OCCUPATIONAL SAFETY AND HEALTH
Instructions for labor protection when loading timber cargo into ships and unloading them. Full document Occupational Safety and Health / Standard instructions for labor protection Safe Operation 1. General requirements for labor protection 1.1. General safety requirements are set out in the instructions "General safety requirements for labor protection for workers employed in logging operations". Non-specific safety requirements are also set out in "Occupational safety instructions for slingers", knowledge of which is mandatory for persons involved in loading timber cargo into ships and unloading them. 1.2. Loading and unloading involve a crane operator and two or three slingers (one for laying the bundles into the vessel and one or two for stropping the bundles). 2. Safety requirements before starting work 2.1. Slingers are required to:
2.2. Slings must be free of knots and twists and must consist of a single piece of rope. Chains should not have links that are noticeably elongated or bent, or worn away by more than 10% of the diameter. 2.3. If any malfunctions or dangers are discovered, report this to the person responsible for safe work performance or your immediate supervisor. 3. Safety requirements during work 3.1. Slingers must ensure that no unauthorized persons are present at the work site. 3.2. Strapping and hooking of loads should be carried out in accordance with the load slinging diagrams. 3.3. Before building each pack, make sure it is stable. 3.4. When loading wood from a stack according to the shore-ship scheme, one of the slingers, having climbed onto the stack, must alternately lower the free ends of the slings down into the gap formed between two bundles, thanks to the presence of spacers separating the bundles. The second slinger on the other side must push the strop (a wire rod with a bent end) so that the bent end reaches the bottom of the gap between the bundles. Having put the sling on the bent end, the slinger, with his hands, must pull the sling under the bundle to his side and put the loop on the hook of the crane or auxiliary sling. 3.5. When laying, the slinger must be at a distance of 5 m from the stack being laid. When the pack is located no higher than 1 m from the bottom (deck) of the vessel, the slinger can come closer and correct it using a hook. Correction by hand in direct contact with the pack is prohibited. 3.6. Uncoupling of the bundle is carried out only when the tension of the slings is completely relaxed and the arbitrary movement of the logs has ended. The signal to the crane operator to lift and pull out the slings is carried out when the slinger moves away from the pack at a distance of at least 3 m. 3.7. In the holds of ships, timber should be placed primarily along the ship (across the ship they are laid in free spaces between stacks, as well as in places where fencing posts are installed). All holds are loaded simultaneously and evenly or sequentially, starting from the stern to the bow. On the side ledges of the deck, the timber is laid along the ship, and above the coaming hatches - across the ship in two rows with each row sloping towards the center plane. On the deck of motor ships and towed vessels, cargo is stowed with a slope from the stern to the bow to ensure visibility during navigation. On platform barges, the cargo is stacked on the deck on logs laid lengthwise; When stowing cargo across the vessel, it is not allowed for individual logs, half-lengths, etc. to protrude beyond the sides. 3.8. When closing hatches, it is prohibited to stand on loose beams and hatch covers. 4. Safety requirements in an emergency 4.1. If individual logs or other parts of the load fall during lifting or moving, give the stop signal. It is not permitted to adjust the cargo strapping or hold the cargo in the air using any objects or devices. 4.2. If it is necessary to urgently stop the movement of the load or the crane, immediately de-energize the crane by turning off the switch that supplies voltage to the main trolley wires or the flexible cable of the crane. 4.3. If there is a malfunction of the crane, crane track, holds, or deck, stop work and notify the person responsible for the safe performance of work or the work manager. 4.4. In the event of situations that threaten with an accident or an accident that are not provided for in this manual, immediately contact the foreman or other immediate supervisor of the work. 4.5. The victim or bystander must notify the foreman or the appropriate work manager of each accident. 4.6. Every worker must be able to provide first aid. Such assistance is provided immediately, directly at the scene of the incident and in the following sequence: first you need to eliminate the energy source of injury (turn off the engine, stop the mechanism, remove the victim from under the whip, etc.). Providing assistance must begin with the most significant thing that threatens the health or life of a person (in case of severe bleeding, apply a tourniquet and then bandage the wound; if a closed fracture is suspected, apply a splint; for open fractures, first bandage the wound and then apply a splint; for burns, apply a dry bandage; In case of frostbite, gently rub the affected area using soft or fluffy tissues). After providing first aid, the victim should be sent to the nearest medical facility. If spinal injury is suspected, transport the victim only in the supine position on a rigid base. 5. Safety requirements at the end of work 5.1. Clean work stations, slings and other lifting devices. 5.2. Hand over defective slings or load-handling devices to the master and get new ones in return. 5.3. It is forbidden to leave faulty slings and other lifting devices at the workplace. 5.4. Remove fallen timber or other cargo from crane travel areas, decks and other working loading and unloading areas.
