serving the descent on his own;
  • upon completion of the work, take part in the preparation of documentation for the performed diving work, as well as in the preparation of diagrams, sketches and other materials based on the results of the work performed.

1.12. The head of the diving descent has the right to:

  • proceed with the diving descent only after the detected malfunctions have been eliminated and the corresponding entry and signature by the person who eliminated the malfunction in the diving log and the diving station form (or in the form for a specific product);
  • give permission for any changes in the situation (lowering or lifting of loads, tools, changing the length of the mooring lines or anchor chain, switching on individual systems, changing the air supply mode and other actions) that affect the safety of the diver, upon receipt of the consent of the working diver and after it report on readiness to change working conditions;
  • suspend divers and service personnel from performing work in case of violation of technological discipline, requirements of the governing regulatory documents on labor protection or failure to comply with established regulatory tasks;
  • stop the diving descent if changes in the situation or incorrect actions of the company's officials or the ship's administration can create an emergency.

1.13. The head of the diving descent may be entrusted with the responsibility for the medical support of divers, if he has undergone medical training under a special program and has the appropriate certificate.

In this case, the head of the diving descent must submit to the VKK a test for admission to the medical support of divers in the scope of the requirements of the medical part of RD 31.84.01-90. Re-testing of knowledge is carried out every 12 months.

The appointment of these persons for medical support is carried out by order of the administration of the enterprise after passing the test of the VKK.

1.14. For violation of this Instruction, the head of diving descents is held liable in accordance with applicable law.

2. Labor protection requirements before starting work

2.1. The head of the diving descent before the start of diving operations must:

  • understand the task, determine the order of its implementation;
  • determine the compliance of diving equipment with the conditions and nature of work;
  • assess the compliance of the level of qualification and practical skills of divers with the complexity of the work performed;
  • organize checks of stocks and air quality, take measures to replenish its stocks to the full norm;
  • organize a check of the readiness of all means of providing diving descents and works;
  • clarify the location of the nearest pressure chamber (if it is not available at the place of descent), the method and route to reach it, the type of communication, the vehicle and other issues related to the delivery of the diver to this chamber;
  • study the hydrometeorological regime at the place (in the area) of the descents, and in the presence of tidal currents, have a schedule of tides for the entire period of diving descents;
  • organize measurement of depths, current speed and visibility in water, air and water temperature;
  • organize the installation of a diving ladder or the preparation of a diving arbor for use, the establishment of the necessary working ends (launching, tail, running, auxiliary, etc.);
  • receive a written confirmation from the head of diving operations that the port supervision authorities and enterprises located in the area of ​​work, the production activities of which may affect the safety of divers, have been notified of the start of diving operations and all measures to ensure the safety of divers have been carried out, as well as permission for diving descents;
  • make sure that there is sufficient illumination of workplaces at the diving station; at night or in poor visibility, without starting the descent, it is necessary to take measures to ensure sufficient illumination of workplaces;
  • make sure that the workplaces at the diving station are free from foreign objects, are not cluttered with foreign objects that are not related to diving descents, and the items of diving equipment are placed in such an order that they do not interfere with the work of persons serving the diver's descent;
  • determine the allowable time for the diver to stay under water in accordance with the decompression worksheets;
  • conduct a briefing at the workplace, taking into account the specifics and conditions of the descent, make sure by a control survey of the instructed in the knowledge of their duties and safety requirements, and also make an entry about this in the diving log;
  • check the readiness of divers for descents under water for health reasons;
  • personally supervise the working check of diving equipment by descending and safety divers, as well as the means of providing diving descents;
  • determine the degree of readiness of the safety diver for the descent and his location in accordance with the requirements of RD 31.84.01-90;
  • check the presence and correctness of entries in the diving log about the performance of work checks and briefings at the workplace;
  • if necessary, participate in dressing the descending diver;
  • personally check that the appropriate warning signals about the performance of diving operations are set in accordance with the requirements of RD 31.84.01-90;
  • make sure that all persons assigned to service the diving descent are in their places, remove unauthorized persons from the descent site;
  • check the readiness of the diver to descend into the water (check the completeness and correctness of putting on the equipment);
  • personally verify the supply of air to the diver for breathing;
  • clarify the pressure in the common line and the pressure on the air supply line to the diver from the diving air distribution board;
  • check the operation of communication with the diver;
  • obtain permission from the head of diving operations to descend the diver (if the head of diving operations is at the diving station).

