I. General Provisions

  1. The head of the general department of the administration is an official who is called upon to facilitate the efficient work of the administration apparatus by implementing certain organizational and technical measures.
  2. The manager reports directly to the head of administration.
  3. The head of administration is appointed and dismissed to the position of the head of the administration.
  4. A person who, as a rule, has a higher education and practical experience in executive and management bodies is appointed to the position of head.
  5. The manager in his activities is guided by:
  • Ukrainian legislation;
  • resolutions and orders of the head of the district;
  • resolutions and orders of the head of administration;
  • standard instructions for office work;
  • internal labor regulations;
  • nomenclature of cases;
  • this Instruction.
  1. The manager must know:
  • structure and organization of the apparatus;
  • structure and main issues of organizing the work of administration departments; phone numbers of employees with whom communication is required;
  • general business rules.
  1. During the absence of the head of the department (illness, vacation), his duties are performed by a person appointed by the head of the administration.

II. Official duties

Head of General Administration Department:

  1. Develops and draws up a nomenclature of cases in the administration and instructions for conducting office work, controls their execution;
  2. Draws up folders of resolutions and orders of the head of administration;
  3. Organizes control over the setting of office work in departments of administrations;
  4. Supervises employees of the administration apparatus on office work;
  5. Prepares general office work for archiving and ensures their safety;
  6. Organizes examination of the value of documents;
  7. Transfers documents of permanent storage to the district archive, and documents of a temporary storage period - for destruction in accordance with the instructions for office work;
  8. Keeps records of resolutions and orders of the head of administration;
  9. Keeps records and control over the terms of consideration of proposals and applications of citizens according to the rules provided for by the instruction on office work;
  10. Organizes the timely distribution of resolutions and orders of the head of administration, other organizational and administrative documents;
  11. Draws up and transfers to the responsible executor "control cases" for documents taken for special control;
  12. Within the terms determined by the head of administration, reports to him on the progress of the execution of documents;
  13. Issues written and oral certificates on the documents of the administration;
  14. Carries out registration of entrepreneurs without forming a legal entity.

III. Rights

The head of the general administration department has the right to:

  1. check the organization of work;
  2. check the organization of verification of execution and the quality of record keeping in the administration;
  3. check the state of office work, the correctness of the formation and execution of cases in the administration departments;
  4. make proposals to the head of administration on these issues;
  5. make comments, return incorrectly executed documents for correction;
  6. request from performers (in writing and orally) information on the progress of execution of documents and oral instructions of the head of administration, his deputy;
  7. sign certain types of documents in accordance with the Instructions for office work;
  8. attend meetings of commissions under administrations, meetings held in pursuance of controlled documents and on other issues of their jurisdiction.

IV. A responsibility

The head of the general administration department is responsible for:

  1. for a clear order and high quality in the preparation, receipt and further passage of all documents that are in office work and archives;
  2. for clear control over the execution of documents, timely information of the head on the progress of their execution;
  3. for the accuracy of issued certificates according to the documents of the administration;
  4. for the execution of strict reporting forms, seals and stamps of the administration strictly for their intended purpose;
  5. for disclosure of information contained in documents for non-official purposes;
  6. for cleanliness and order in the working premises of the administration.
