Safe Operation

1. General requirements for labor protection

1.1. Persons at least 18 years of age who do not have medical contraindications and who have passed:

  • training in labor protection, safe work practices and methods of providing first aid to the victim in case of accidents at work, introductory and primary briefing on labor protection at the workplace, internship at the workplace and testing knowledge of labor protection requirements, safe methods and techniques for performing work ;
  • preliminary and periodic medical examinations.

1.2. When moving around the territory and production premises of the organization, when performing work in traffic conditions and when using portable ladders, stepladders, the labor protection requirements set forth in this manual and in the instructions should be followed:

  • manufacturers for the operation of the scaffolds, lifting mechanisms and other equipment used;
  • on fire safety;
  • to provide first aid to the victim in an accident.

1.3. After passing the primary briefing at the workplace and testing knowledge, the controller should perform work under the supervision of a foreman or foreman for 3-14 shifts (depending on length of service, experience and nature of work), after which his admission to independent work is issued.

1.4. An inspector who has not passed a re-instruction on labor protection in a timely manner (at least 1 time in 3 months) and an annual test of knowledge on labor protection is not allowed to start work.

1.5. While on the territory of the organization, in production and amenity premises, at work sites and workplaces, employees must comply with the work and rest regime, internal labor regulations approved by the management of the organization. The controller's working time should not exceed 40 hours per week. The duration of daily work (shift) is determined by the internal labor regulations or the shift schedule approved by the management of the organization.

The admission of unauthorized persons, as well as the consumption of alcoholic beverages on the territory of the organization and in the workplace is prohibited.

1.6. In the process of performing work, the inspector may be exposed to dangerous and harmful production factors, including: moving and rotating equipment, tools, fixtures; compressed air; vehicles; hot water; gas contamination of the working area; insufficient illumination of the working area; increased or decreased air temperature of the working area or the surface of equipment, tools; fire; explosion; falling of a person and objects from a height, wild animals.

Sources of factors:

  • faulty gas equipment or its improper operation;
  • faulty or improperly used tools, fixtures, equipment, equipment;
  • falling object, soil collapse;
  • sharp edges, burrs and roughness on the surface of equipment and tools;
  • electricity;
  • moving machines and mechanisms;
  • unsatisfactory maintenance of animals;
  • gas leak.

Action factors:

  • contact with liquefied gas on open areas of the body causes frostbite;
  • the presence of gas in the air reduces the oxygen content in it, which leads to fainting;
  • the use of faulty tools, fixtures, as well as non-compliance with the requirements for safe work performance can lead to injury to the employee;
  • Violation of the Fire Safety Rules can lead to fires and explosions.

1.7. In accordance with the Model Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment, the controller is issued:

  • rubber galoshes - 1 pair per year;
  • combined mittens - 1 pair for 2 months;
  • gas mask - to wear.

1.8. The controller needs to know:

  • device, principle of operation of gas equipment, measuring instruments and equipment, procedure and terms of their checks, operational requirements for them;
  • installation locations and scheme of instrumentation;
  • instructions for servicing gas equipment, instrumentation and equipment;
  • accident prevention and troubleshooting measures.

1.9. In the process of work, the controller is prohibited from using faulty tools, fixtures, measuring instruments, equipment, as well as instruments and equipment that he has not been trained to handle.

1.10. After completing the work, the supervisor must inspect the workplace and make sure that all tools, cleaning material and other foreign objects are removed.

1.11. To service highly located gas equipment, measuring instruments and equipment, it is necessary to use special ladders and platforms. Stairs must be installed at an angle of no more than 50 degrees to the vertical.

1.12. The controller should work in special clothing and, if necessary, use other personal protective equipment.

1.13. When servicing gas equipment, measuring instruments and equipment, use clean cotton rags.

1.14. The controller must be able to provide first aid to the victim.

1.15. The controller is not allowed to start performing one-time work that is not related to his direct duties in the specialty without receiving targeted instruction.

1.16. The controller must comply with fire safety rules, be able to use fire extinguishing equipment.

1.17. The controller during work should be attentive, not be distracted by extraneous matters and conversations.

1.18. In case of detection of faulty equipment, fixtures, fittings, tools, other violations of labor protection requirements that cannot be eliminated on their own, and a threat to health, personal or collective safety, the controller should be informed to the management. Do not proceed to work until the identified violations are eliminated.

1.19. Having noticed a violation of labor protection requirements by another employee, the controller should warn him about the need to comply with them.

1.20. If an accident occurs, which the controller has witnessed, he should stop work, immediately remove or remove the victim from the danger zone, provide first aid to the victim, call a doctor, help organize the delivery of the victim to the nearest medical facility, inform the management of the organization. When investigating the circumstances and causes of an accident, the employee should inform the commission of the information known to him about the accident.

