General requirements for labor protection 1.1. This instruction provides for the basic requirements for organizing and conducting the safe work of senior operators (operators) during the operation of stationary gas filling stations (AGFS). 1.2. Persons who have reached the age of 18, who have been instructed, trained and tested in labor protection, safety and fire safety, and who have a photo certificate, are allowed to service gas filling stations. 1.3. Employees allowed to work on electrical equipment, with electrical tools, as well as with machines and mechanisms with electric drive, must have an electrical safety group in accordance with the PEEP. 1.4. Gas filling station employees must undergo a preliminary medical examination upon admission to work and periodic medical examinations in accordance with order No. 90 dated 14.03.96 1.5. All employees allowed to work independently must undergo repeated briefing, as well as briefing on the use of collective and individual protective equipment and protective devices in order to deepen and consolidate knowledge. 1.6. The main dangerous and harmful factor at gas filling stations is the toxicity of liquefied gas vapors, as well as moving machines and mechanisms, moving parts of production equipment 1.7. All sections of gas filling stations must be provided with labor protection instructions approved in the prescribed manner 1.8. Gas filling station operators must be provided with overalls, safety shoes and personal protective equipment in accordance with applicable standards, including, among other things, for work in emergency situations: cotton gown; combined gloves. 1.5. The territory of the gas filling station in the dark must be illuminated. Particular attention should be paid to the lighting of places for refueling and discharging oil products. 1.6. All fire extinguishing equipment located in the premises and on the territory of the gas filling station must be constantly in full working order and ready for immediate use. The use of fire-fighting equipment for other purposes is prohibited. 1.7. The gas filling station must be equipped with a telephone connection with the control center or the management of the oil depot, the nearest fire station, and law enforcement agency. Telephone communications must be kept in good working order. 1.8 Buildings and structures must be protected from direct lightning strikes, electrostatic, electromagnetic induction, drift of high potentials. 1.9. Trenches and pits dug on the territory of gas filling stations for technical purposes must be fenced and marked with warning signs, and immediately filled up after completion of work. 1.10. All fire extinguishing equipment located in the premises and on the territory of the gas filling station must be constantly in full working order and ready for immediate use. The use of fire-fighting equipment for other purposes is prohibited. 1.11. The speed of traffic on the territory of the filling station should not exceed 5 km/h. 1.12. In winter, footpaths and the roadway of the gas filling station territory should be cleared of snow and ice and sprinkled with sand. 2. Labor protection requirements before starting work 2.1. Put on overalls, check the availability of personal protective equipment. 2.2. Check the serviceability of process equipment and the availability of primary fire extinguishing equipment. 3. Labor protection requirements during work 3.1. Carry out work in accordance with the production instructions. 3.2. Shutdown devices must be kept in good condition, ensuring quick and reliable shutdown of equipment, as well as individual sections of gas pipelines. 3.3. Open valves and valves on gas pipelines slowly and carefully to avoid water hammer. 3.4. Gas leaks can be detected using a soapy emulsion. 3.5. Workers opening the hatches of road tankers should be on the windward side to avoid inhalation of liquefied gas vapors. 3.7. The process of draining liquefied gas into the gas filling station tank from the tanker must be carried out in the presence of the gas filling station operator and the tanker driver. If a leak is detected, draining must be stopped immediately. 3.8. When refueling vehicles at a gas station, the following rules must be observed: the distance between the car standing under refueling and the one following it must be at least 3 m, and between subsequent cars in the queue, at least 1 m. 3.9. If vehicles accumulate at the gas filling station, it is necessary to ensure that the exit from the gas filling station is free and there is a possibility of maneuvering. 3.10. On the territory of the gas filling station it is prohibited:

Labor protection requirements in emergency situations 4.1 At the gas filling station, a plan for the elimination of possible accidents should be developed, in which, taking into account the specific conditions, it is necessary to provide for operational actions of personnel to prevent accidents and eliminate an emergency, and in case of their occurrence, to eliminate, eliminate fires and explosions, max. reducing the severity of the consequences and evacuating people not involved in the elimination of accidents. 4.2. An emergency situation at a gas filling station should be considered:

In the event of a fire, the operator is obliged to call the fire brigade, start extinguishing the fire with the available means, involving transport drivers to help, inform the tank farm dispatcher. 4.4. The operator is prohibited from making any repairs to the electrical equipment at the filling station. In the event of a malfunction of the electrical equipment, an electrician should be called. 4.5. In case of detection of gas contamination in the gas filling station building, it is necessary to ventilate the building with natural ventilation (open doors, windows), determine the source of increased gas contamination, inform the tank farm dispatcher, and make an entry in the shift acceptance and delivery log. 5. Labor protection requirements at the end of work 5.1. Take off your clothes and put them in the closet. Overalls and footwear should be stored separately from personal clothing. 5.2. Before washing, overalls should be aired in the open air for at least two hours. 5.3. Do not leave the workplace unattended until the arrival of the next shift.
