Phraseologism: Arkharovtsy.
Meaning: About reckless, desperate people capable of the most unpredictable acts, or jokingly about mischievous children, quick for all sorts of pranks, tricks, etc. (iron.)
Origin: From the history of Russia. During the time of Empress Catherine II, the chief police chief of Moscow, that is, the head of the entire city police, was Nikolai Petrovich Arkharov (1742-1797), who developed a system of harsh measures to suppress crime in Moscow, he also suppressed the Plague Riot (1771) with harsh, decisive measures in Moscow. Many Muscovites did not like this, and N.P. Arkharov gained a bad reputation among them, which spread to all his subordinates - the Moscow police: they were disapprovingly called "Arkharovites" among the people. Over time, the history of the word was forgotten, but its negative meaning remained, and not the guardians of order, but all its violators - robbers, noisy vagabonds, hooligans, and generally desperate people ready for all kinds of crimes.
