Safe Operation

1. General requirements for labor protection

1.1. To replace liquefied gas cylinders, persons are allowed who are at least 18 years old, trained and certified in the prescribed manner, who have passed a medical examination and briefing at the workplace, who have a photo certificate for the right to perform this type of work, who have passed a knowledge test on safety rules in the gas industry.

1.2. Personnel must comply with the internal labor regulations, fire safety rules and this manual.

1.3. Persons admitted to the replacement of cylinders filled with liquefied gas must know the Rules for the Design and Safe Operation of Pressure Vessels and the Safety Rules in the Gas Industry as regards the transportation, storage and use of cylinders filled with gas in production conditions.

1.4. Workers performing work with cylinders filled with gas must be dressed in overalls provided for by the regulations. At the same time, overalls and other PPE must be clean and free of oil stains.

1.5. Each LPG cylinder valve must be fitted with a plug.

1.6. Cylinders must have the appropriate coloring and inscriptions.

1.7. Cylinders in operation must be subject to periodic inspection at least every 5 years.

1.8. Repair of cylinders is carried out by filling plants.

1.9. Persons responsible for the storage, receipt from the warehouse and transportation of compressed gases are appointed by order of the head of the organization.

1.10. When storing cylinders in open areas, sheds protecting them from exposure to precipitation and direct sunlight must be made of non-combustible materials.

1.11. Flammable gas cylinders with shoes must be stored in an upright position in special nests to prevent them from falling.

1.12. Cylinders that do not have shoes must be stored in a horizontal position on frames or racks. The height of the stack should not exceed 1,5 m, and the valves should be closed with safety caps.

1.13. Empty cylinders should be stored separately from filled cylinders.

1.14. Gas cylinders must be protected from shock and direct sunlight.

1.15. Cylinders must be installed at least 1 m from heating appliances.

2. Safety requirements before starting work

2.1. Put on the appropriate overalls, safety shoes.

2.2. Inspect the workplace, free it from foreign, combustible materials.

2.3. Inspect and make sure that the stretcher and trolleys for transporting cylinders are in good condition.

2.4. Prepare the necessary tools, fixtures, gaskets.

3. Safety requirements during work

3.1. Transportation and replacement of cylinders with compressed and dissolved gases (propane) must be carried out in accordance with the requirements of the device regulations and the safe operation of pressure vessels.

3.2. Upon receipt of the cylinders in the warehouse, they must be inspected to ensure that:

  • there are no dents or damage on the cylinder body:
  • the expiration date of the cylinder indicated on the stamp has not expired;
  • the valve has a protective cap;
  • valve is correct.

3.3. LPG cylinders must be loaded and unloaded with extreme care. Loading and unloading must be carried out by two workers, while it is impossible to unload the cylinders with the valve down, throw them and hit one against the other, because due to the high pressure inside the cylinder and the additional local increase in stress upon impact, it can cause an explosion.

3.4. It is forbidden to load and move cylinders whose valves are not closed with caps, as well as to touch the valves with oily hands.

3.5. It is allowed to transport cylinders in special metal containers by road.

3.6. Cylinders with liquefied gases received by an enterprise for production purposes may not be transferred to other enterprises.

3.7. For vehicles intended for the transport of liquefied gases, the exhaust pipe from the engine must be led to the front of the vehicles and have a removable spark arrester that is installed on the exhaust pipe.

3.8. Gas cylinders must be stored in special open and closed warehouses designed for this purpose. Storage of cylinders with oxygen and combustible gas in the same room is prohibited.

3.9. The change of empty cylinders is carried out during daylight hours.

3.10. During the change of gas cylinders, there should be no unauthorized persons on the territory of a group cylinder installation so that there is no open fire within a radius of 15 m.

3.11. Parking of cars of the shooting range "Cage" is allowed at a distance of no closer than 10 m from residential buildings, 20 m from public buildings.

3.12. When containerless transportation of cylinders, the following rules must be observed:

  • safety caps must be screwed on cylinders to failure;
  • do not hold by the valve;
  • do not hit the cylinders with any object;
  • during loading and unloading, it is not allowed to drop the cylinders and hit each other.

3.13. Replacement of cylinders must be done one by one, for this it is necessary:

  • make sure that there is gas pressure in the underground gas pipeline to the consumer and determine which cylinders are empty;
  • before changing cylinders, warn subscribers about a possible cessation of gas supply when changing cylinders;
  • close the valve on empty cylinders;
  • disconnect closed gas cylinders and connect filled ones;
  • open the valve on the connected cylinders and check the tightness of the connection and the valve of the soap emulsion;
  • open the valve;
  • make a record of each delivered cylinder in the operating log.

3.14. Control over the operation of a group installation is carried out by persons determined by the order for the enterprise on whose balance sheet the group installation is located, trained in safety rules in the gas industry and passed a knowledge test in a commission with the participation of an inspector.

3.29. Smoking is prohibited in the calcium carbide warehouse.

4. Safety requirements in emergency situations

4.1. When receiving a thermal burn, if the victim's clothes caught fire. You need to quickly throw any dense fabric on it or bring down the flame with water.

4.2. In case of small-sized burns of the 1st and 2nd degree, a sterile bandage should be applied to the burnt area of ​​the skin and the victim should be sent to a medical institution. Notify the work manager. In case of severe and extensive burns, the victim must be wrapped in a clean cloth or sheet without undressing him, covered warmer, and calm until the doctors arrive.

5. Safety requirements upon completion of work

5.1. After completion of work, carefully check the condition of the workplace.

5.2. Deliver all empty cylinders to the place of their permanent storage and hand them over to the storekeeper.

5.3. Wash your hands with soap and take a shower.

European networks 100 Gbps 25.07.2013

Together with Japanese scientists, Europe plans to develop technologies for building local 100-gigabit networks and prepare the region for a multiple increase in Internet traffic in the coming years. The European Union and Japan have announced six joint projects, one of which is the STRAUSS project, dedicated to the development of fiber optic communication technologies that will allow operation at speeds up to 100 Gbps. This was reported on the website of the European Commission. In total, the volume of investments in all six projects will amount to 18 million euros.

"One of the projects is the construction of networks that will be 5 times faster on average compared to modern networks existing in Europe (providing data transfer speeds up to 19,7 Mbps)," the official statement says.

This is not about submarine cables that allow you to transfer data even at high speeds, but about networks that are as close as possible to ordinary households. In particular, the work will be devoted to the creation of inexpensive, fast and efficient in terms of power supply switches, software-oriented optical transmitters, and network management systems. The STRAUSS project is important for the development of the European economy, regulators say: from 2012 to 2013. the volume of data transmitted over networks has doubled, and by 2018 it will increase another 18 times. "To transfer such volumes, faster networks will be required," the statement said.

Today, some UK providers offer home connection speeds of up to 1 Gbps (the same as, for example, Google offers in the US as part of the Google Fiber project). The need for 100 Gbps does not yet exist, but these are needs that will arise over time, and Europe plans to prepare for them.

"In the future, the Internet should not know borders. At least the borders that have become the result of our slowness and unpreparedness," - said the Vice President of the European Commission Neelie Kroes (Neelie Kroes). Kroes has recently taken active steps to develop the European infrastructure: in May it announced its intention to significantly increase the output of semiconductor components in the region.

In addition, Europe and Japan are planning cooperation in the following areas: more efficient operation of radio frequencies; new mechanisms for protecting personal data in areas such as medicine; development of technologies for "smart" control of electrical networks, etc.
