In accordance with the "Rules for classifying types of economic activity as a class of professional risk", approved by the Decree of the Government of the Russian Federation of December 1, 2005 No. No. 713, all types of economic activity are differentiated into groups depending on the class of occupational risk. There are 32 classes of occupational risk, which are assigned according to the "Classification of types of economic activity by occupational risk classes", approved by the order of the Ministry of Health and Social Development of Russia dated December 18, 2006. No. 857 The increase in the number of occupational risk classes from 2005 classes in force in 22 to 32 in 2006 is due to the introduction on January 1, 2003 of the All-Russian Classifier of Economic Activities (OKVED), containing 1842 codes of types of economic activity to replace the previously existing All-Union Classifier of Industries of the National Economy (OKONKh) ) containing 755 codes of sectors (sub-sectors) of the economy.

This will make it possible to more fully take into account, in each class of occupational risk, the likelihood of damage to the loss of health of the victims, the costs of payments in compensation for harm, taking into account the existing restrictions on the amount of payments and the disaggregation of occupational risk classes with a low rate of insurance premiums.

An increase in the number of occupational risk classes will make it possible to bring insurance rates closer to the real costs of insurers for insurance coverage of workers injured in the workplace.

Federal Law No. 19-FZ of December 2006, 235 "On insurance rates for compulsory social insurance against industrial accidents and occupational diseases for 2007" established that insurance rates in 2007 are paid by the insured in the manner and at the rates established by 2006 Federal Law No. 22-FZ of December 2005, 179 Insurance rates for compulsory social insurance against industrial accidents and occupational diseases are calculated and paid as a percentage of the accrued wages for all reasons (income) of the insured, and in appropriate cases - to the amount of remuneration under a civil law contract in accordance with the types of economic activity by occupational risk class in the following amounts:

  • Grade 1 - 0,2;
  • Grade 2 - 0,3;
  • Grade 3 - 0,4;
  • Grade 4 - 0,5;
  • Grade 5 - 0,6;
  • Grade 6 - 0,7;
  • Grade 7 - 0,8;
  • Grade 8 - 0,9;
  • Grade 9 - 1,0;
  • Grade 10 - 1,1;
  • Grade 11 - 1,2;
  • Grade 12 - 1,3;
  • Grade 13 - 1,4;
  • Grade 14 - 1,5;
  • Grade 15 - 1,7;
  • Grade 16 - 1,9;
  • Grade 17 - 2,1;
  • Grade 18 - 2,3;
  • Grade 19 - 2,5;
  • Grade 20 - 2,8;
  • Grade 21 - 3,1;
  • Grade 22 - 3,4;
  • Grade 23 - 3,7;

In addition, in 2007, insurance premiums for compulsory social insurance against accidents at work and occupational diseases are paid in the amount of 60 percent of the above insurance tariffs by organizations of any organizational and legal forms in terms of accrued payments to employees who are disabled people of groups I, II and III, as well as employers such as:

a) public organizations of the disabled (including those established as unions of public organizations of the disabled), among whose members the disabled and their legal representatives make up at least 80 percent;

b) organizations whose authorized capital consists entirely of contributions from public organizations of the disabled and in which the average number of disabled people is at least 50 percent, and the share of wages of disabled people in the wage fund is at least 25 percent;

c) institutions that have been established to achieve educational, cultural, health-improving, physical culture, sports, scientific, informational and other social goals, as well as to provide legal and other assistance to disabled people, disabled children and their parents, the sole owners of whose property are these public organizations of the disabled.
