Safe Operation

1. General requirements for labor protection

1.1. This instruction provides for the basic requirements for labor protection for operators of stationary, mobile and container filling stations (hereinafter referred to as gas stations).

1.2. Persons who have reached the age of 18, who have completed training, internships at the workplace, knowledge testing and instruction in labor protection, safety and fire safety, are allowed to service filling stations. Repeated briefing for gas station employees is carried out quarterly, for specialists - at least once every six months.

1.3. All gas station employees must undergo a preliminary medical examination upon employment and periodic medical examinations in the course of work.

1.4. Gas station workers may be exposed to harmful and dangerous production factors: poisoning, injuries, burns, etc.

1.5. To perform their functions, gas station operators are provided with overalls, footwear and personal protective equipment in accordance with applicable standards and, if necessary, with special devices.

1.6. The territory of the gas station at night must be illuminated.

Particular attention should be paid to the lighting of places for refueling vehicles and draining oil products into gas station tanks.

1.7. For local lighting when inspecting tanks, wells (cellars) and dispensers, use explosion-proof rechargeable lights with a voltage of not more than 12 V, which should be turned on and off outside the wells and at a distance of more than 3 m from the dispensers.

1.8. Fire extinguishing equipment located in the premises and on the territory of the gas station should be kept in good working order and ready for immediate use. The use of fire-fighting equipment for other purposes is not allowed.

1.9. Gas stations must be equipped with telephone (radio telephone) communication with the dispatch center or the management of the oil depot, the nearest fire department and law enforcement agency.

Telephone (radiotelephone) communication should be kept in good condition.

1.10. At the gas station, it is necessary to have a first aid kit with a set of necessary medicines to provide first aid to the injured.

Filling station personnel are trained in first aid for victims of accidents.

1.11. Sanitary facilities should be kept clean and ventilated.

1.12. The speed of traffic on the territory of the gas station should not exceed 5 km / h. Transport over underground tanks is not allowed.

1.13. Trenches and pits dug on the territory of gas stations for technical purposes must be protected and marked with warning signs, and filled up after completion of work.

1.14. In winter, footpaths and the roadway of the gas station area should be cleared of snow and ice, sprinkled with sand.

2. Labor protection requirements before starting work

2.1. Put on the overalls provided for by the relevant standards, check the personal protective equipment.

2.2. Check the serviceability of process equipment and the availability of primary fire extinguishing equipment.

3. Labor protection requirements during work

3.1. Before draining oil products into the tanks of the gas station, install the road train in the direction of the vehicle; for him, it is necessary to ensure free exit from the territory of the gas station in case of an emergency.

3.2. Before you start draining oil products, you must:

  • make sure that the tank and its equipment, process pipelines are in good condition and that the shut-off valves are switched correctly;
  • make sure that the drain device of the tank truck is in good condition;
  • stop refueling vehicles from the tank until the oil product is drained into it from the tank.

3.3. During the discharge of oil products, vehicles are not allowed to move at a distance of less than 8 meters from the drain devices of the gas station tanks.

3.4. Drainage of oil products into underground and ground tanks of filling stations must be sealed. Drainage by a falling jet is not allowed.

Draining should be carried out with the engine of the tank truck not running after it has been grounded. Attach the grounding conductor first to the tank body, and then to the grounding device. Each tank car of the road train must be grounded separately until the oil product is completely drained from it.

Remove grounding after disconnecting the hoses from the drain devices of the tanks, first from the grounding device, and then from the tank body.

3.5. It is necessary to open and close covers of hatches and wells of tanks smoothly, without impacts, in order to avoid sparking.

3.6. Employees who open the hatches of automobile tanks, wells and reservoirs or fill dispensing sleeves into them should be on the windward side to avoid inhalation of oil vapors.

3.7. The process of draining oil products into the gas station tank from a tank truck is carried out in the presence of the gas station operator and the tank truck driver.

If a leak of oil products is detected, the drain must be stopped immediately.

