Safe Operation

1. General requirements for labor protection

1.1. This instruction establishes the basic requirements for labor protection when cutting metal with scissors.

1.2. Work on cutting metal with scissors is allowed for workers who have passed a medical examination, industrial training, passed the exam of the qualification commission and received a certificate for the right to perform these works, have passed an introductory briefing on labor protection when hiring and initial briefing at the workplace, as well as repeated and, if necessary, unscheduled and targeted safety briefings.

1.3. Employees admitted to work must comply with the internal regulations established by the organization.

1.4. When working on scissors, you should observe the regime of work and rest. Rest and smoke is allowed in specially equipped places.

1.5. It is allowed to work only on those scissors that are indicated in the technological map for the performance of this operation, and to perform only the work that is entrusted by the employer.

1.6. In the process of cutting metal with scissors, the worker may be exposed to the following hazardous and harmful production factors: noise, dust, unfavorable microclimate parameters, the risk of cuts to the hands when placing sheets on the table and the possibility of workers' fingers getting under the knives and clamps.

1.7. Overalls, footwear and other personal protective equipment are issued to employees in accordance with applicable standards and in accordance with the work performed.

1.8. Overalls, special footwear and other personal protective equipment should be stored in specially designated places in compliance with the storage rules and used in good condition.

1.9. Employees must comply with fire safety rules, know the fire warning signals, the location of fire extinguishing equipment and be able to use them.

1.10. In the event of an accident, stop work, notify management and seek medical attention.

1.11. In the event of an accident with another employee, he should be given first aid and sent to a medical facility.

1.12. Workers performing work with scissors must follow the rules of personal hygiene (wash hands with soap and water or take a shower).

1.13. If any questions arise during the work related to its safe performance, you should contact the employee responsible for the safe performance of work.

1.14. Employees who do not comply with the requirements of this instruction are liable in accordance with the current legislation of the Russian Federation.

2. Labor protection requirements before starting work

2.1. Before starting work, you should tidy up your work clothes:

  • tuck in clothes so that there are no hanging parts;
  • wear a tight-fitting headdress.

2.2. Adjust local lighting so that the work area is sufficiently illuminated and the light does not blind the eyes.

2.3. Prepare serviceable and stable equipment for laying sheets and cut blanks (tables, whatnots, etc.), as well as containers for scraps. In the presence of mechanization of stacking and harvesting of cut strips, strictly monitor the serviceability of the mechanisms.

Sheets to be cut should be placed approximately in the same plane with the scissors table and not far from them.

2.4. By inspection, make sure that the power wiring and fencing of other live parts are in good condition, as well as that there is no break in the protective earth conductor.

2.5. Make sure that the guards of all moving parts of the transmission mechanism of the drive shears (pulleys, belts, gears, flywheels, shafts), as well as safety rulers or movable clamps and knives, are secure and secure.

2.6. When pedaling, check for the presence of a shield enclosing the pedal from above. Test the force of pressing the pedal: it should not be very weak, but not strong (2,5 - 3,6 kg).

2.7. Check that the knives are fastened and set correctly in accordance with the thickness and hardness of the material to be cut, as well as that they are sharpened correctly.

2.8. On mechanical scissors, it should be checked at idle for the absence of double shocks (serviceability of the engagement clutch), as well as the reliability of the brake.

On manual scissors, check the position of the counterweight: it should prevent the arbitrary lowering of the knife holder lever down and return it to the upper position when the lever is lowered.

2.9. Fasten firmly the stops that fix the sheet being cut in accordance with the work to be done. The length of the cut strips must be less than the distance between the stop guide rods.

2.10. Prepare the necessary tool during work, provided by the technology, check its serviceability and place it on a special bedside table near the scissors in a manner convenient for use.

3. Labor protection requirements during work

3.1. All operations with sheet material - transportation, stacking, feeding to scissors, collection, sorting and removal of scraps should be carried out only in serviceable gloves.

3.2. Working with an assistant, coordinate your actions with his work and warn about the start of the scissors.

3.3. Sheet material to be cut should be securely stacked on special tables or stands with even racks.

3.4. Do not allow the accumulation of cut blanks and scraps near the scissors. Make sure that the cuttings do not fall under the starter pedal.

3.5. Do not work with scissors lubricated with grease or oil. Knives must be dry; when dirty, they should be wiped and cleaned of scale with special brushes or brushes. The scissors should be turned off.

