Instructions on labor protection during technical examination and diagnosis of underground tanks Occupational Safety and Health / Standard instructions for labor protection Safe Operation 1. General requirements for labor protection 1.1. Persons at least 18 years old, trained and certified in the prescribed manner, who have passed a medical examination and briefing at the workplace, who have a certificate with a photograph for the right to perform this type of work, who have passed a knowledge test on safety rules in gas industry. 1.2. Personnel must comply with the internal labor regulations, fire safety rules and this manual. 1.3. Persons admitted to prepare for the technical examination and diagnosis of underground tanks must know the Rules for the Design and Safe Operation of Pressure Vessels and the Safety Rules in the Gas Industry in the part related to the transportation, storage and use of cylinders filled with gas in production conditions. 1.4. Workers performing work on the preparation of underground tanks must be dressed in overalls provided for by the regulations. At the same time, overalls and other PPE must be clean and free of oil stains. 1.5. The schedule for maintenance and pumping out of unevaporated LPG from underground tanks is approved by the chief engineer of the enterprise. 1.6. For persons involved in the technical operation of the gas facilities, job descriptions, production instructions, instructions for safe work methods and fire safety should be developed. 2. Labor protection requirements before starting work 2.1. Obtain a work permit for carrying out gas hazardous work. 2.2. Put on the prescribed overalls, safety shoes. 2.3. Inspect the workplace, free it from foreign, combustible materials. 2.4. Inspect and make sure that devices and equipment for pumping LPG and cleaning underground tanks are in good condition. 2.5. Prepare the necessary tools, fixtures, gaskets. 3. Labor protection requirements during work 3.1. An underground tank must be free of gas, unevaporated residues and carefully treated before carrying out an internal inspection. 3.2. Treatment of tanks from LPG should be carried out by steaming them and purging with an inert gas or filling with warm water. The processing time of the vessels is determined by the manager depending on the temperature of the coolant. 3.3. Processing of tanks should be carried out after disconnecting them from the gas pipelines of the vapor and liquid phases using plugs. 3.4. Depressurization of the tank without first reducing the pressure to atmospheric, as well as the use of air degassing is not allowed. 3.5. The quality of the degassing should be checked by analyzing air samples taken from the bottom of the vessel. The concentration of liquefied gas in the degassing sample must not exceed 20% of the lower flammable limit of the gas. 3.6. Sediments removed from the tanks must be kept moist and immediately removed from the plant site for disposal in a specially designated area. 3.7. Water after washing and testing of tanks should be discharged into the sewer only through settling tanks, which exclude the ingress of LPG into the sewer. 3.8. Pollution from sedimentation tanks should be taken to places specially designated by the sanitary and epidemiological service. 3.9. Measures for the treatment of wastewater and the removal of explosive and flammable products should exclude the formation of an explosive concentration of LPG in the sewerage system. 3.10. A hydraulic test is carried out after a successful internal inspection. 3.11. To conduct a hydraulic test of an underground reservoir, it must be filled with water at a temperature not higher than 40°C and not lower than plus 5°C. 3.12. The test pressure holding time is 10 minutes. 3.13. An underground reservoir is considered to have passed the hydraulic test if no leaks, cracks, visible residual deformations, pressure drops on the pressure gauge are detected. 4. Labor protection requirements in emergency situations 4.1. Upon receipt of an accident, the victim must inform the foreman, who must provide first aid, send the victim to a medical facility. 5. Safety requirements upon completion of work 5.1. After completion of work, carefully check the condition of the workplace. 5.2. Check for flammable waste. 5.3. Wash your hands with soap and take a shower. We recommend interesting articles Section Standard instructions for labor protection: ▪ Working with a hand scythe.
