Safe Operation

1. General requirements for labor protection

1.1. The driver of a logging road train can be men at least 18 years old who have undergone a medical examination and are recognized as fit for this type of work, have been instructed, trained and tested on labor protection, fire safety, first aid and have a special certificate.

1.2. Only employees who have undergone special training and who have received, in accordance with the established procedure, a certificate for the right to drive a vehicle of this category, are allowed to drive and maintain a logging road train.

1.3. The assignment of the machine to certain employees must be issued by order (instruction) for the workshop or organization.

1.4. The driver must know and comply with the internal labor regulations of the organization.

1.5. After being hired, the driver must accept the car according to the act and perform only the work for which the car is intended and which is allowed by the administration. It is not allowed to perform work that is not part of the driver's duties, without instructions from the administration and additional instructions on labor protection.

1.6. Drivers must be trained in safe work practices and instructed in labor protection, repair and maintenance of the vehicle.

1.7. During work, the driver must use personal protective equipment (overalls, footwear, gloves, etc.) issued in accordance with industry standards.

1.8. When working with leaded gasoline, the driver must follow the "Instruction on safety measures for the storage, transportation and use of leaded gasoline".

1.9. On the territory of the motor transport workshop (in the yard, in the building, on the access roads), the following rules must be observed:

  • be attentive to the signals of drivers of moving vehicles;
  • walk on sidewalks, paths, bridges for pedestrians, keeping to the right side;
  • cross the conveyors only on the bridges;
  • Do not enter the fence without permission.

1.10. Not allowed:

  • touch electrical equipment, terminals and electrical wires, general lighting fittings and open the doors of electrical cabinets;
  • turn on and stop (except in emergency cases) machines, machine tools and mechanisms, the work on which is not entrusted by the administration of the workshop (organization);
  • work when repairing a car with a faulty tool or on faulty equipment.

1.11. Use tools and attachments only for their intended use.

1.12. Before carrying out maintenance or repair of a timber road train equipped with a hydraulic manipulator, the manipulator must be lowered to the ground or on a stand, and the pump drive must be turned off.

1.13. Drivers who use transport provided by the organization to travel to and from work must know and strictly follow the rules for transporting passengers. Travel to and from the place of work on transport not equipped for these purposes is prohibited.

2. Labor protection requirements before starting work

2.1. The driver must undergo a pre-trip medical examination at the health center of the organization. After inspection, the waybill is stamped "Accepted for flight".

The stamp is not put when identifying signs of temporary disability and with a positive test for alcohol in the exhaled air.

2.2. The driver must have a driving license, a technical passport coupon, a waybill (route) sheet.

2.3. Before leaving the garage (when receiving a road train from a shifter on the line), the driver must check the serviceability of the logging vehicle, dissolution, trailer, semi-trailer, and also blind them to their technical condition on the way.

On a timber road train equipped with a hydraulic manipulator, it is necessary to check the serviceability of the hydraulic manipulator.

2.4. Before leaving, the following are subject to inspection: brakes, steering, wheels and tires, engine and transmission, external lighting devices, cab, its guards and additional equipment.

It is not allowed to operate a timber road train if at least one of the conditions occurs under which, according to the Rules of the Road approved by the Ministry of Internal Affairs of Russia, the operation of vehicles is prohibited.

Before leaving the garage, all detected malfunctions must be eliminated by the driver and repair services.

2.5. Before leaving the line, the driver must receive a confirmation from the mechanic about the technical serviceability of the logging road train, which is recorded in the waybill. You will not be allowed to travel without this.

2.6. Filling the car with fuel should be done with the engine off.

2.7. Before starting the engine, the gear lever must be in the neutral position.

2.8. When starting the engine with the starting handle, the following requirements must be met:

  • put your palm on the handle of the starting handle, without separating your thumb from other fingers (not in the girth);
  • move the starting handles only from the bottom up in jerks;
  • Winding should only be carried out if the crankshaft ratchet is in good working order.

3. Labor protection requirements during work

3.1. The employee must perform only the work that is entrusted to him by his immediate supervisor.

3.2. Drivers must move logging road trains along logging roads, branches and mustaches in accordance with the requirements of the Rules of the Road and the Rules for the Technical Operation of Timber Roads.

3.3. Before starting the movement, the driver must make sure that others are safe, then give a signal with a light indicator for the direction of the corresponding direction, give a sound signal. You should start moving smoothly, without jerks, in the lowest gear.

3.4. When leaving the garage or from another territory onto the road, the driver must give way to vehicles moving along it and give way to pedestrians.

