General requirements for labor protection 1.1. This instruction provides for general labor protection requirements for employees engaged in loading and unloading operations in tank farms, on railway and automobile overpasses of organizations. 1.2. To carry out loading and unloading operations in tank farms, on railway and automobile overpasses, persons are allowed at least 18 years old who have undergone a medical examination, training, instruction and testing of knowledge on labor protection in the prescribed manner. 1.3. Workers performing loading and unloading operations are provided with a tarpaulin suit, tarpaulin boots, tarpaulin mittens, a waterproof raincoat, as well as:
Employees are provided with sets of filtering gas masks. Personal protective equipment is stored in specially equipped rooms. 1.4. Primary fire extinguishing equipment and a first aid kit should be provided at the workplace. 1.5. Railway tracks, railway and automobile overpasses, pipelines, drain-and-fill hoses with ferrules are grounded. On the sidings of electrified railways, two insulating joints should be provided. 1.6. Work in explosive and fire hazardous places should be carried out with a tool that excludes sparking. 1.7. Lighting of tank farms, railway and automobile overpasses follows floodlights. For local lighting, it is allowed to use explosion-proof 12 V rechargeable lamps, which should be turned on and off outside the explosive zone. 1.8. In winter, heating of pipelines and fittings containing a frozen product must be carried out only with steam or hot water. 2. Labor protection requirements before starting work 2.1. Check the correct opening of all switching valves, gate valves, the serviceability of filling devices, steam heaters, the tightness of the connections of telescopic pipes or sleeves. 2.2. Visually check the presence of grounding conductors on loading and unloading racks, loading and unloading devices, pumping units, hoses, railway tracks. 2.3. Inspect filling devices in order to identify faults. 2.4. Check the availability of telephone communication between the loading and unloading racks and pumping stations. 2.5. Check the availability and serviceability of primary fire extinguishing equipment. 2.6. Familiarize yourself with the entries in the shift acceptance and delivery log (logbook). Check the health of the equipment. Report equipment problems to your immediate supervisor. 2.7. Responsibility for carrying out loading and unloading work rests with the shift supervisor, who must be constantly present during the technological process. 3. Labor protection requirements during work 3.1. Carry out operations for loading and unloading oil products for at least two employees. 3.2. It is necessary to connect the lower drain device of the railway tank to the drain manifold only after installing the shoes under the wheels of the tank and removing the diesel locomotive from this path. Shoes should be used wooden or non-sparking material. 3.3. To carry out the transition from the service platform of the overpass to the tank through the transitional bridges. Bridges must be grounded; a rubber or wooden pad with countersunk bolts should be installed on the lower part of the bridge from the side of the tank. 3.4. Draining and loading of railway tanks and measuring the level of oil products in them on electrified railway dead ends without disconnecting the contact network is not allowed. Switching off and on of the contact network is carried out by the relevant railway service at the request of the tank farm. 3.5. Ground tank trucks intended for loading oil products. Carry out loading of oil products when the vehicle engine is not running. 3.6. It is not allowed to operate the tank with faulty: drain devices, external stairs, platforms, handrails, as well as with boiler leakage, covers without eyelets for sealing, without rubber gasket. All noted shortcomings (malfunctions) to issue an act. 3.7. Open and close manhole covers, lower discharge devices of railway tanks, avoiding impacts that can cause sparking. 3.8. Filling the tank with oil product should be carried out with a uniform jet under the liquid layer. Submission of oil product "falling jet" is not allowed. It is not allowed to carry out loading and unloading operations from tanks doused with oil products, as well as during a thunderstorm. 3.9. During filling, control the filling of the tank, tank, preventing overflow. Spilled oil products should be removed, and the place of oil spill should be cleaned and covered with sand. If, when pouring an oil product into a tank truck, its strait is allowed, then starting the engine is not allowed. In this case, the tanker should be towed to a safe distance using a rope or rod. 3.10. When opening the hatch of the tank or tank with oil products, be relative to the hatch on the windward side. It is not allowed to look into the open hatch or bend low to its neck in order to avoid inhalation and poisoning by the released harmful vapors of oil products. 3.11. Sampling is carried out with metal samplers that do not give sparks upon impact. Ground the sampler before starting sampling. The sampler should be lowered and raised smoothly, without hitting it against the edges of the neck. It is not allowed to take a sample of an oil product during filling or draining it from a tank, tank, as well as during a thunderstorm. 3.12. Manhole covers, bottom discharge devices of railway tanks after loading and unloading operations and measuring the level of oil products, close hermetically. 3.13. Steam coils and electric heaters should be turned on only after they have been immersed in oil products to a depth of at least 50 cm from the liquid level to the upper edge of the heater. Stop the steam supply and turn off the current before draining. Electric heating pads may be used when heating petroleum products with a flash point of at least 80°C. It is not allowed to drain oil products when electric heaters are turned on. 3.14. The withdrawal of railway routes from the tracks should be carried out only after the completion of filling (draining) and closing the hatch of the tank, paperwork, thorough inspection and mandatory coordination with the dispatcher (operator) of the enterprise. 3.15. At the end of the filling, remove the drain hoses from the neck of the tank truck after the oil product has been completely emptied from them. Close the mouth of the tank truck with a lid, avoiding blows. 3.16. Walking directly on the roof of the tank is not allowed. Ladders and platforms of tanks should be kept clean and in good condition. Climb and descend from the tank only facing the stairs, holding on to the handrails with both hands. 3.17. Open and close valves smoothly, without jerks. 3.18. Keep the territory of railway and automobile overpasses clean, in winter - clear of snow and ice. 3.19. On the territory of overpasses and tank farms it is not allowed:

Labor protection requirements in emergency situations 4.1. In the event of a tank or tank fire, inform the fire brigade, stop all technological operations, take measures to remove people from the danger zone, inform the head of the enterprise, and take part in the elimination of the emergency. 4.2. The procedure for the actions of the tank farm and loading rack employees in the event of an emergency should be determined in an extract from the emergency response plan developed at the facility. 5. Labor protection requirements at the end of work 5.1. Put the workplace in order, remove spilled oil products, hand over the shift in the prescribed manner. It is not allowed to scatter connecting hoses, rags, tools and other items on the territory of the tank farm and overpass. 5.2.
