1. General provisions

1.1. The instructions apply to all departments of the enterprise.

1.2. The instruction was developed on the basis of DNAOP 0.00-8.03-93 "Procedure for the development and approval by the owner of labor protection regulations in force at the enterprise", DNAOP 0.00-4.15-98 "Regulations on the development of labor protection instructions", DNAOP 0.00-4.12-99 " Standard regulation on training on labor protection", DNAOP 0.00-1.28-97 "Rules for labor protection in road transport", NAPB A.01.001-95 "Fire safety rules in Ukraine".

1.3. According to this instruction, the driver of an internal transport vehicle (hereinafter referred to as the driver) is instructed before starting work (initial briefing), and then every 3 months (repeated briefing).

The results of the briefing are recorded in the "Journal of registration of briefings on labor protection issues". In the magazine, after passing the briefing, there must be the signatures of the instructor and the driver.

1.4. The owner must insure the driver against accidents and occupational diseases.

In case of damage to the health of the driver through the fault of the owner, he (the driver) has the right to compensation for the harm caused to him.

1.5. Persons not younger than 18 years of age who have passed a medical examination, training (courses) and have a certificate issued by the State Traffic Inspectorate for the right to drive a car of this category are allowed to drive cars.

1.6. Drivers are allowed to perform work only after passing the introductory briefing, briefing at the workplace and briefing on fire safety issues. Newly hired drivers must undergo an internship for 6-10 shifts to master the methods of work, followed by a knowledge test.

1.7. Drivers must know and comply with all the requirements of the "Rules of the Road".

1.8. The driver is prohibited:

  • drive a car in a sick state, with overwork, alcohol or drug intoxication or with residual effects of intoxication (such drivers are not allowed to continue working);
  • drink alcoholic beverages on the flight, in places of rest and work on the track;
  • transfer control of the car to other persons without the permission of the administration, use the car for personal purposes;
  • rest and sleep in the cab with the engine running, use it to heat the cab during long periods of parking;
  • troubleshoot under a raised dump truck body if there are no thrust devices under the body.

1.9. Smoking is allowed only in specially designated areas.

1.10. When assigned to work, the driver must receive from the administration of the enterprise an instruction on labor protection, an instruction manual for the vehicle, a technical passport and overalls.

1.11. In the process of work, the driver of a car may be affected by the following harmful and dangerous production factors:

  • moving machines and mechanisms;
  • transported and stored goods;
  • increased dust content in the air of the working area;
  • increased or decreased air temperature of the working area;
  • increased content of leaded gasoline vapors;
  • moving parts of mechanisms, electrical wires and current-carrying parts of the vehicle's electrical equipment.

1.12. The driver must:

  • to be attentive and accurate during the performance of work, not to be distracted by extraneous matters and conversations and not to distract others;
  • do not touch the moving parts of mechanisms, as well as electrical wires and current-carrying parts of electrical equipment;
  • when passing and driving through the territory of the enterprise, use only the established passages and driveways;
  • do not stand or pass under a lifted load.

1.13. When leaving the line, the driver must have with him:

  • certificate for the right to drive a vehicle of this category;
  • vehicle registration documents;
  • itinerary or itinerary.

1.14. Drivers, depending on the climatic conditions of work, must be provided with personal protective equipment: a cotton suit, combined gloves. In winter, in addition: a jacket with an insulating lining, trousers with an insulating lining.

1.15. Drivers must know and follow the rules of personal hygiene.

1.16. Drivers must be able to provide first aid to the injured in an accident.

1.17. The driver is responsible for compliance with labor protection rules by all persons on the vehicle, and is obliged to require compliance with these rules from all persons associated with the operation and maintenance of the vehicle.

1.18. For drinking, you should use water from saturators, equipped fountains or drinking tanks.

1.19. Eating should be in equipped rooms (dining room, canteen, dining room).

1.20. Drivers who do not comply with the requirements of the instructions for labor protection and traffic rules are subject to disciplinary, financial, administrative and criminal liability in accordance with applicable law.

