Safe Operation

1. General safety requirements

1.1. Persons who have passed:

  • induction training;
  • fire safety briefing;
  • initial briefing at the workplace;
  • training in safe working methods and techniques for at least a 10-hour program (for work that is subject to increased safety requirements - a 20-hour program);
  • Instruction on electrical safety in the workplace and testing of mastery of its content. Persons who have no medical contraindications and have a health certificate can be accepted to work in a health camp.

1.2. When working in a health camp, personnel must undergo:

  • repeated briefing on labor safety at the workplace at least every three months;
  • unscheduled briefing: in case of violation of labor protection instructions, in case of accidents and incidents,
  • dispensary medical examination according to the order of the Ministry of Health of the Russian Federation No. 90 dated March 14.03.1996, XNUMX.

1.3. When working in a health camp, staff must:

  • comply with the internal labor regulations established in the camp;
  • comply with the requirements of this manual, fire safety instructions, electrical safety instructions;
  • comply with the requirements for the operation of equipment;
  • use for its intended purpose and take care of the issued personal protective equipment.

1.4. When working in a health camp, staff must:

  • be able to provide first (pre-medical) assistance to the victim in an accident;
  • know the location of first aid, primary fire extinguishing equipment, main and emergency exits, evacuation routes in case of an accident or fire;
  • perform only assigned work and do not transfer it to others without the permission of the camp commander;
  • during work, be attentive, not be distracted and not distract others, do not allow persons who are not related to work to the workplace;
  • keep the workplace clean and tidy.

1.5. When working in a health camp, personnel must know and observe the rules of personal hygiene. Eat, smoke, and rest only in specially designated rooms and places. Drink water only from specially designed installations.

1.6. If you find malfunctions of equipment, devices, tools or other shortcomings or dangers in the workplace, immediately inform the camp manager. You can start work only with his permission after eliminating all the shortcomings.

1.7. If a fire is detected or in the event of a fire:

  • turn off the equipment;
  • inform the fire brigade and administration;
  • organize the evacuation of children;
  • begin to extinguish the fire using the primary fire extinguishing means available in the camp in accordance with the fire safety instructions.

In case of a threat to life - leave the premises.

1.8. In the event of an accident, provide the victim with first (pre-medical) aid, immediately report the incident to the head of the camp, take measures to preserve the situation of the incident (condition of the equipment), if this does not create a danger to others.

1.9. For non-compliance with the safety requirements set forth in this manual, the worker is liable in accordance with applicable law.

2. Safety requirements before starting work

2.1. Inspect overalls and other personal protective equipment, put on serviceable overalls.

2.2. Inspect the workplace (workplace of a health camp employee according to the staffing schedule). Make sure that it is sufficiently lit, that floors and coverings are clean, free of potholes, and passages and passages are not blocked by foreign objects. Take measures to eliminate them.

2.3. Floors that have potholes must be repaired. If it is impossible to quickly eliminate potholes, cover them in places where people and mechanized vehicles pass with sheet metal at least 6 mm thick. Fence the remaining potholes until they are repaired.

2.4. Check the availability of trash bins and special metal boxes.

2.5. Check the availability and serviceability of fire fighting equipment.

2.6. If any deficiencies are found, take corrective action.

3. Safety requirements during work

3.1. Requirements for buildings and structures:

  • all children's dormitories, a dining room, a kitchen, an isolation ward, a room on duty, showers and a locker room, dryers, a playroom, a library, a club, toilets, and clubs' premises must have level, strong floors, smooth walls, easy-to-open doors and windows, no glass cracks
  • buildings and structures should not have torn or poorly attached cladding boards, loose pieces of iron, slate and other objects that, under the influence of strong winds, can come off and fall from a height.
  • Inside buildings and structures there must be proper electrical wiring, electrical sockets, and electrical switches. Installation of plug sockets in bedrooms is not allowed.

A responsible person must be appointed by order for each building.

