Safe Operation

1. Introduction

This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts containing state labor protection requirements specified in the "General safety requirements" section of this document, intersectoral rules for labor protection during loading and unloading operations and placement of goods and is intended for construction workers professions that carry out loading and unloading operations and warehousing of goods in a mechanized way and manually according to their profession and qualifications.

General safety requirements

1. Employees who do not have contraindications for the work performed by age and gender, before being admitted to independent work, must undergo:

  • mandatory preliminary (when applying for a job) and periodic (during employment) medical examinations (examinations) for recognition as fit for work in the manner established by the Ministry of Health of Russia;
  • training in safe methods and techniques for performing work, briefing on labor protection, and testing knowledge of labor protection requirements.

2. Employees performing loading and unloading operations and warehousing of goods are required to comply with labor safety requirements in order to ensure protection from the impact of hazardous and harmful production factors related to the nature of the work:

  • moving products;
  • sharp edges, corners, protruding pins;
  • increased dust content and gas contamination of the working area;
  • collapsing stored goods;
  • physical overload.

3. To protect against general industrial pollution and mechanical impacts, employees are required to use work clothes provided by employers free of charge, safety shoes issued according to the norms depending on the profession or type of work performed.

Workers must wear protective helmets when on site. Respirators and goggles should be used to protect the respiratory system and eyes or dust.

4. Being on the territory of the construction (production) site, in production and amenity premises, work sites and workplaces, employees are obliged to comply with the internal regulations adopted in this organization.

Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited.

5. In the course of daily activities, employees must:

  • apply protective equipment, tools and equipment for their intended purpose, in accordance with the instructions of manufacturers;
  • maintain order in the workplace, do not violate the rules for performing work at height;
  • be careful during work and avoid violations of labor safety requirements.

6. Employees are obliged to immediately notify their immediate or higher supervisor of any situation that threatens the life and health of people, about each accident that occurred at work, or about the deterioration of their health, including the appearance of an acute occupational disease (poisoning).

Safety requirements before starting work

7. Before starting work, employees must:

a) put on overalls, special footwear and a helmet of the established sample;

b) present to the work manager a certificate of verification of knowledge of safe work methods and receive a task, taking into account labor safety, based on the specifics of the work performed.

8. After receiving the task from the foreman or manager, the employees must:

a) select technological equipment, tools necessary for the performance of work, and check their compliance with safety requirements;

b) check the absence of interference in the work area;

c) check the compliance of the loading and unloading and storage site with safety requirements.

9. Employees should not start work in case of the following violations of safety requirements:

a) lack of necessary means of mechanization;

b) malfunctions of equipment and tools specified in the instructions of manufacturers in which their use is not allowed;

c) a significant slope of the site or clutter of the work area;

d) insufficient illumination of workplaces and approaches to them;

e) the presence of interference (protruding objects, bare wires, a working crane) in the work area

Detected violations of labor safety requirements must be eliminated on their own, and if it is impossible to do this, employees must immediately report them to the foreman or work manager.

Safety requirements during work

10. Loading and unloading operations must be carried out on specially designated planned sites with a slope of not more than 1:10. Their dimensions and coverage must be in accordance with the project for the production of works.

11. Loading and unloading operations should be carried out, as a rule, mechanized using lifting and transport equipment.

Slinging work during loading and unloading of goods, as well as their storage, must be carried out by specially trained workers who have a slinger's certificate in accordance with the requirements set forth in TI RO 060.

12. Carrying out manual loading and unloading operations is allowed with a small amount of them with the implementation of the established maximum permissible norms for carrying weights manually: men - 50 kg; boys from 16 to 18 years old - 16 kg; women during the shift no more than 7 kg, when alternating with other work - no more than 10 kg.

For men, it is allowed to carry loads weighing more than 50 kg but not more than 80 kg, provided that the lifting (removal) of the load is carried out with the help of other workers.

13. For manual movement of bulk and bulk cargoes, special carts or wheelbarrows should be used. The force applied to move them should not exceed 15 kg.

Carrying loads in a stretcher is allowed in exceptional cases along a horizontal path at a distance of not more than 50 m.