1.21. If an accident occurs with the controller himself, he should stop work, if possible contact a medical institution, report the incident to the management of the organization or ask someone around to do it.

1.22. The controller must observe the rules of personal hygiene, wash hands with soap and water before eating.

1.23. An employee guilty of violating labor protection instructions is liable in accordance with the procedure established by current legislation.

2. Labor protection requirements before starting work

2.1. Before starting work, the controller must:

  • check the availability and serviceability of personal protective equipment.
  • inspect and prepare your workplace, remove all unnecessary items without cluttering up the aisles.

2.2. After receiving the task from the immediate supervisor of the work, the controller should check the workplace and approaches to it for compliance with labor protection requirements, the availability and serviceability of equipment, fixtures, and tools.

2.3. The controller should not start work in the presence of the following violations of labor protection requirements:

  • a malfunction indicated in the manufacturer's instructions for the operation of gas equipment, in which its use is not allowed;
  • in case of untimely carrying out of the next tests (technical examination) of gas equipment;
  • in case of malfunction of measuring instruments, tools, equipment;
  • if there is a smell of gas in the workplace;
  • with insufficient illumination of the workplace and approaches to it.

3. Labor protection requirements during work

3.1. During the execution of the work, the controller must:

  • monitor the operation of gas equipment, equipment and instrument readings;
  • use overalls, safety shoes and other personal protective equipment;
  • be careful when following roads, on the streets of cities and other settlements.
  • strictly follow the orders and orders of the enterprise management, officials responsible for the implementation of production control, as well as the instructions of representatives of state supervision bodies, within the established time limits.

3.2. The controller is prohibited from:

  • continue working if there is a smell of gas in the workplace;
  • maintain gas equipment, instrumentation, including cleaning, adjusting or lubricating their individual parts, in the presence of pressure in the gas pipeline system;
  • repair gas equipment, instrumentation and equipment.

4. Labor protection requirements in emergency situations

4.1. If a smell of gas is detected at the workplace, malfunctions of gas equipment, tools and fixtures, instrumentation and equipment, the controller should stop work and report them to the immediate supervisor of the work and the employee responsible for the implementation of production control.

4.2. When a fire occurs, it is necessary to stop work and immediately start extinguishing the fire with improvised fire extinguishing equipment. If it is impossible to do this on their own, the controller should call the fire brigade in the prescribed manner and inform the immediate supervisor or the management of the enterprise.

4.3. On each accident, which the controller has become an eyewitness, he must immediately inform the immediate supervisor, and provide the victim with first aid, call a doctor, help deliver the victim to a health center or the nearest medical facility.

4.4. If the accident occurred with the controller himself, he should stop work, if possible, contact the health center, report the incident to the immediate supervisor or the management of the organization, or ask someone around to do this.

4.5. Each worker must be able to provide first aid to the victim.

In case of bruises, ensure complete rest, put cold on the bruised place; if the abdomen is bruised, do not give the victim to drink.

In case of bleeding, raise the limb, apply a pressure bandage, tourniquet; in summer, the tourniquet is left for 1,5 hours, and in winter - for 1 hour.

In case of a fracture, apply a splint.

In case of thermal and electrical burns, close the burned area with a sterile bandage; in order to avoid infection, do not touch the burned areas of the skin with your hands and lubricate them with ointments, fats, etc.

If acid or alkali gets into exposed areas of the body, immediately wash them with a neutralizing solution, and then with cold water and soap; in case of contact with alkali - with a solution of boric acid.

If acid or alkali gets into the eyes, immediately rinse them with a neutralizing solution and contact a health center or a doctor.

In case of all poisoning, immediately remove or remove the victim from the poisoning zone, unfasten clothing that restricts breathing, provide fresh air, lay him down, raise his legs, cover him warmly, give him a sniff of ammonia and immediately transport the victim to a medical facility.

In case of electric shock, release the victim from the action of the current, if necessary, perform artificial respiration or closed heart massage.

It is possible to transport the victim only with satisfactory breathing and a steady pulse.

5. Labor protection requirements at the end of work

5.1. When returning to the organization after completing the task, remove the instruments, tools, materials, fixtures, equipment and protective equipment to the place intended for their storage.

5.2. Report all violations of labor protection requirements discovered during work, as well as cases of injury to workers at work, to report to the management of the organization.

How Lunokhod-1 was found 25.04.2010

"Lunokhod-1" lost many years ago on the surface of the Moon has finally been found!

Lunokhod 1 disappeared from radar screens on September 14, 1971, almost a year after it was delivered to the Moon. On April 22, scientists from the group of Tom Murphy, a professor at the University of California at San Diego, aimed a laser at the speck and received a return signal. A repeated experiment, carried out 30 minutes later, made it possible to calculate the coordinates of Lunokhod-1 with an accuracy of ten meters. Now he's back in action.
