1. General safety requirements

1.1. This instruction establishes the procedure for the transportation of dangerous goods by road along the streets of cities, settlements, public roads

1.2. Dangerous goods include:

  • explosive materials;
  • compressed gases;
  • LVZH AND GZH;
  • toxic substances"
  • radioactive materials;
  • caustic corrosive materials.

1.3. The transport of dangerous goods must be licensed.

1.4. When transporting especially dangerous goods, the consignee and the sender must obtain permission from the internal affairs authorities.

1.5. The permit is issued for one or more identical shipments, for a consignment of goods, but not more than for 6 months.

Transportation of especially dangerous goods is allowed with proper protection.

1.6. The heads of organizations are responsible for the selection of persons accompanying dangerous goods, their briefing.

1.7. Responsible responsibilities include:

  • protection of the transported cargo;
  • briefing of security personnel;
  • compliance with safety rules when moving cargo;
  • delivery of goods upon arrival.

1.8. The transportation route should not pass through large settlements, recreation areas, large industrial enterprises, nature reserves.

1.9. The route of movement must be agreed with the traffic police.

1.10. Persons at least 18 years of age who have passed a medical examination, training and instruction for the right to work, as well as having I qualification group in electrical safety, are allowed to work as a driver for the transportation of dangerous goods.

1.11. The layout of vehicles for the transportation of flammable liquids and combustible liquids must meet the following requirements:

  • the design must ensure the safety of the operating personnel.
  • must have devices for the removal of static electricity when they are filled (drained) and in motion.
  • the exhaust pipe of the tank truck engine should be moved to the right side forward. K - the design of the exhaust pipe must ensure the possibility of installing a spark arrester by the consumer.
  • complete with fire extinguishing means (two powder fire extinguishers).
  • two "danger" signs, a flashing red lantern, a felt mat, a sand container weighing 25 kg should be placed.
  • on the sides and back must be the inscription "flammable".
  • the connecting devices of the sleeves must be made of materials that do not create sparks upon impact.
  • the electrical wiring located in the tank area is laid in places protected from mechanical influences. Wire connections must be covered.
  • there should be tables with a brief instruction on operation and safety precautions, as well as warning labels, principal hydraulic and kinematic diagrams.
  • on the left side in the direction of travel there should be a sign with a warning inscription: "when filling and unloading fuel, the tank truck must be grounded."
  • identification signs (dangerous goods) should be installed in the form of a rectangle measuring 690X300mm, the right side of which is 400X300mm in size, painted orange, and the left side is white with a black border 15cm wide.
  • for the convenience of the service personnel, vehicles must be equipped with stairs and platforms.
  • must be equipped with a device for storing sleeves during movement, boxes for storing spare parts, special tools and accessories.
  • a breathing device shall be used to prevent pressure build-up in the tank.
  • hoses for fuel must be oil and petrol resistant and antistatic.

2. Safety requirements before starting work

2.1. Before leaving, the driver of vehicles for the transport of dangerous goods must undergo medical control at the organization to detect drugs and alcohol in the body, as well as general physical condition, undergo additional instruction and familiarize themselves with the route.

2.2. The administration has no right to force the driver, and the driver has no right to leave by car if the technical condition of the vehicle does not meet the technical conditions and safety regulations and traffic rules.

2.3. Before the release of the driver of a vehicle for the transport of dangerous goods, the garage mechanic is obliged to check the technical condition of the vehicle, the availability of fire extinguishing equipment, the serviceability of the flashing light, the device for removing static electricity, safety signs, as well as the driver passing a medical examination.

2.4. The driver of the vehicle must check the technical condition before leaving, in particular:

  • serviceability of the engine;
  • brakes;
  • steering;
  • headlights;
  • stop signal;
  • direction indicators;
  • sound signal;
  • no leakage of oil, water, fuel;
  • a device for removing static electricity;
  • the state of the muffler, which must be brought forward;
  • serviceability of flashing lights;
  • the presence of safety signs;
  • the presence of at least 2 fire extinguishers;
  • fittings for fastening hoses;
  • fastening of propeller shaft bolts.

In addition, check the filling of the car with fuel, oil, coolant and brake fluid, the electrolyte level in the batteries.

2.5. The serviceability of vehicles before leaving the route, the driver confirms with a signature in the waybill.

3. Safety requirements during work

3.1. Start the engine using a starter. The starting handle may only be used in exceptional cases. In this case, the following rules must be observed: turn off the ignition, turn the crankshaft, make sure that the gear lever is in working order. Then turn on the ignition. Turn the starting handle in a circle from the bottom up, do not take the handle "in the girth". When starting the engine with manual adjustment, set the ignition timing later than the ignition. Unauthorized persons are not allowed to start.

3.3. Control over the loading and unloading of dangerous goods is assigned to the engineer representative of the consignee.

3.4. Loading and unloading operations should be carried out with dangerous goods at specially equipped posts.

3.5. The movement of drums with dangerous goods can only be carried out along specially arranged ladders, floorings.

3.6. When transporting dangerous goods in convoy, the following requirements must be met:

  • the distance between cars must be at least 50 m;
  • in mountainous conditions - at least 300 m;
  • when visibility is less than 300 m, the transport of dangerous goods is prohibited.

3.7. When transporting especially dangerous goods, parking in populated areas is prohibited.

3.8. When transporting especially dangerous goods in a convoy of 5 cars, there must be a reserve car in the convoy.

3.9. Transportation and cleaning of containers is carried out in the same manner as the transportation of dangerous goods.

3.10. Operations for pouring, receiving and dispensing leaded gasoline must be mechanized.

3.11. The fuel truck driver must be on the windward side with the engine off.

3.12. The speed of the vehicle (fuel truck) must not exceed 50 km/h, and on turns not more than 10 km/h. The driver of the refueling vehicle should start moving only after turning on the flashing light.

3.13. When draining gasoline from the tanker's car, check that the area is not cluttered.

4. Safety requirements in emergency situations

4.1. The organization of the consignee (consignor) develops emergency action plans with delivery to the driver or accompanying person for each shipment and allocate special emergency teams.

4.2. The emergency action plan to eliminate the consequences of accidents establishes the procedure for notification, arrival, actions of the emergency team, a list of the necessary property and tools and the technology for their use.

4.3. In the event of an accident, you must:

  • call the traffic police inspector;
  • notify management and call an emergency team.

4.4. Emergency response activities include:

  • detection and removal of loose, spilled cargo;
  • first aid;
  • if necessary, evacuation of drivers and accompanying persons;
  • decontamination, disinfection;
  • disposal of clothing.
  • notification of the consignee about the accident.

5. Safety requirements upon completion of work

5.1. After transporting dangerous goods, the driver of a motor transport is obliged to put the car in the place reserved for its parking. Turn off the engine, in winter, drain the water from the cooling system to prevent it from freezing.

5.2. Clean the machine of dirt, tighten the bolted connections (if necessary, disinfect. Add lubricant where necessary.

5.3. Remove starting devices, eliminating any possibility of starting the car by strangers.

5.4. If the machine has any malfunctions, inform the mechanic about it.
