I. General Provisions

  1. The appraiser belongs to the category of specialists.
  2. For the position:
  • an appraiser is appointed a person with a higher professional education and additional training in the field of appraisal activities, without presenting requirements for work experience in the specialty;
  • appraiser of category I - a person with higher professional education and additional training in the field of appraisal activities, work experience in the specialty for at least 5 years;
  • appraiser of category II - a person with higher professional education and additional training in the field of appraisal activities, work experience in the specialty for at least 2-3 years.
  1. Appointment to the position of appraiser and dismissal from it is made _______.
  2. The appraiser needs to know:
  • legislative and regulatory legal acts regulating valuation activities in Ukraine;
  • guidance and methodological materials regulating the procedure for assessing the object of assessment;
  • valuation standards for determining the appropriate type of value of the valuation object;
  • methods for assessing the objects of assessment and setting the price of the transaction;
  • the procedure for concluding an agreement between the appraiser and the customer;
  • legislative and regulatory acts on taxation;
  • customs regulations;
  • ethics of business communication;
  • rules for negotiating with clients;
  • fundamentals of statistics;
  • organization of accounting and analysis of economic activity.
  • rules for the use of computers, means of communication and communications.
  • advanced and foreign experience in the field of appraisal activity.
  • reporting procedure.
  • labor legislation.
  1. During the absence of the appraiser (vacation, illness, etc.), his duties are performed by a person appointed in the prescribed manner. This person acquires the relevant rights and is responsible for their proper implementation.

II. Official duties

Appraiser:

  1. Carries out, on the basis of a license, valuation activities aimed at establishing a market or other value in relation to objects of valuation.
  2. Identifies the need for services for the assessment of objects of assessment, establishes business contacts, negotiates with clients, concludes and draws up agreements with customers on the assessment of an object in accordance with the established form, monitors compliance with the conditions stipulated by the concluded agreements.
  3. Analyzes information about the object of assessment for legal expertise, establishing parameters of its competitiveness that affect its value.
  4. Prepares an accurate description of the appraisal object, determines the methods of appraisal in accordance with the appraisal standards, establishes the main pricing factors that affect the value of the appraised object, studies the market and the cost of similar objects.
  5. Substantiates the use of valuation standards, methods of its implementation, assumptions made during the valuation, performs the necessary calculations.
  6. Determines the final value of the value of the appraisal object, as well as the limitations and limits of the application of the result.
  7. If during the assessment of the appraisal object it is determined not the market value, but other types of value, it establishes the evaluation criteria and the reasons that make it difficult to determine the market value of the appraisal object. timely draws up and submits to the customer a report on the assessment of the object in accordance with the established requirements for its form and content.
  8. Carries out a mandatory assessment of the objects of assessment in case of involvement in the transaction of objects of assessment, owned in whole or in part by the state, subjects of Ukraine or municipalities.
  9. Carries out an assessment of the object of assessment, including a repeated one, in cases provided for by the legislation of Ukraine, on the basis of a court ruling, as well as by decision of an authorized body.
  10. Provides, at the request of the customer, regulatory and other documents on valuation activities, documents on education confirming that the appraiser has received professional knowledge in the field of valuation activities, as well as in cases provided for by the legislation of Ukraine, copies of stored reports or information from them to law enforcement, judicial, other authorized state bodies or local authorities at their legal request.
  11. Carries out, in accordance with the legislation of Ukraine, civil liability insurance, which ensures the protection of the rights of consumers of appraisers' services.
  12. Advises clients on the current legislation governing appraisal activities, as well as legal requirements that must be followed when determining the value of objects of appraisal, attracts other appraisers or other specialists on a contractual basis to participate in the ongoing work.
  13. Ensures the safety of documents received from the customer and third parties during the assessment, maintains the confidentiality of information received from the customer, except as otherwise provided by law

III. Rights

The appraiser has the right:

  1. Get acquainted with the draft decisions of the management of the enterprise regarding its activities.
  2. Submit proposals for improvement of the work related to the responsibilities provided for in this instruction for consideration by the management.
  3. Within the limits of his competence, report to his immediate supervisor about all the shortcomings identified in the course of his activities and make proposals for their elimination.
  4. Request personally or on behalf of the management of the enterprise from the heads of departments and specialists information and documents necessary for the performance of his duties.
  5. Involve specialists from all (individual) structural divisions in solving the tasks assigned to him (if this is provided for by the regulations on structural divisions, if not, then with the permission of the management).
  6. Require the management of the enterprise to assist in the performance of his duties and rights.

IV. A responsibility

The appraiser is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the current labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.

Sapper rats are better than metal detectors 28.09.2015

In Cambodia, where more than 1970 million anti-personnel mines were planted during the civil war in the 6s, unexpected helpers are used to detect mines. They turned out to be specially trained rats that work not only better than metal detectors, but also sapper dogs.

Gambian hamster rats not only sniff out mines faster, but also cover large areas at a much faster rate than larger sappers. Due to their weight, rats cannot be blown up by an anti-personnel mine, their sense of smell is much stronger than that of dogs, and they work autonomously, without the handler that dogs need.

Rodent sappers are trained by the non-profit organization "Apopo", which was founded in 1998 by the creator of the project, Bart Vidzhens, an engineer from Antwerp. Rats are trained from birth to sniff out TNT, after which they must explore the training minefield and correctly mark the place where they found the mine, after which the rodents receive a reward. After nine months of training, the rats are ready to start the real demining.

On the spot, the rats are put on a collar and led around the field with a long pole. Having found a mine, the rodent does not try to dig it out, but only mark it so that specially trained people will take care of the projectile. Rats are incredibly efficient, covering a 200-square-meter area in thirty minutes, while it takes at least three days for human sappers.

After five years of work, the sapper rodents retire and live out the rest of their lives at the Apopo headquarters in Tanzania, where they are cared for and fed.

In total, Gambian rats have found 56 mines and unexploded ordnance since the organization's inception and cleared an area of ​​about 000 million square meters.