14. When manually moving logs, beams, rails and other long materials, special grippers should be used, while the weight per worker should not exceed 40 kg.

It is allowed to carry timber on the shoulders of the same name (right or left). Raise and lower the load at the command of the worker behind. When carrying cargo, workers must keep pace.

15. Rolling logs to the place of loading or stacking should be done with wagons or crowbars; pushing the log with your hands is prohibited.

16. For the transition of workers with cargo from the platform of the vehicle to the place of unloading and back, walkways, ladders, gangways should be used, which are made of boards with a thickness of at least 50 mm and fastened with planks at intervals of at least 50 mm.

17. Storage of materials should be carried out outside the prism of soil collapse of loose excavations (pits, trenches), and their placement within the prism of soil collapse near recesses with fastening is allowed subject to a preliminary check of the stability of the fixed slope according to the fastening passport or calculation taking into account the dynamic load.

18. Materials (structures) should be placed on leveled areas, taking measures against spontaneous displacement, subsidence, shedding and rolling of stored materials.

The materials are laid on a leveled surface and strong pads, and stacked on pads. Linings and gaskets in a stack should be placed in the same vertical direction.

It is forbidden to store materials, products on bulk unconsolidated soils.

19. Materials, products, structures and equipment when stored at the construction site and workplaces must be stacked as follows:

  • bricks in bags on pallets - no more than two tiers, in containers - one tier, without containers - no more than 1,7 m high;
  • foundation blocks and blocks of basement walls - in a stack with a height of not more than 2,6 m on linings and with gaskets;
  • wall panels - into cassettes or pyramids (partition panels - into cassettes vertically);
  • wall blocks - in a stack in two tiers on linings and with gaskets;
  • floor slabs - in a stack with a height of no more than 2,5 m on linings and with gaskets;
  • crossbars and columns - in a stack up to 2 m high on linings and with gaskets;
  • round timber - in a stack no more than 1,5 m high with spacers between the rows and the installation of stops against rolling, the width of the stack less than its height is not allowed;
  • lumber - in a stack, the height of which, when stacked in rows, is not more than half the width of the stack, and when stacked in cages, not more than the width of the stack;
  • low-grade metal - in a rack with a height of not more than 1,5 m;
  • sanitary and ventilation units - in a stack with a height of no more than 2 m on linings and with gaskets;
  • large-sized and heavy equipment and its parts - in one tier on linings;
  • glass in boxes and rolled materials - vertically in 1 row on lining;
  • ferrous rolled metals (sheet steel, channels, I-beams, section steel) - in a stack up to 1,5 m high on linings and with gaskets;
  • pipes with a diameter of up to 300 mm - in a stack up to 3 m high on linings and with gaskets with end stops;
  • pipes with a diameter of more than 300 mm - in a stack up to 3 m high in a saddle without gaskets with end stops.

Storage of other materials, structures and products should be carried out in accordance with the requirements of standards and specifications for them.

20. Between stacks (racks) in warehouses, passages with a width of at least 1 m and driveways should be provided, the width of which depends on the dimensions of vehicles and handling mechanisms serving the warehouse.

It is not allowed to lean (support) materials and products against fences, trees and elements of temporary and permanent structures.

Safety requirements in emergency situations

21. If malfunctions of the crane, load gripping devices or containers are detected, the employee performing the duties of the slinger must give the command to the crane operator to "Lower the load", suspend the crane, warn all workers and notify the person responsible for the safe performance of work with cranes.

22. Upon detection of an unstable location of goods on vehicles or a place of storage, employees must notify the work manager or foreman about this.

Safety requirements at the end of work

23. Upon completion of work, employees must:

a) put in the place allotted for storage all load-handling devices and other devices used in the performance of work;

b) clean and tidy the workplace;

c) inform the work manager or foreman about all the problems that have arisen during work.

However, it remains unclear how consciously dogs take on a touching look, i.e. whether they are trying to manipulate us, but in any case, it became clear that facial expressions, so to speak, are not a by-product of happiness or excitement. It appears that man's best friend is indeed sensitive to human attention, and the well-known irresistible "puppy eyes" are often the result.