2. Safety requirements before starting work

2.1. Before leaving for a trip, check: the technical condition of the car and the trailer (trailer truck), pay special attention to the correct operation of the brakes, steering, lighting, sound signal, wiper, the condition and degree of serviceability of the batteries, the serviceability of the side locks of the body, the trailer coupling mechanism, the presence of a safety cable, no leakage of air, brake fluid, fuel, water and oil.

On an unchecked and faulty car or trailer (trolley) and without a license plate, it is prohibited to enter the line.

2.2. Refuel the car with fuel when the engine is not running. Refueling of vehicles with leaded gasoline should be carried out from a gas station with a hose equipped with a dispensing gun. It is forbidden to refuel vehicles with leaded gasoline using buckets, watering cans, etc., as well as dispense leaded gasoline into containers (canisters). The tanker and the driver must be on the windward side of the vehicle when refueling.

2.3. Before starting the engine, make sure that the car is braked with the parking brake and the gear lever is in neutral.

2.4. The speed of vehicles on the territory of the enterprise should not exceed 10 km / h, and in the premises - 5 km / h.

2.5. To inspect the car at night, you should use a portable electric lamp with a voltage not exceeding 12 V with a safety net or an electric lamp with autonomous power supply.

2.6. When checking the technical condition of the car, it is also necessary to check the range and serviceability of the tools and devices issued to the driver.

3. Safety requirements during work

3.1. Do not allow people who do not have the right to repair the car and start the engine with the handle (loaders, agents, passengers, etc.).

3.2. When starting the engine with the handle, do not encircle the starting handle with your thumb.

3.3. Do not allow loaders or passengers to get off and sit down while the car is moving, drive on the steps and wings of the car or stand in the back.

3.4. When laying and linking cargo in the body, you should leave a place for the transportation of loaders.

3.5. It is forbidden to transport people in the back of a tractor trailer and trailer.

3.6. At any stop, the car must be put on the handbrake.

3.7. Do not load the car, trailers and carts in excess of the established dimensions and load capacity. It is forbidden to transport more than two carts by tractors.

3.8. When loading and unloading the machine with hoisting mechanisms, do not stay in the cab of the car and do not perform its maintenance.

3.9. Give a sound signal:

  • at the entrance and exit from the gates of the enterprise, warehouse;
  • at the beginning of the movement from a place, if there are people in the body or near the car;
  • when reversing;
  • in places of limited visibility;
  • about all cases of possible danger of a collision or collision.

3.10. Use only designated driveways and crossings. It is forbidden to cross the railway tracks in unspecified places. It is also forbidden to park the car on the railway tracks or drive on them.

3.11. When approaching a crossing, slow down and cross it at a speed of no more than 5 km/h, after making sure that it is completely safe for traffic.

3.12. Do not open or close the gate with the car's bumper.

4. Safety requirements for car repair and maintenance

4.1. When repairing and servicing a car, the driver is prohibited from performing the following work without the special permission of the master:

  • metal processing on a drilling machine, pneumatic hand tools, hand power tools;
  • sharpening tools on emery sharpeners;
  • with the use of lifting machines;
  • gas and electric welding works.

To perform the above works, special training and instructions on safety measures are required in the scope of special instructions for these works.

4.2. Before starting work on the repair and maintenance of the car, put your work clothes in order. Work in light shoes (slippers, sandals) is prohibited.

4.3. Check the availability and serviceability of hand tools, devices and personal protective equipment.

4.4. When using a portable electric lamp, check whether there is a protective grid on the lamp, whether the cord and the insulating rubber tube are in good condition. The voltage of portable electric lamps is allowed no higher than 12 V.

4.5. If electric welding work is carried out near the workplace, then it is necessary to install a shield (screen) to protect the eyes and face from the light effect of the electric arc.