3.5. Before starting to move from a parking or stopping place before changing lanes and any other change in the direction of movement (turn, U-turn), you should give a signal with a light indicator for the direction of the corresponding direction and make sure that by its maneuver it will not interfere with movement.

3.6. The speed of movement on logging roads should be chosen taking into account road conditions, i.e. depending on the type of logging road, width and condition of the carriageway, visibility in the direction of travel, atmospheric conditions, terrain. The speed of movement also depends on the cargo being transported (whips, trees, assortments).

3.7. The driver must be especially careful when reversing from a standstill. In case of poor visibility or visibility, you should take the help of another worker. Reversing is not allowed at intersections and closer than 20 m from them, as well as at pedestrian crossings.

3.8. The driver must take action to slow down or come to a complete stop in front of any obstacle that he can foresee.

3.9. The maximum speed on the logging road is set by order of the head of the road; in some areas it is limited by the signs "Speed ​​limit". In all cases, the speed of movement should not be higher than the speed determined by the technical characteristics for a particular type of road train.

3.10. In populated areas, the movement of timber road trains is allowed at a speed of no more than 60 km / h. The driver is prohibited from exceeding the speed indicated on road signs, as well as on a special sign installed on a car according to the instructions of the State traffic inspectorate.

3.11. During the movement of a timber road train, the driver is not allowed to brake sharply, unless this is required to ensure traffic safety.

3.12. Depending on the speed of the vehicle, the driver must select a distance to avoid a collision if the vehicle in front brakes.

3.13. When a timber road train moves along ice crossings organized in accordance with labor protection rules, drivers must keep a distance between two moving road trains of at least 50 m for empty road trains and at least 100 m for loaded road trains.

3.14. The driver must drive the timber road train as close as possible to the right edge of the carriageway. Driving to the left outside the extreme right lane is allowed only for overtaking, bypassing, changing lanes, for turning left or turning around.

3.15. On sections of the road marked with road signs "Steep descent", where oncoming traffic is difficult, the driver of a logging road train moving downhill must give way to vehicles moving uphill.

Short steep ascents and descents should be overcome after the vehicle in front has finished driving on them.

3.16. Short climbs of varying steepness in winter must be overcome immediately in one of the highest gears with the maximum allowable speed (the driver must determine in which gear he can overcome the climb).

A steep, long climb must be overcome in one of the lower gears, which ensures movement without changing gear and stopping the car.

3.17. For steep long descents in winter, the following requirements must be observed:

  • close the blinds or the insulation valve;
  • drive the car in low gears with the front axle engaged, maintaining the average engine speed;
  • brake smoothly without disengaging the clutch;
  • The brakes of the logging trailer must be adjusted so that the release brakes before the vehicle.

3.18. In order to avoid slipping and slipping of the car in icy conditions or on a snowy road, the driver must use snow chains. If a skid begins on a slippery slope, you must immediately release the brake pedal and, turning the wheels in the direction of the skid, level the car.

3.19. Driving downhill with the clutch and gear disengaged is prohibited.

3.20. In order to avoid skidding and loss of control on steep descents, it is necessary to apply simultaneous braking of the engine and brakes.

3.21. When approaching a closed turn or pass, the driver must slow down, take the rightmost position and sound the horn.

3.22. Driving on ice is permitted under the following ratios between the mass of a timber road train and the thickness of the ice:

3.23. When driving on ice, only the driver should be in the cab; both doors must be open.

3.24. On the ice, you should move without sharp turns, braking, gear changes and even a short stop.

3.25. When a river is forced to wade, it is necessary to examine the channel, determine the depth and hardness of the soil. After checking the ford, you should install landmarks to indicate the direction of movement.

3.26. The permissible depth of the ford to be overcome, depending on the type of transport, should be no more than: GAZ-51A - 0,65 m; GAZ-63, GAZ-66, ZSHT-130 - 0,8 m; ZIL-133 - 0,85 m; MAZ-5434, KrAZ-255L, KrAZ-6437, MAZ-509A - 1 m.

3.27. Water lines should be overcome one by one, waiting for the car in front to pass the obstacle.

3.28. It is necessary to overcome the ford obliquely along the river in first gear at high engine speeds, without stopping or reducing speed.

3.29. After overcoming the water barrier, it is necessary to dry the brake pads and check the reliability of the brakes.

3.30. It is not allowed to transport people outside the cabin. It is allowed to transport in the cab of a forest vehicle persons indicated in the waybill or having a permit for this.

3.31. Arriving at the place of loading, the driver must check the correct installation of the machine in relation to the stack of whips, the serviceability of fastening the drawbar, the cross hitch, the locks of the racks, the bunk of the trailer and the machine, and give a signal to the crane operator.

