Personal protective equipment (PPE) is used in cases where the safety of work cannot be ensured by the design of equipment, the organization of production processes, the architectural and planning solution and collective protection equipment.

The purpose of using any PPE is to reduce to acceptable values or completely prevent the impact of hazardous and harmful production factors on a person.

Issues of mandatory provision of PPE workers are regulated by the Labor Code of the Russian Federation (Article 221), "Rules for providing workers with special clothing, special footwear and other personal protective equipment", approved by the Decree of the Ministry of Labor of Russia on December 18, 1998 No. 51, state standards of the SSBT system, a number of resolutions Ministry of Labor of Russia and orders of the Ministry of Health and Social Development of Russia on the approval of the "Model industry standards for the free issue of certified special clothing, special footwear and other personal protective equipment to employees" for all sectors of the economy (1997-2006).

Providing workers with dermatological protective agents is determined by the Decree of the Ministry of Labor of Russia dated July 4, 2003 No. 45 "Norms for the free issue of washing and neutralizing agents to employees, the procedure and conditions for their issuance."

When attesting workplaces for working conditions, the assessment of the actual state of the latter at the workplace includes an assessment of the provision of workers with PPE, as well as the effectiveness of these funds.

The effectiveness and quality of PPE must be confirmed by a certificate of conformity. Article 357 of the Labor Code of the Russian Federation establishes the right of state labor inspectors to prohibit the use of means of individual workers that do not have certificates of conformity or do not comply with state regulatory requirements for labor protection (including the requirements of technical regulations).