3.6. If in the process of work there are bending of the edges and the formation of burrs on the sheet being cut, the correct gap between the knives should be checked. The gap between the knives of the scissors should be no more than 0,05 of the thickness of the sheet material being cut.

3.7. Remove the formed burrs by cleaning on special abrasive wheels or special scrapers (for thin material).

3.8. It is not allowed to put your hands into the space between the knives when the scissors are on and cut without a safety ruler.

3.9. It is not allowed to cut material with a thickness greater than that allowed by the scissors passport and cut several sheets at the same time.

3.10. It is not allowed to remove the stops that restrict the flow of material, safety rulers and movable guards of knives and clamps. The movable fence must be hinged.

3.11. It is necessary to monitor the tight fit of the strip and sheet to the table of scissors; when processing sheets and strips exceeding the dimensions of the table, special attachments and stops should be used.

3.12. When cutting small sheets and sheet residues, feed the material with a special tool, not by hand.

3.13. In case of insufficient stability of the table, stop work and securely fix the table.

3.14. When cutting with manual scissors, place the sheet on the table until it stops, press the sheet against the table with one hand, and lower the knife holder lever with the other.

3.15. When working on guillotine shears, you should strictly monitor the presence of a fence for clamps and knives. The fence must be interlocked with the inclusion of scissors. It is allowed to fence knives and clamps with a fixed safety line installed in front of the clamps. The gap between the materials and the bottom edge of the ruler should not exceed 6 mm.

It is not allowed to work without safety devices for knives and clamps, which exclude getting hands under the knives.

3.16. When working with scissors, it is not allowed to use auxiliary levers to lengthen the handles or cut with impacts on the blades or handles.

3.17. The cutter should turn on the knives only after he personally made sure that the part is installed correctly and his assistant does not touch the workpiece.

3.18. It is not allowed to cut metal on scissors, holding it by weight with your hands. When cutting short knots, strips and small parts, hold them with pliers.

3.19. In the process of cutting on guillotine shears, it is not allowed for an assistant or other worker to be on the back side of the shears and near the vertical slider.

3.20. It is necessary to monitor the good condition and strong fastening of the guillotine shear knives, periodically checking the tightness of the clamps and bolts for looseness. If a malfunction is detected, turn off the electric motor and only then proceed to eliminate it.

3.21. After pressing the pedal of the guillotine shears, it is not allowed to correct the metal sheet.

3.22. When cutting on a bending machine, it is not allowed to correct the rollers, material and brush off scale with your hands on the go.

3.23. When cutting metal patches, sharp corners, edges and burrs should be carefully cleaned to prevent injury to the hands.

4. Labor protection requirements in emergency situations

4.1. You should stop performing work, turn off the equipment used, report the incident to the work manager if at least one of the following malfunctions occurs:

  • loosening of fastening of knives of guillotine shears;
  • malfunction of the safety device of knives and clamps;
  • malfunction of the counterweight on hand shears;
  • brake failure on mechanical scissors;
  • malfunction of the fastening of the guards of all moving parts of the transmission mechanism of the drive scissors;
  • device failure;
  • malfunction of the power wiring;
  • breakage of the protective earth conductor;
  • the occurrence of a situation associated with the lack of lighting.

4.2. In the event of an accident, you should:

  • take measures to release the victim from the action of the traumatic factor;
  • provide the victim with first aid, depending on the type of injury;
  • inform management about the incident and take measures to evacuate the victim to a medical facility.

4.3. In the event of a fire:

  • stop working;
  • turn off electrical equipment;
  • call the fire brigade and inform the management of the organization;
  • start extinguishing the fire with the available fire extinguishing equipment.

4.4. In case of electric shock, you should:

  • turn off electrical equipment;
  • release the victim from live parts;
  • provide assistance to the victim;
  • inform the head of the organization about the incident.

5. Labor protection requirements at the end of work

5.1. Turn off the electric motor and lock the switching devices.

5.2. Wipe the scissors and lubricate the rubbing parts. Clean the table from scale and oil.

5.3. Tidy up the workplace: put the rest of the material in even piles, put it in a container or at the intended cutting place, hand over the finished product.

5.4. Collect the used cleaning material and place it in an appropriate container.

5.5. Remove hand tools.

5.6. Wash hands and face with warm soapy water and take a shower.

5.7. Hang overalls in a cabinet specially designed for this purpose.

5.8. Inform the shift worker and the work manager about the work performed, the problems found during the work.