On a timber road train equipped with a hydraulic manipulator, it is necessary to check the serviceability of the hydraulic manipulator,

3.32. During the loading of a timber road train, the driver must ensure that the load is placed correctly and not allow the road train to be overloaded.

During loading it is forbidden to be:

  • on the cab of the car;
  • on submersible rolling stock;
  • on a stack of whips;
  • in the area of ​​a working loader;
  • near the machine on the side opposite to loading, at a distance of less than 10 m.

3.33. It is forbidden to transport whips, trees, timber loaded above the racks.

3.34. Upon completion of the loading of the road train, the driver must check the serviceability of the coupling devices, compliance with the dimensions of the road train, the visibility of light signals and identification marks. After that, the submerged whips (trees) should be tied between the front and rear bunkies with one or two special lashing devices. Timber products (assortments) are linked by racks. It is allowed to link timber (assortments) with a lashing device between racks if they are transported on the territory of the lower warehouse.

The wagon should be lashed from the side opposite to unloading, carried out with the help of unloading and pulling devices, and from the side of the driver's workplace when unloading with cranes.

3.35. On logging roads, the maximum width of a logging road train is measured by the bunk, and the maximum height is measured by the size of the factory racks of the bunk of the car.

3.36. The driver must mark the whips and trees protruding beyond the dimensions of the road train with signal boards or flags measuring 400 × 400 mm with alternating red and white stripes 50 mm wide applied diagonally.

3.37. When driving with a load, the driver must observe its condition through the rear-view mirrors. If problems are found, stop and take corrective action.

3.38. When driving a road train on a slippery road, it is necessary to smoothly change the driving modes, avoiding large accelerations. At the same time, turning the steering wheel, accelerating the car and braking should be done smoothly.

3.39. On sections of the road with limited visibility, it is necessary to reduce speed to the minimum, give warning signals and drive with caution.

3.40. To avoid collisions when driving in fog, sound your horns and respond to the signals of other drivers.

3.41. When approaching a turn, the driver must be especially careful, since when moving from a straight line to a curve, the dissolution deviates from the trajectory of the car to the outside, as a result of which, when turning right, the ends of the whips (rear overhang) go to the left side and can block the carriageway . Therefore, when entering a curve, the driver must make sure that the hanging ends of the whips do not touch any obstacles or an oncoming vehicle.

If it is impossible to pass oncoming traffic, the driver must take the extreme right position before turning, stop and let the loaded road train pass. Appropriate warning signs and inscriptions should be installed in front of such places.

3.42. Before changing the direction of traffic or before stopping the logging road train, the driver is obliged to give a warning signal, and stop only on the side of the logging road.

3.43. Leaving the cab of the car on the carriageway, the driver must first make sure that there is no traffic in the same and opposite directions.

3.44. It is allowed to leave the car only after taking measures that exclude the possibility of its movement during the absence of the driver.

3.45. When stopping and parking at night or in fog, rain, snowfall, the car must turn on the side or parking lights.

3.46. The driver of a logging road train is prohibited from:

  • driving under the influence of alcohol or drugs;
  • travel on a flight in a sick condition or with such a degree of fatigue that may affect traffic safety;
  • when the car is parked, sleep and rest in the cab with the engine running;
  • transfer control of the car to persons for whom this car is not assigned, or to unauthorized persons;
  • ride closer than 60 m from the felling site;
  • to carry out maintenance and repair of the road train during the loading or unloading of timber;
  • heat the engine with an open flame (blowtorches, etc.);
  • use open fire when identifying and troubleshooting mechanisms;
  • smoking in the immediate vicinity of the engine power system and fuel tanks, as well as when wiping the engine with a rag soaked in gasoline;
  • pass under a raised pack of wood;
  • push logs, beds, whips and other objects from the carriageway with the wheels of the car;
  • use the car for personal purposes without the permission of the administration.

3.47. During the unloading of wood from a timber road train, first the locks of the front bunk racks, then the rear ones, should be opened. When using two or more complete road trains, the driver must move from the cab to the last dissolution, and not vice versa.

3.48. The driver must:

  • in case of violations of the Rules of the Road or this instruction by another driver, warn the violator and take the necessary measures to ensure safety;
  • provide, if necessary, technical and other assistance to other drivers;
  • stop immediately at the signal of police officers, inspectors of the State traffic inspectorate and provide them with a driver's license, a waybill, registration documents for a car and documents for transported timber for verification;
  • stop and provide a car:
  • medical workers traveling in the same direction to provide medical care;
  • regardless of the direction of movement for doctors and paramedical personnel to travel to the patient in cases that threaten his life, or to transport such a patient to the nearest medical institution;
  • police officers to perform urgent official tasks;
  • police officers, traffic inspectors, freelance employees of the State traffic inspectorate for delivery to the nearest medical institution of persons in need of urgent medical care;
  • employees of the state forest guard to travel in the same direction to the places of forest fires or to return from such places.

