Partial use of insurance premiums by policyholders is spent on financing preventive measures to reduce occupational injuries and occupational diseases of workers.

In 2007, in accordance with Decree of the Government of the Russian Federation of March 27, 2007 No. 187 "On financing in 2007 of preventive measures to reduce occupational injuries and occupational diseases of workers and sanatorium-and-spa treatment of workers employed in work with harmful and (or) hazardous production factors" The Ministry of Health and Social Development of Russia, by its order dated March 30, 2007 No. 216, approved the "Rules for financing in 2007 preventive measures to reduce occupational injuries and occupational diseases of workers and sanatorium-and-spa treatment for workers employed in work with harmful and (or) dangerous production factors.

Financing in 2007 at the expense of the amounts of insurance premiums for compulsory social insurance against accidents at work and occupational diseases (hereinafter referred to as insurance premiums) is subject to costs to:

  • acquisition by employees engaged in work with harmful and (or) dangerous working conditions, as well as in work performed in special temperature conditions or associated with pollution, certified special clothing, special footwear and other personal protective equipment, as well as washing and (or) neutralizing agents in accordance with standard norms;
  • conducting by an accredited organization certification of workplaces in terms of working conditions;
  • carrying out the work planned based on the results of certification of workplaces for working conditions to bring the levels of dust and gas contamination of the air at workplaces in line with state regulatory requirements for labor protection;
  • sanatorium-and-spa treatment of workers employed in work with harmful and (or) dangerous production factors.

The amount of funds allocated to finance preventive measures cannot exceed 20% of the amount of insurance premiums accrued for 2006, less the costs of paying security for the specified type of insurance, incurred by the insured in 2006.

The policyholder shall apply for the financing of preventive measures to the executive bodies of the FSS of Russia at the place of its registration before August 1, 2007.

The employer is obliged to conduct periodic medical examinations of employees employed in work with harmful and / or dangerous working conditions at their own expense. (Art. 212 and Art. 213 of the Labor Code of the Russian Federation)

In accordance with Decree of the Government of the Russian Federation of December 30, 2006 N 859 "On financing in 2007 in-depth medical examinations of workers employed in work with harmful and (or) dangerous production factors" by order of the Ministry of Health and Social Development of Russia of January 11, 2007 No. 23 approved the "Rules for financing in 2007 the conduct of in-depth medical examinations of workers employed in work with harmful and (or) dangerous production factors."

The expenses of the insured for conducting in-depth medical examinations of employees employed in work with harmful and (or) dangerous production factors and subject to periodic medical examinations in 2007 (hereinafter referred to as employees) in medical organizations, separate or structural subdivisions of insurers providing medical care are subject to financing, licensed to practice medicine.

The insured applies to the regional branch of the Fund at the place of its registration with an application for financing in-depth medical examinations, attaching lists of employees subject to periodic medical examinations, agreed with the territorial bodies of the Federal Service for Surveillance in the Sphere of Consumer Rights Protection.

Control over the intended use by the insured of funds for preventive measures is carried out by the Social Insurance Fund of the Russian Federation.

Public control over the use of these funds by the insured is carried out by representatives of trade unions or other representative bodies authorized by employees.

Expenses incurred by the insured in the absence of a decision of the Social Insurance Fund of the Russian Federation or in violation of such a decision, as well as those not confirmed by documents on the intended use of funds, are not included in the payment of insurance premiums by the Social Insurance Fund of the Russian Federation.

Disputes on issues of partial use of insurance premiums for financing preventive measures are resolved in accordance with the legislation of the Russian Federation.

Reactor on molten salts and fast neutrons 29.11.2021

TerraPower, which is heavily funded by Bill Gates, is also developing the Molten Chloride Experimental Reactor (MCRE) along with the Natrium reactor project. Like the Natrium project, the MCRE reactor is powered by the radioactive decay of the fuel by absorbing fast neutrons, but in the case of the MCRE, the molten salt serves as both a coolant and a means of supplying fuel to the reactor. This is a winning combination.

The construction and operation of the MCRE reactor will be carried out by the Southern Company, a major operator of a range of generating facilities in the United States. The Southern Company recently signed an agreement with the US Department of Energy to design, build and operate the Molten Chloride Experimental Reactor (MCRE) at the Idaho National Laboratory (INL) site. In addition to TerraPower, Southern Company and INL, Core Power, Orano Federal Services, Electric Power Research Institute and 3M Company are participating in the project.

The US Department of Energy has allocated tens of millions of dollars for this project for several years in a row. TerraPower is also developing a marine version of the MCRE, the m-MSR, likely for the US Navy. The money is part of a five-year program that aims to provide information for the design, licensing and operation of a demonstration reactor.

TerraPower's MCFR technology uses molten salt as a coolant and fuel feed to the reactor, enabling so-called fast spectrum, which the company says makes the fission reaction more efficient. The plant operates at higher temperatures than conventional reactors, generates electricity more efficiently, and also offers the potential to use process heat and store (storage) heat for later generation.
