Safe Operation

1. General requirements for labor protection

1.1. Persons under 18 years of age who have passed a preliminary medical examination upon admission to work, as well as:

  • induction training;
  • fire safety briefing;
  • initial briefing at the workplace;
  • electrical safety training in the workplace;
  • training in the rules for the design and safe operation of PUE, PEEP, PTB during the operation of electrical installations, have an electrical safety group of at least 3;
  • measurements with a megohmmeter in installations with a voltage of more than 1000 V are carried out according to order, up to 1000 V - by order.

1.2. When working with a megaohmmeter, personnel must:

  • undergo repeated training on labor safety at the workplace at least every three months;
  • undergo a sanitary medical examination in accordance with the order of the Ministry of Health of the Russian Federation No. 90 dated 14.03.96;
  • perform only the work that is part of his duties;
  • use safe working methods;
  • comply with the requirements of prohibiting, warning, indicative and prescriptive signs and, inscriptions and signals.

1.3. When working with a megaohmmeter, personnel should know:

  • the impact on a person of dangerous and harmful production factors that arise during work;
  • internal labor regulations established at the enterprise;
  • the requirements of this instruction, instructions on fire safety measures, instructions on electrical safety;
  • appointment of personal protective equipment;
  • rules and regulations on labor protection, safety and industrial sanitation;
  • be able to provide first aid to victims, use fire extinguishing equipment, call the fire brigade in the event of a fire.

When working with a megaohmmeter, personnel must use PPE: a cotton suit, leather boots, dielectric gloves, goggles, a dielectric rug.

1.7. When working with a megaohmmeter, personnel must comply with the following fire safety requirements:

  • smoking only in designated areas;
  • know and be able to use primary fire extinguishing equipment.

1.8. Personal clothing and overalls must be stored separately in lockers and dressing rooms. It is prohibited to take work clothes outside the enterprise.

1.9. Eating should only be in canteens, buffets or specially designated rooms with appropriate equipment. Before eating, wash your hands thoroughly with soap

2.10. For non-compliance with the safety requirements set forth in this manual, personnel are liable in accordance with applicable law.

2. Safety requirements before starting work

2.1. Before starting work, personnel carrying out measurements with a megohmmeter should:

  • to put on overalls and special footwear according to the norms, put them in order;
  • tuck the loose ends of the clothes so that they do not hang down;
  • establish the sequence of operations;
  • inspect your workplace, troubleshoot;
  • check the serviceability of the test stand and its grounding;
  • make sure the illumination of workplaces is reliable.

3. Safety requirements during work

3.1. Insulation resistance measurements with a megohmmeter should be carried out on disconnected current-carrying sections, from which the charge has been removed by preliminary grounding. Grounding from current-carrying parts should be removed only after connecting the megger.

3.2. When measuring the insulation resistance of current-carrying parts with a megohmmeter, the connecting wires should be connected to them using insulating holders (rods). In electrical installations with voltages above 1000 V, in addition, dielectric gloves should be used.

3.3. When working with a megohmmeter, it is not allowed to touch the current-carrying parts to which it is attached. After completion of work, the residual charge should be removed from the current-carrying parts by short-term grounding.

3.4. Before testing electrical cables and overhead lines with voltages above 1000V, they should be discharged. The person discharging must wear protective equipment.

3.5. Grounding from current-carrying parts to be tested should be removed only after connecting a megohmmeter.

3.6. Perform work carefully, without being distracted by extraneous matters and conversations.

3.7. Before starting work with a megaohmmeter and during work, make sure that there are no other personnel and unauthorized people at the work site and in the part of the electrical installation to be tested.

3.8. At opposite ends of cable and overhead lines, before making measurements on disconnected wires, switches, automatic machines, a poster should be hung out: "Test. Dangerous for life", "Do not turn on - work on the line."

4. Safety requirements in emergency situations

4.1. In case of injury or illness, the person involved in the testing of electrical equipment must stop work, transfer duties to another person, notify the shift supervisor and contact the first-aid post.

4.2. In the event of a malfunction of electrical equipment and the electrical network, work must be stopped and reported to the head of the site or the dispatcher on duty.

4.3. In the event of a fire, it is necessary to inform the fire brigade, the head of the site and, before the arrival of the fire service, organize fire extinguishing with available improvised means, if necessary, evacuate people and valuables from the source of fire.

5. Safety requirements upon completion of work

5.1. At the end of the measurement, the worker must remove the voltage from the current-carrying parts to be measured, the residual charge by short-term grounding.

5.2. Disconnect the device wires from current-carrying parts, remove the short-term applied grounding.

5.3. Record the results of measurements in the statement.

5.4. Check the condition of devices, wires, clamps, rods and put them in a special case for transportation.

5.5. Take off your overalls and put them in the dressing room closet.

5.6. After work or in cases of contamination of body parts, take a shower.

5.7. Report all violations of the production process to the immediate supervisor.