4.6. When installing the car on a repair pit, all gas tanks must be covered with fireproof covers.

4.7. Draining of oil and water from vehicle units should be carried out only in a special container. Accidentally falling on the floor, oil and grease should be covered with sawdust or dry sand and removed to a specially designated place.

4.8. Do not work under a vehicle that is on an incline. In case of emergency, take all measures to ensure the safety of work: brake the car and shift to a lower gear, put reliable pads under the wheel, remove the key from the ignition lock, and close the cab.

4.9. When removing and installing units (rear and front axles, springs, when removing wheels, etc.), install special metal goats under the car frame.

4.10. When lifting and placing the vehicle on the jack, place it only on firm ground. If it is necessary to install the jack on loose and viscous soil, thick wide boards should be placed under the jack to ensure a stable position of the jack, wedges should be placed under the wheels of the car.

4.11. Do not work and do not stay under the car if the latter is on a jack without special safety stands.

4.12. When working under the vehicle, it should be placed between the wheels along the vehicle.

4.13. When working lying under the vehicle, use sunbeds, mats or slatted carts and wear protective goggles.

4.14. Collect the used cleaning material in metal boxes with lids specially installed for this purpose.

4.15. Inflate tires with compressed air only in a special fence (cage), while making sure that the locking ring is completely in the lock groove of the disk.

4.16. For lifting, removing, installing and transporting heavy (weighing more than 16 kg) units, components and parts of the vehicle, use serviceable lifting and transport mechanisms with auxiliary load-handling devices.

4.17. Before starting work on repairing a car installed on a viewing hole:

  • check the correct installation of the wheels in relation to the guides;
  • put the car on the brakes and put spacer wedges under the wheels;
  • make sure that there is free access to the pit, the serviceability of the stairs and the floor grate in the pit.

4.18. While in the inspection hole, inspect and repair the car with goggles.

4.19. Replace the springs only after unloading them and installing the goat under the vehicle frame. Check the coincidence of the hole of the eye of the spring and the earring with the help of a beard or mandrel.

4.20. Do not let people in and do not stay under the raised body of the dump truck without installing special stands that protect the body from lowering. It is forbidden to use random objects (crowbars, pieces of metal, etc.) instead of special stands.

4.21. When working at a workbench, make sure that its surface is smooth, upholstered with sheet steel, and does not have burrs.

When cutting, chasing and similar work, wear protective goggles.

To protect people around from flying metal particles, safety nets or shields with a height of at least 1 m must be placed on the workbench.

4.22. Brush away dust and shavings from the workbench and equipment. Do not blow off dust and chips with compressed air or remove chips with your bare hand.

4.23. To avoid air pollution, do not allow prolonged (more than 5 minutes) operation of the engine in a closed, unventilated room.

4.24. When repairing and servicing an engine running on leaded gasoline, follow the labor protection instructions for those working with leaded gasoline.

5. Safety requirements after finishing work

5.1. Hand over the car to the mechanic on duty and then put it in the parking lot.

5.2. Report any shortcomings noticed during work to the mechanic of the garage or to the dispatcher.

5.3. At the end of maintenance or repair, put the workplace, tools and fixtures in order.

5.4. After finishing all work, wash hands and face with warm water and soap. Take a shower if possible.

6. Safety requirements in emergency situations

6.1. In the event of a malfunction of the vehicle (failure of brakes, steering, battery, etc., extraneous noise), immediately stop work and notify the person responsible for the safe performance of work, or a mechanic.

6.2. In the event of a fire on the machine, immediately stop it, turn off the engine, shut off the gas tank and disconnect the battery. Extinguish the fire with a fire extinguisher, sand, earth.

6.3. In the event of an accident, the victim or an eyewitness is obliged to notify the person responsible for the safe performance of work, or a mechanic, and organize the provision of first aid to the victim and send him to the first-aid post.

6.4. Providing first aid.

6.4.1. First aid for electric shock.

In case of electric shock, it is necessary to immediately release the victim from the action of electric current by disconnecting the electrical installation from the power source, and if it is impossible to disconnect it, pull it away from the conductive parts by clothing or using insulating material at hand.

