General requirements for labor protection 1.1. This instruction provides for the basic requirements for organizing and carrying out the safe work of process pump operators at the enterprises of the main oil product pipelines of JSC "Transnefteprodukt". 1.2. The operator of process pumps at the workplace may be exposed to oil vapors, elevated temperatures, and electric current. It must be remembered that pumping rooms, compressor rooms, pits, trays, wells, tank farms, places for draining oil products are fire and explosion hazard. 1.2.1. With gas pollution, poisoning can occur through the respiratory, digestive, and skin integuments. In case of poisoning with vapors of petroleum products, headache, "knocking in the temples", "ringing in the ears", general weakness, dizziness, palpitations, nausea and vomiting appear; with severe poisoning, drowsiness, apathy, indifference occur, and with severe poisoning, an excited state with erratic movements, loss or holding of breath. 1.2.2. Burns caused by fire, steam, hot objects and substances, exposure to electric current or electric arc along the depth of the lesion cause redness and swelling of the skin, water bubbles, necrosis of the surface and deep layers of the skin, charring of the skin, damage to muscles, tendons and bones. 1.2.3. Touching live parts under voltage causes in most cases involuntary convulsive muscle contraction and general excitation, which leads to disruption and even complete cessation of the activity of the respiratory and circulatory organs. 1.3. Persons at least 18 years of age who have passed a medical examination, theoretical and practical training, tested knowledge of labor safety requirements in the prescribed manner and received permission to work independently are allowed to work as a process pump driver. 1.4. The driver of process pumps must be provided with overalls and safety shoes and have personal protective equipment, including for work in emergency situations, including:

1.7. It is forbidden to use flammable liquids for washing overalls, washing hands and floors in pump rooms. 1.8. It is forbidden to put rags or any other objects impregnated with oil products on the hot surfaces of pumps and pipelines, hang clothes to dry. 1.9. Storage of lubricants in pump rooms is allowed in a specified place in quantities not exceeding the daily requirement. Lubricants should be stored in special metal or polyethylene containers with tightly closed lids. Do not store flammable liquids in the pump room. 1.10. For local lighting or in the absence of electricity, the driver should use a portable rechargeable lamp in an explosion-proof design with a voltage of not more than 12 V, which is turned on and off outside the pumping station at a distance of at least 20 m from it. It is forbidden to use torches, matches, candles and other sources of open fire for local lighting. 1.11. In pump rooms, a serviceable tool should be used, made of a material that excludes sparking, and when working with a cutting tool, its cutting edges should be liberally lubricated with grease. 1.12. The driver must be able to use primary fire extinguishing equipment, know their location and monitor their serviceability. The pump room should have fire extinguishers and a box with dry sand and a shovel. It is forbidden to use fire equipment for other purposes. 1.13. The driver must know the piping, valves, characteristics of the pumped products, the procedure for the elimination of possible accidents. Know the telephone numbers of the fire department, the location of the installation of fire detectors; Timely inform the dispatcher, fire brigade about the occurrence of emergencies. 1.14. The driver of technological pumps must smoke and eat in places specially designated for this purpose. 1.15. Unauthorized persons are not allowed to enter the pumping rooms. 1.16. The driver of technological pumps must comply with the internal labor schedule and labor discipline. 1.17. For non-compliance with the requirements of this instruction, the driver of technological pumps shall bear disciplinary, material or criminal liability in accordance with the established procedure. 2. Labor protection requirements before starting work 2.1. Wear the prescribed clothing and footwear. Overalls must be buttoned up and not have hanging ends to prevent them from being caught and wrapped around rotating parts. 2.2. Familiarize yourself with the previous entries in the operation log of pumping units. Sign in the journal about the acceptance and delivery of the shift. 2.3. The used cleaning material should be placed in a metal box with a lockable lid, which should be emptied daily. Contaminated cleaning material should be taken to a landfill or incinerated in a designated area. 3.7. The driver must make appropriate entries in the watch log about all the shortcomings noticed during duty and about malfunctions of pumping units in order to avoid erroneous start-up of a faulty pump by another shift driver. 4. Labor protection requirements in emergency situations 4.1. In the event of an emergency, the driver must act in accordance with the emergency response plan. 4.2. In the event of a fire in the pumping station, the operator must turn off the pumping units, close the valves on the inlet and outlet lines of the pumps, notify the operator, call the fire brigade, report the incident to the management of the enterprise, take measures to extinguish the fire in accordance with the fire extinguishing plan. 4.3. In case of detection of any malfunction that violates the normal operation of the pump, it must be stopped. This must be reported to the operator. It is forbidden to start the pump until all faults have been eliminated. 4.4. In the event of a sudden power outage, the operator should be informed, after which, manually or after starting the emergency diesel power plant, close the valves on the suction and discharge pipelines of the pumps. 4.5. In an emergency, if the situation requires it, the process pump operator must use personal protective equipment, safety devices and means of signaling and communication. 4.6. In the event of an accident, the operator of technological pumps must be able to provide first (pre-medical) assistance to the victim, immediately inform his immediate supervisor about this and, if necessary, call an ambulance. In addition, it is necessary to maintain the workplace environment until the investigation, if it does not pose a threat to workers and does not lead to an accident. 5. Labor protection requirements at the end of work 5.1. Hand over duty to the shift driver with an entry in the operation log of pumping units about all the shortcomings and malfunctions noticed, as well as instructions and instructions from the management. In case of non-arrival of the shift driver, notify the management or the shift supervisor. Leaving the workplace before the arrival of the shift is prohibited. 5.2. Before handing over the shift, thoroughly clean the workplace. Put in order tools, devices, personal protective equipment, overalls. Change clothes.
