Disaster Medicine Service of the Ministry of Health of the Russian Federation (SMK) - is an integral part of health care with its leadership, management bodies, forces, means, forms and methods of work that ensure the timely provision of health care to the population in emergency situations. It is a functional subsystem of the RSChS.

The activities of the RF QMS are based on the following principles:

  • The QMS is of a state and priority nature. Its state character is ensured by government decrees, decrees of the President, orders of the Ministry of Health. The priority nature of the QMS is ensured by providing it with the most favorable conditions for the provision of emergency medical care (EMA);
  • The QMS is organized according to the territorial production and regional principle and is represented by a three-level structure: federal, regional and territorial;
  • management and organization of the QMS are provided by a reasonable combination of centralized and decentralized management;
  • two-stage system of EMF organization;
  • triage as one of the fundamental principles of the timely provision of EMF in emergency situations;
  • separation and maneuver by EMP forces and means;
  • interaction of the QMS with the medical forces of other ministries and departments, services of the RSChS;
  • timeliness, continuity and effectiveness of the provision of EMT;
  • the principle of unity of command in the liquidation of the medical consequences of an emergency, i.e., individually, within its competence, make a decision in accordance with the proposals of subordinates;
  • the principle of universality;
  • reasonable sufficiency of forces and means of the QMS and economic feasibility;
  • material interest and legal responsibility, legal and social protection of service specialists;
  • preparation of the population, as well as persons with high-risk professions, to provide first aid in emergencies.

Depending on the situation, there are three modes of operation of the service: daily activities, high preparedness and emergency.

The decision on the introduction of high alert and emergency situations is taken by federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local governments, facility managers.

When eliminating the medical and sanitary consequences of emergencies, all medical and preventive, sanitary and hygienic, anti-epidemic and pharmacy institutions located in the emergency zone are used, regardless of their departmental affiliation.

plant cement 04.01.2020

German scientists, together with colleagues from Nigeria, created cement from plants. For the production of cement, the researchers used the skin of the cassava plant, which is fired under a special temperature regime.

“From the ashes obtained from the burning of plants, we develop a product that is similar in properties to cement. It can be used as a connecting agent instead of classic cement,” says civil engineer Wolfram Schmidt of the Federal Institute for Materials Research and Testing.

Building materials from rice production waste and other vegetable raw materials have also proven themselves well. This is not only one of the options for recycling organic waste, but also a cost savings, since the use of such materials makes cement production cheaper. In addition, such a building material is more durable and lasts longer.

The first cassava concrete building will be built next year. It will be part of the campus of the University of Lagos (Nigeria).