3. Labor protection requirements during work

3.1. The head of the diving descent during work should not be distracted from his direct duties and allow unauthorized persons who are not related to the diving work being performed to the workstations of the station.

3.2. During the diver's dive, the leader of the diving descent must:

  • personally verify the given buoyancy of the diver;
  • control the check of the diver's equipment for tightness;
  • personally control the speed of the diver's descent;
  • maintain conversational communication with a working diver from the moment the descent begins and until he leaves the water on the diving ladder (deck, platform).

3.3. During the period when a working diver is under water, the head of the diving descent must:

  • supervise the actions of a working diver under water, as well as persons serving the diving descent, monitor the correct performance of their duties;
  • observe the location of the diver under water by the release of air bubbles to the surface of the water;
  • Periodically, through persons communicating with the working diver, ask the working diver about his state of health and actions;
  • to control the pressure in the air supply line to the working diver from the diving air distribution board or pump;
  • control air reserves and give instructions on the timely filling of storage cylinders with air;
  • ensure compliance with the established time of the diver's stay under water;
  • ensure that actions with cargo devices are carried out only on the instructions of a working diver.

4. Labor protection requirements in emergency situations

4.1. In the event of an emergency or an unfavorable change in the situation under water, the head of the diving descent must act independently, in accordance with the situation, and inform the head of the diving operations about what has happened.

4.2. The head of the diving descent must stop the diving descent and instruct the diver to return to the surface in compliance with the decompression regime (if necessary, he must instruct the safety diver to descend to assist the emergency diver) in the following emergency situations:

  • if the supply of breathing air to the diver has stopped (due to a malfunction of the diving pump, a rupture of the hose, blockage of hose connections, pinching of the hose, etc.);
  • if information is received from a working diver about mechanical damage and violations of the normal operation of individual parts of diving equipment (rupture of a diving shirt or diving suit, broken glass of the porthole, damaged helmet, malfunction of the shock-safety valve of the shirt or head valve of the helmet, malfunction and damage to parts of the diving breathing apparatus, breakage of crotch straps of diving cargo, loss of diving galoshes, etc.);
  • if a response is not received from a working diver to a twice repeated request via voice communication, and then via the signal end (cable-signal);
  • if the conversational communication with the working diver is out of order and it is not possible to restore it;
  • if the diving compressor fails (in the absence of a reserve compressor in the air supply system for diving operations);
  • if it was not possible to unravel (release) the entangled (clamped), simultaneously or separately, the diving hose and the signal end (signal cable);
  • if a working diver was ejected to the surface or fell (fall) to a depth.

5. Labor protection requirements at the end of work

5.1. When lifting a working diver to the surface, the head of the diving descent must:

  • after completing the task by a working diver in 2 min. before starting the ascent, give him permission to leave and start the ascent to the first stop in accordance with the decompression regimen selected by the diver's doctor or the diver's descent medical officer;
  • monitor compliance with the decompression regime during the ascent of the diver or the speed of his ascent;
  • personally control the transfer of a working diver to a decompression arbor to continue decompression, unless another way is provided to keep the diver at the depth of stops;
  • report to the head of the diving operations on the rise (exit) of the working diver to the surface, and also inform him of the work performed, shortcomings and comments in the work.

5.2. After the end of the diving descent, the head of the diving descent must:

  • after the working diver comes to the surface, supervise his undressing, and, if necessary, supervise the transfer of the diver to the pressure chamber;
  • ensure that the diver stays near the pressure chamber for at least 2 hours after the end of decompression;
  • in the event that a diver develops an illness requiring therapeutic recompression, supervise his treatment in the pressure chamber until the arrival of a diving doctor or paramedic;
  • provide the diver with rest after his rise to the surface and the end of decompression in accordance with the requirements of the medical part of RD 31.84.01-90;
  • organize maintenance of diving equipment and bring it into readiness for use.
