At present, despite the reduction in employment of the population, the liquidation and reorganization of a number of hazardous and heavy industries, the situation with the realization of the right of citizens to safe working conditions remains unsatisfactory. The level of injuries and occupational diseases at enterprises and organizations of all forms of ownership continues to be high. The change in the labor protection management system, the reduction of its financing, the unsatisfactory material and technical support for labor safety, the incompetence of many managers and officials in matters of labor protection have led today to the fact that tens and hundreds of workers are dying in production.

Among employers, facts of hiding accidents from accounting are common. The bodies of the Federal Labor Inspectorate do not respond actively enough to facts of violations of labor protection legislation. Prosecutorial oversight is also insufficient.

Measures of criminal liability are not always applied to the perpetrators. There is no interaction with authorities and administration, public and human rights organizations, the media to collect, analyze and verify information about violations of labor protection legislation.

In accordance with the current legislation, state labor inspectors, when exercising state supervision and control over compliance with labor legislation and other regulatory legal acts containing labor law norms, have the right to send requests to the courts for the liquidation of organizations or the termination of the activities of their structural divisions due to violation of labor protection requirements. This requires the presence of the conclusion of the state examination of working conditions. In such cases, the decision to liquidate the organization or terminate the activities of its structural unit is taken only by the court and no other body.

However, the right is granted, but in practice it is not implemented. There is also no case law on this issue. It seems that it is in the interests of employers to correct the violations identified by inspectors than to completely liquidate the enterprise.

Scientists managed to find the receptors in the mouse brain that cause excessive aggression, and by blocking them, completely remove the "extra" emotions. Researchers at the University of Southern California have identified critical neurological factors in aggression: brain receptors that cause excessive aggressiveness in mice. When the scientists blocked these receptors, the excess aggression completely disappeared. The important thing is that the same receptors exist in the human brain, which means that there is now a way to heal people who are characterized by sudden outbursts of aggressiveness and violence, as well as a chronic acute hostile reaction to stress.

The findings represent a revolutionary breakthrough in the development of drugs for the treatment of pathological aggression, which occurs in many common mental disorders such as Alzheimer's disease, autism, bipolar disorder and schizophrenia. In addition, outbursts of aggression, leading to violence and casualties, can suddenly manifest themselves in apparently healthy people.

Initially, the team of scientists identified specific genetic predispositions for pathological aggression: low levels of the enzyme monoamine oxidase. Both humans and mice with congenital deficiency of this enzyme react strongly and often inappropriately to stress. Thus, the same type of mutation in mice and humans is responsible for aggressive criminal behavior, which facilitates laboratory experiments.

The researchers found that overly aggressive, monoamine oxidase-deficient rodents had high levels of electrical stimulation of specific brain receptors in the prefrontal cortex. It is the blocking of these receptors called NMDA that can remove excessive aggression and even affect the character of the experimental animal for a long period of time. Currently, scientists are studying the side effects of long-term blocking of the NMDA receptor, which is important to create a therapy aimed at curing aggressive behavior.

Aggressive behavior has profound socio-economic consequences, which can be seen by everyone in the horrifying footage of news releases. The current methods of dealing with inappropriate behavior, unfortunately, are ineffective. Perhaps the discovery of scientists will create a "pill" that will allow people to control themselves and not turn to violence at the slightest and often far-fetched discomfort.