3.8. When refueling vehicles at gas stations, observe the following rules:

  • the distance between the car standing under the gas station and the one following it must be at least 3 m, and between subsequent cars in the queue - at least 1 m;
  • motorcycles, scooters and mopeds must be moved to and from fuel dispensers and mixers at a distance of at least 15 m manually with the engines turned off;
  • all refueling operations must be carried out in the presence of the driver and with the engine turned off. It is allowed to refuel vehicles with a running engine only at low temperatures, when starting a stopped engine can be difficult;
  • the surfaces of vehicles doused with oil products must be wiped dry before starting the engine. Oil products spilled on the ground must be covered with sand. The impregnated and used cleaning material is collected in metal boxes with closing lids and removed from the territory of the gas station to specially designated places;
  • it is not allowed to refuel cars (except cars) with passengers.

3.9. Refueling of vehicles with combustible or explosive goods should be carried out at a site specially equipped for this purpose, located at a distance of at least 25 m from the territory of the gas station.

3.10. Samples of petroleum products should be stored in a special metal cabinet outside the gas station operator building.

3.11. It is not allowed to drain oil products into tanks, measure the level, take samples of oil products and refuel vehicles at gas stations during a thunderstorm.

3.12. On the territory of the gas station is not allowed:

  • smoking and using open fire;
  • perform any work not related to the reception, storage and release of petroleum products;
  • store flammable liquids indoors;
  • wash hands, wash clothes and wipe floors with flammable liquids;
  • in the bottling areas to be present to unauthorized persons not associated with refueling or unloading of petroleum products;
  • refuel vehicles whose drivers are in a state of intoxication;
  • release gasoline into polyethylene canisters and glass containers;
  • use temporary electrical wiring, electric stoves, reflectors and other electrical appliances with open heating elements in the gas station premises.

4. Labor protection requirements in emergency situations

4.1. An emergency at a gas station should be considered:

  • gas station fire;
  • malfunction in electrical equipment;
  • leakage of oil products from the fuel dispenser, tank;
  • gas contamination (over 100 mg/m3) in the filling station building;
  • spillage and overflow when receiving oil products.

4.2. In all emergency situations, you should immediately turn off the general switch and stop refueling vehicles.

4.3. In the event of a fire, it is necessary to call the fire brigade, start extinguishing the fire with the available means, involving transport drivers to help, inform the tank farm dispatcher.

4.4. It is not allowed to repair electrical equipment. In the event of a malfunction of the electrical equipment, an electrician should be called.

4.5. Turn off the fuel dispenser when an oil product leak is detected from it, call specialists for repairs.

If an oil product leak is detected in the tank, call the emergency service, vacate the territory of the gas station from cars, inform the management of the organization, make an entry in the shift acceptance and delivery log.

4.6. In case of detection of gas contamination in the building of the gas station, it is necessary to ventilate the building with natural ventilation (open doors, windows), determine the source of increased gas contamination, inform the management of the organization, make an entry in the shift acceptance and delivery log.

4.7. In the event of a spill (overflow) of oil products, stop all technological operations, clear the territory of the gas station from vehicles, remove the spilled oil product, cover the spill with sand.

If it is impossible to eliminate the emergency on your own, inform the management of the organization and call the emergency service.

5. Labor protection requirements at the end of work

5.1. Take off your clothes and put them in the closet.

Protective clothing and special footwear should be stored separately from personal clothing.

5.2. Before washing, overalls should be aired in the open air for at least two hours.

Repair of overalls to be made only after its washing.

5.3. Do not leave the workplace unattended until the arrival of the next shift.

Hydrogen storage in residential areas 18.06.2021

German company HPS Home Power Solutions and Wohnwerke have developed a hydrogen-based energy storage system for residential applications.

The new system, called Picea, will be sold under the Neubauten brand and will first be tested in a model house in Asperglen-Rudersberg near Stuttgart, which should confirm the availability and reliability of the system.
