General safety requirements

1. Before being allowed to work independently, workers who have undergone appropriate training and have professional skills to work as roofers must undergo:

  • mandatory preliminary (when applying for a job) and periodic (during employment) medical examinations (examinations) for recognition as fit for work in the manner established by the Ministry of Health of Russia;
  • training in safe methods and techniques for performing work, briefing on labor protection, internships at the workplace and testing knowledge of labor protection requirements.

2. Roofers are required to comply with occupational safety requirements to ensure protection from the effects of hazardous and harmful production factors associated with the nature of the work:

  • location of the workplace near a height difference of 1 m or more;
  • sharp edges, burrs and roughness on the surfaces of equipment, materials;
  • increased voltage in the electrical circuit, the closure of which can pass through the human body.

3. To protect against harmful and mechanical influences, roofers are required to use the following free of charge provided by employers: cotton overalls, combined mittens, felted galoshes, suits with insulating lining and felt boots for the winter period.

Roofers must wear safety helmets while on a construction site. In addition, the following should be used as standbys:

  • safety belt - when working at height;
  • Safety glasses - when sharpening tools, preparing and cleaning the surface of roofing steel sheets;
  • anti-noise liners - in the manufacture of links of gutters, caps.

4. While on the territory of a construction (production) site, in production and service premises, work areas and workplaces, roofers are required to comply with the internal labor regulations adopted in this organization.

Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited.

5. In the course of their daily activities, roofers should:

  • use in the process of work means of small-scale mechanization, for their intended purpose, in accordance with the instructions of manufacturers;
  • maintain order at workplaces, clean them of debris, snow, ice, prevent violations of the rules for storing materials and structures;
  • be careful during work and avoid violations of labor safety requirements.

6. Roofers are obliged to immediately notify their immediate or superior work manager about any situation that threatens the life and health of people, about every accident that occurs at work, or about a deterioration in their health, including the appearance of an acute occupational disease (poisoning).

Safety requirements before starting work

7. Before starting work, roofers must:

a) present a certificate to the work manager about testing knowledge of safe work methods;

b) put on a helmet, overalls, special footwear of the established sample;

c) receive a task to perform work from a foreman or work manager and undergo instruction at the workplace, taking into account the specifics of the work performed.

8. After receiving the task from the foreman or work manager, roofers are obliged to:

a) prepare the necessary personal protective equipment (safety belt - when working at height; safety glasses - when sharpening tools, preparing and cleaning the surface of roofing steel sheets; anti-noise liners - when making links for gutters, caps);

b) check the workplace and approaches to it for compliance with safety requirements;

c) select the tools, equipment and technological equipment necessary for the performance of work, check their serviceability and compliance with safety requirements;

d) when working on the roof, check the integrity of the sheathing and rafters, as well as the presence of a fencing of the danger zone near the building in the areas where roofing work is carried out.

9. Roofers should not begin work if the following safety requirements are violated:

a) the absence on a roof with a slope of more than 20° of portable stepladders or ladders with transverse slats to support the legs or fences along the edge of the ceiling;

b) the presence of the applied protective equipment, equipment and means of mechanization of faults specified in the manufacturers' operating instructions, in which their use is not permitted;

c) insufficient illumination of the workplace;

d) violation of the integrity of the crate and rafters.

Detected violations of safety requirements must be eliminated on their own before work begins, and if it is impossible to do this, roofers are required to report them to the foreman or work manager.

Safety requirements during work

10. Roofers are required to prepare and adjust pictures, gutters, drainpipes and small parts in workshops on special workbenches, firmly and securely fixed to the floor. Harvesting directly on the roof is not allowed.

11. When performing procurement work, roofers are required to:

a) when cutting roofing steel with a chisel, direct the cut part of the part in such a way that the fragments cannot cause damage to workers nearby;

b) fix the workpiece in a vice that is fixed to the workbench;

c) when removing dust, rust, and metal shavings from the workbench, use special brushes;

d) cutting of roofing steel is carried out with special scissors with manual or mechanical drive, keeping your hands no closer than 10 cm from the scissor blade;

e) support short strips of metal or small parts with hand scissors using pliers.

12. Roofers are required to store materials and workpieces in specially designated areas, subject to the following safety measures:

a) roofing steel and paintings - flat stacks up to 1,5 m high;

b) tin packed in boxes - in a stack up to 1 m high, and packed in rolls - in a vertical position "on the end";

c) drainpipes with a diameter of up to 300 mm - in a stack up to 3 m high on pads and gaskets with end stops.

13. Roofers are required to access the roof in places specially designed for this purpose, equipped with stairs, gangways with guardrails, freight-passenger elevators, etc.

Lifting and lowering people on cradles without the help of winches, as well as lifting and working on rope loops and rollers are not allowed.

14. When performing work on a roof with a slope of more than 20, roofers are required to use safety belts with fastenings in places indicated by the foreman or work manager.

15. When submitting materials to the roof, roofers must:

a) lift roofing materials onto the roof using cranes in special containers or tightly tied bags;

b) place packages on the roof in places indicated by the work manager, on specially constructed floorings, taking measures to prevent them from sliding down the slope or being blown away by the wind;

c) during a break in work, secure or remove tools or materials from the roof.

16. Roofers are required to install caps and umbrellas on the heads of chimneys and ventilation pipes, as well as lining dormers from a scaffold.

It is forbidden to use ladders for this purpose.

Hangment of drainpipes, etc. should be carried out from the bottom up from suspended scaffolds, scaffolding or cradles.

17. Roofers are required to use individual bags or portable hand boxes to carry and store tools and small parts. When carrying or transporting a tool, its cutting and sharp parts must be protected with covers.

Safety requirements in emergency situations

18. If weather conditions change (snowfall, fog or rain) that impair visibility within the work area, as well as wind increases to a speed of 15 m/s or more, roofers are required to stop work and inform the foreman or work manager about this.

19. If there is a malfunction of scaffolds, cradles or power tools, as well as a violation of the integrity of the sheathing or rafters, roofers must stop work and report this to the foreman or work manager.

Safety requirements at the end of work

20. At the end of the work, roofers must:

a) tidy up the workplace and remove construction debris, tools and other foreign objects from the roof;

b) lower the cradles down and remove the handles from the winches;

c) disconnect power tools and mechanisms used in work from the electrical network;

d) clean hand tools, devices, work clothes, safety shoes and personal protective equipment and put them in the designated storage place;

e) report any problems noticed during work to the foreman or work manager.
