Safe Operation

1. General safety requirements

1.1. Persons at least 18 years of age, trained and certified in the prescribed manner, who have passed a medical examination and briefing at the workplace, who have a certificate with a photograph for the right to perform this type of work, who have passed a knowledge test on safety rules in the gas industry, are allowed to drain liquefied gas into group installations .

1.2. Personnel must comply with the internal labor regulations, fire safety rules and this manual.

1.3. Persons admitted to draining liquefied gas into group installations must know the Rules for the Design and Safe Operation of Pressure Vessels and the Safety Rules in the Gas Industry in regard to the transportation, storage and use of cylinders filled with gas under production conditions.

1.4. Workers performing work on draining liquefied gas in their work must use the following personal protective equipment:

  • cotton robe;
  • combined gloves.

1.5. At the same time, overalls and other PPE must be clean and free of oil stains.

1.6. Persons responsible for the storage, receipt from the warehouse and transportation of compressed gases are appointed by order of the head of the organization.

2. Safety requirements before starting work

2.1. Put on the appropriate overalls, safety shoes.

2.2. Inspect the workplace, free it from foreign, combustible materials.

2.3. Prepare the necessary tools, fixtures, gaskets.

3. Safety requirements during work

3.1. The truck tank must be grounded when draining.

3.2. When draining liquefied gas from road tanks, both emptying and filling tanks must be constantly monitored.

3.3. Removing the plugs from the drain fittings of the tank is allowed after the engine is stopped, and the engine is turned on only after the sleeves are disconnected and the plugs are installed.

3.4. The value of the maximum filling of the tank with liquefied gas at a temperature of plus 10°C and above should not exceed 85% of the geometric capacity.

3.5. In case of overfilling of the tank, excess gas in excess of the established rate must be drained. Excess gas must be released into special containers slowly so that a dangerous concentration of gas is not created.

3.6. Draining gas from a tank truck into a group installation is carried out in the following sequence:

  • turn off the engine of the tanker, ground it;
  • connect the hose at one end to the gas phase valve of the tank truck, and the other end to the gas phase valve of the group installation;
  • connect the liquid phase hose with one end to the tank drain valve and the other end to the group unit's executive valve.
  • open the gas phase valve from the group unit and the drain valve on the tank truck and observe the gas discharge;
  • gas discharge can occur due to the difference in liquid levels in the tank and the tank, if the tanker is equipped with a pump - forcibly;
  • in summer, when the gas pressure in the tanker is much higher than in group installations, it is not necessary to connect a vapor phase hose.

3.7. After the group installation is filled with liquefied gas to the established norm, it is necessary:

  • close the drain valve on the tank truck;
  • lifting the filling hose, drain the remaining gas from it into a container and close the filling valve on it;
  • open the valve of the bypass line and discharge the remaining gas from the hose into the gas network, close the valve on the bypass line;
  • close the gas phase valves on the tank truck and the group plant;
  • carefully disconnect the hose from the tank and the tanker, releasing the constantly remaining vapors of liquefied gas;
  • after disconnecting the hoses, the valve fittings must be plugged with special plugs and tested for density with a soapy emulsion.

3.8. Safety covers of group installation must be locked and sealed.

3.9. During the discharge of liquefied gas, there should be no unauthorized persons on the territory of the group cylinder installation so that there is no open fire within a radius of 15 m.

3.10. Control over the operation of a group installation is carried out by persons determined by the order for the enterprise on whose balance sheet the group installation is located, trained in safety rules in the gas industry and passed a knowledge test in a commission with the participation of an inspector.

4. Safety requirements in emergency situations

4.1. When receiving a thermal burn, if the victim's clothes caught fire. You need to quickly throw any dense fabric on it or bring down the flame with water.

4.2. In case of small-sized burns of the 1st and 2nd degree, a sterile bandage should be applied to the burnt area of ​​the skin and the victim should be sent to a medical institution. Notify the work manager. In case of severe and extensive burns, the victim must be wrapped in a clean cloth or sheet without undressing him, covered warmer, and calm until the doctors arrive.

5. Safety requirements upon completion of work

5.1. After completion of work, carefully check the condition of the workplace.