3.2. Requirements for the work of the catering department:

  • to protect personnel from electric shock, all metal parts of electrical equipment must be grounded (potato peeler, bread slicer, meat grinder);
  • before the opening of the health camp, an instrumental check of the insulation resistance of electrical equipment, grounding insulation resistance, lightning protection must be carried out with the drawing up of a special act;
  • All personnel must be instructed in Group I electrical safety.

3.3. Requirements for the operation of electrical equipment:

  • All electrical distribution boards and panels must be locked. Children are prohibited from using power tools of more than 36 volts, entering the bread slicer, kitchen and other service premises, or being near the loading and unloading of food, linen, dishes, equipment, food waste;
  • Ironing of clothes by children should be carried out according to a schedule drawn up by the head of the health camp (morning and evening), with an electric iron only in the ironing room and in the presence of a counselor or teacher with a mandatory check of the serviceability of the power supply, wiring, and electric iron;
  • after ironing, all sockets must be turned off with a common switch, which is located in a closed room.

3.4. Requirements for the operation of laundry and shower rooms:

  • washing machines in the laundry must have visible grounding, the equipment must be made waterproof, switches must be in another dry room;
  • Shower rooms should always have taps in good condition, and there should be rubber mats or wooden grates on the floor.
  • When children are bathing in the shower, the presence of a health worker or a unit teacher is mandatory.

3.5. Safety measures when bathing children in the pool:

  • Swimming of children in the pool is carried out in agreement with the doctor of the health camp, who examines the children before swimming and determines the time they spend in the water and receive sunbathing. The swimming instructor determines the order of swimming and the giving of signals. Swimming on an empty stomach, shortly after eating and physical exercise with heavy muscle load is not allowed;
  • Children swimming in the pool is carried out in the presence of the head of the health camp or teacher, health workers, physical education and swimming instructors. There should be life-saving equipment and a first aid bag near the pool;
  • the educator identifies in advance children who cannot swim;
  • No more than one group (10 children) is allowed to stay in the water. One counselor is in the pool, the other watches the children swimming from the side of the pool. During bathing, children are required to accurately and quickly follow all orders and instructions from adults. Before entering and exiting the water, responsible persons check for the presence of children;
  • children are taught swimming by a swimming instructor;
  • It is prohibited to bathe children during hikes and excursions; it is prohibited to transport children on any watercraft.

3.6. Safety measures when carrying out socially useful work:

  • all socially useful work on the territory of the health camp is carried out under the guidance of a counselor (educator), and on the fields of state farms and collective farms under the guidance of an employee of this organization, with instruction on safe labor methods and an entry in the instruction log at the workplace;
  • When cleaning premises, children are prohibited from washing windows, lampshades, cleaning bathrooms, washrooms, cleaning and removing sewage. It is strictly forbidden for children to carry heavy objects or use chemicals and pesticides. Children should not be involved in cooking, peeling boiled vegetables, or washing dishes.

3.7. Security measures when working in technical circles.

Before starting work in the circles, the circle leader must provide instructions on labor protection in the workplace, how to handle tools and materials, and demonstrate safe work practices.

3.8. Child safety during thunderstorms:

  • during a thunderstorm, avoid touching electrical appliances;
  • It is recommended to close windows, vents, and doors before a thunderstorm to prevent ball lightning from entering the room;
  • The caretaker of the health camp should constantly monitor that tree branches do not touch the roof or walls;
  • During a thunderstorm, you should not be in a high open place, near lightning protection devices, power and communication lines, stand under lonely trees, go down to rivers, or swim in a pool. It is recommended to take cover in small depressions, near large stones. In the absence of suitable places for shelter, it is better to wait out the thunderstorm by crouching to the ground.