If the victim has no breathing and pulse, artificial respiration and indirect (external) heart massage should be done, paying attention to the pupils. Dilated pupils indicate a sharp deterioration in the blood circulation of the brain. In such a state, it is necessary to immediately begin to revive the victim and call an ambulance.

6.4.2. First aid for injury.

To provide first aid in case of injury, it is necessary to open an individual package, apply a sterile dressing material, which is placed in it, to the wound and tie it with a bandage.

If somehow the individual package was not found, then a clean handkerchief, a clean linen rag, etc. must be used for dressing. On a rag that is applied directly to the wound, it is advisable to drip a few drops of tincture of iodine to get a stain larger than the wound, and then apply the rag to the wound. It is especially important to apply the tincture of iodine in this way to contaminated wounds.

6.4.3. First aid for fractures, dislocations, shocks.

In case of fractures and dislocations of the limbs, it is necessary to strengthen the damaged limb with a splint, plywood plate, stick, cardboard or other similar object. The injured arm can also be hung with a bandage or handkerchief from the neck and bandaged to the torso.

In case of a skull fracture (unconsciousness after a blow to the head, bleeding from the ears or mouth), it is necessary to apply a cold object to the head (a heating pad with ice, snow or cold water) or make a cold lotion.

If a fracture of the spine is suspected, it is necessary to put the victim on the board, without lifting him, turn the victim on his stomach face down, while observing that the body does not bend, in order to avoid damage to the spinal cord.

In case of a fracture of the ribs, a sign of which is pain during breathing, coughing, sneezing, movements, it is necessary to tightly bandage the chest or pull it off with a towel during exhalation.

6.4.4. First aid for thermal burns.

In case of burns with fire, steam, hot objects, in no case should you open the formed blisters and bandage the burns with a bandage.

For first-degree burns (redness), the burned area is treated with cotton wool soaked in ethyl alcohol.

For second-degree burns (blisters), the burned area is treated with alcohol or a 3% manganese solution.

For third-degree burns (destruction of the skin tissue), the wound is covered with a sterile dressing and a doctor is called.

6.4.5. First aid for burns with acids and alkalis.

If acid or alkali gets on the skin, the damaged areas must be thoroughly rinsed with water for 15-20 minutes, after which the acid-damaged surface should be washed with a 5% solution of baking soda, and the burned with alkali - with a 3% solution of boric acid or a solution of acetic acid .

In case of contact with the mucous membrane of the eyes of acid or alkali, it is necessary to rinse the eyes thoroughly with a stream of water for 15-20 minutes, wash them with a 2% solution of baking soda, and burnt alkali with a 3% solution of boric acid or a 3% solution of acetic acid. acids.

In case of burns of the oral cavity with alkali, it is necessary to rinse with a 3% solution of acetic acid or a 3% solution of boric acid, for acid burns - with a 5% solution of baking soda.

If acid enters the respiratory tract, it is necessary to breathe with a 10% solution of baking soda sprayed with a spray bottle, if alkali enters, a sprayed 3% solution of acetic acid.

6.4.6. First aid for bleeding.

In order to stop bleeding, you must:

  • raise the injured limb up;
  • close the bleeding wound with a dressing (from a bag) folded into a ball, press it from above, without touching the wound itself, hold for 4-5 minutes. If the bleeding stops without removing the applied material, put another pad from another bag or a piece of cotton on top of it and bandage the wounded area (with some pressure);
  • in case of severe bleeding that cannot be stopped with a bandage, compression of the blood vessels that feed the wounded area is applied by bending the limb at the joints, as well as with fingers, a tourniquet or a clamp. In case of heavy bleeding, you should immediately call a doctor.

6.5. If a fire occurs, start extinguishing with the available fire extinguishing equipment. If necessary, call the fire department.

6.6. Follow all instructions of the head of work to eliminate the emergency.