3.49. On a timber road train equipped with a hydraulic manipulator, when the hydraulic manipulator is in operation, it is prohibited:

  • be in the danger zone within a radius of 25 m from the axis of rotation of the manipulator;
  • carry out any repair work, as well as adjustment of individual assembly units;
  • turn the boom when the working body is buried in the trees, whips, timber;
  • carry out long journeys without transferring the working bodies of the manipulator to the transport position;
  • be at the working place of control of the hydraulic manipulator without a fastened safety belt, if it is provided;
  • during breaks, leave the boom of the manipulator in the raised position;
  • transfer control to another person;
  • load wood at wind speeds over 8,5 m/s.

After unloading with a manipulator or other lifting equipment, the manipulator should be placed in the transport position.

4. Labor protection requirements in emergency situations

4.1. If the gauges indicate insufficient oil pressure in the engine or high coolant temperature, you must immediately stop the machine and turn off the engine. After the engine has cooled down, measure the oil level, inspect the oil pipeline system and eliminate the identified defects.

Open the radiator cap to check the coolant level with extreme caution, avoiding burns. First, loosen it by releasing steam, and then remove the cap on the neck. In this case, you need to work only in mittens.

If it is necessary to eliminate a malfunction that has arisen during operation and maintenance, turn off the machine engine.

4.2. In the event of a forced stop of a logging road train on the road (due to a malfunction), it is necessary to put an emergency stop sign behind the road train and take measures to eliminate the malfunction. In necessary cases, you should resort to the help of other drivers, and if the malfunction could not be eliminated, follow the safety measures to the garage. In cases where the brakes do not work, steering parts are damaged, fuel is leaking from the power supply system, the cardan shaft is damaged, the towing device is faulty, as well as in the event that the road train has run off the track or into a ditch and it is impossible to drive out on its own, the driver must inform the mechanic or work manager.

4.3. The driver is obliged to comply with the decisions of the mechanic (head of work) on unloading the road train for its further towing or on towing in a laden state for a short distance before the road train enters the logging road.

4.4. It is forbidden to use a loaded timber road train as a tug, as well as to tow a faulty loaded road train.

It is forbidden to use the hydraulic manipulator on a timber road train equipped with a hydraulic manipulator as a towing device or for other purposes, except for its intended purpose.

4.5. It is not allowed to hitch and stay between coupled vehicles until they come to a complete stop.

4.6. In the event of a traffic accident, the driver involved in it must:

  • stop immediately and do not move the logging road train, as well as other items related to the incident;
  • if the movement of other vehicles is not possible, clear the carriageway, having previously fixed the position of the logging truck and the objects and traces related to the traffic accident;
  • if necessary, provide first aid to the injured;
  • report the incident to the police and the organization, write down the names and addresses of eyewitnesses of the incident and wait for the arrival of the commission for the investigation of traffic accidents, employees of the State traffic inspectorate and investigating authorities.

4.7. Each worker must be able to provide first aid. Assistance must be provided immediately at the scene of the incident. The first step is to eliminate the source of injury (turn off the engine, stop the mechanism, remove the victim from under the whip, etc.).

The provision of assistance should begin with the most significant that threatens the health or life of a person: in case of severe bleeding, apply a tourniquet, and then bandage the wound; if a closed fracture is suspected, apply a splint; with open fractures, you should first bandage the wound, and then apply a splint; for burns, apply a dry bandage; in case of frostbite, gently rub the affected area using soft or fluffy tissues.

If spinal injuries are suspected, the victim can only be transported in the supine position on a rigid base.

After providing first aid, the victim should be sent to the nearest medical facility.

5. Labor protection requirements at the end of work

5.1. Upon returning from the line, check the logging truck. If necessary, draw up an application for current repairs with a list of faults to be eliminated. When preparing a road train sent for maintenance or repair, wash it and clean it of dirt and ice.

5.2. If the road train is technically sound, carry out daily maintenance, put the prepared road train into the parking lot.

5.3. When storing without a garage without steam heating in winter, drain the water from the radiator and engine, tighten the parking brake lever.

5.4. It is necessary to notify your immediate supervisor about the shortcomings in the field of labor protection.