3.9. Carrying out sports events.

  • classes in sports sections are agreed with the health camp doctor. Responsibility for preparing places for sports activities and sports events rests with the physical education instructor and swimming instructor;
  • Teachers and counselors with appropriate training are allowed to manage sports sections. When conducting sports activities, training and competitions, the physical education instructor, counselors, and educators are required to ensure full serviceability of sports equipment, equipment, and insurance when practicing on gymnastic equipment. The presence of a medical professional at all sports competitions is mandatory;
  • During squad sports events, all children must be together with a counselor (educator) at the health camp site and in the premises where the event is being held. The presence of a teacher at morning exercises is mandatory;
  • when conducting training sessions for squad teams, the counselor must hand over the participants from his squad to the camp worker responsible for this gathering;
  • During mass events (sports competitions, water festivals, concerts), the head of the health camp, senior counselor, and medical workers must be with the children. Persons responsible for holding mass events ensure complete order, excluding accidents;
  • It is strictly prohibited to light fires, arrange fireworks, torchlight processions and other events associated with the risk of fire;
  • When conducting paramilitary games “Zarnitsa” and “Eaglet”, the head of the health camp issues an order on the nature of the game, place, time, goals and objectives, and the appointment of those responsible for preparation and conduct. A plan for carrying out these activities is drawn up. The plan is developed and compiled taking into account safe ways and methods of playing, without overloading children. Games using gas masks are allowed for children who have undergone preliminary training.

3.10. Safety measures during hiking and excursions:

  • tourist trips are carried out with the permission of the head of the health camp;
  • The head of the camp issues an order indicating the list of children sent on the hike and the time the group returns from the hike.
  • squad vouchers are filled out by the leader of the trip and certified by the signatures of the camp director and doctor;
  • the route diagram indicates the main points of movement of the group, places of rest, sources of drinking water. Only healthy children are allowed on the hike;
  • in a marching detachment, a leader is appointed by order every 15 days, who bears full responsibility for the health and life of the children;
  • the leader of the hike personally studies the route, organizes training for its participants, teaches the children how to navigate the area, introduces them to poisonous mushrooms, teaches them how to pitch tents, and distributes responsibilities among the participants;
  • in order to avoid overheating, the uniform of the participants should be light;
  • in case of unfavorable conditions that arise during the hike, the hike leader, together with the doctor, is obliged to stop moving along the route and return to the camp;
  • in case of accidents and sudden illnesses during a hike, the hike leader and the medical worker, after providing first aid, are obliged to deliver the victim to the nearest medical facility and report to the camp;
  • During hikes, it is strictly forbidden for children to move through places that are dangerous to life (fords, steep slopes, landslides). During halts, it is not allowed to remove children from the resting place; after the halt, the presence of children must be checked;
  • movement of groups of children along the highway only in organized groups; adults should go at the head and end of the column;

3.11. Safety requirements during the last days of stay in the health camp and when children leave.

  • during the period of the end of shifts and travel, as a rule, violations of discipline among children are most common, their failure to comply with regime requirements and, as a consequence, an increase in cases of injuries and morbidity;
  • in order to prevent such a situation, the medical and service personnel of the health camp are obliged to especially carefully monitor the implementation of regime issues, up to the organization of duty in the health camp;
  • children ready to leave approach the buses in an orderly manner and, with the permission of the bus driver, board the buses. After boarding, the teacher must check for the presence of children and, making sure that all children are in place, give permission to the bus driver to start moving.

4. Safety requirements in emergency situations

4.1. Each employee of a health camp is obliged, in the event of a threat to the health and life of children, to take measures to eliminate the danger, showing maximum vigilance; if explosives are detected, know the rules for handling them, eliminate or take measures to eliminate sources of injury.

4.3. If a fire occurs, immediately call the fire department by calling 01, remove children and, if possible, flammable substances to a safe place, and begin extinguishing the fire using the available primary fire extinguishing equipment. Notify the head of the health camp about the fire.

4.4. Provide first aid to victims in case of injury and call an ambulance or send the victim to a first-aid post, inform the head.

5. Safety requirements at the end of events

5.1. Tidy up the workplace.

5.2. Places of production of works should be subjected to thorough cleaning, washing.

5.3. Wash your face and hands.
