Safe Operation

1. General requirements for labor protection

1.1. Persons at least 18 years of age who are recognized by the medical commission as fit for work related to the movement of trains, who have passed exams in their specialty, have been instructed, trained and tested on labor protection, fire safety, first aid and have this special certificate.

1.2. A conductor who has worked in a train or shunting crew for at least one year and who has successfully passed exams in his specialty can be appointed as the chief conductor.

1.3. When there is a break in work for more than three months, the chief conductor (conductor) passes examinations in the specialty to the commission, and when moving to another section of the road or when there is a break in work for more than one year, he additionally undergoes an internship as an understudy.

1.4. The admission to work of the chief conductor (conductor) is issued by order (instruction) for the workshop or enterprise.

1.5. The chief conductor (conductor) must know the internal labor regulations of the enterprise and comply with them.

1.6. The chief conductor (conductor) must know the Rules for the technical operation of narrow-gauge railway logging roads with a gauge of 750 mm, instructions for signaling, train traffic, job and labor protection.

1.7. It is necessary to make sure that trains, locomotives, wagons do not approach along the tracks to be crossed. You must not cross or run across the tracks in front of a moving train and locomotive. You need to cross the path at a right angle. You can only walk along the track in the middle of the track or along the side of the subgrade. When crossing a track occupied by wagons, it is necessary to bypass the standing train, while observing the movement of locomotives or trains along the adjacent track. It is forbidden to crawl under the wagons (couplings).

1.13. Shunting work on the station tracks is carried out by the chief conductor on the order of the station duty officer, and at stations and sidings where there is no staff on duty at the station, by the chief conductor on the order of the dispatcher.

2. Safety requirements before starting work

2.1. When going to work, the conductor team (conductor, chief conductor) must have: a signal light, signal flags (red and yellow), a sound signal, a red disk or a red flag to protect the "tail" of the train, two brake shoes.

2.2. Before placing a locomotive under a train consisting of empty or loaded cars, the conductor must check their technical condition.

2.3. It is forbidden to put on the train wagons with the following faults:

  • malfunction of the wheelset (cracks in the axle, tire or rim, disk, hub; weakening of the tire on the rim; shells on the surface of the tire, rolling in a rolling circle of more than 7 mm; pointed ridge rolling, etc.);
  • bogie malfunction (breakage or cracks in the belt or on the sidewall of the bogie; breakage of the sprung bar or cross-link; breakage of the shoe or axle bolt; breakage of the spring holder; breakage of the collar or spring leaf; crack in the main leaf of the spring; sagging springs; breakage of the axle box; melted or broken bearing)
  • malfunction of the shock-traction device; fracture or crack in the pivot sill or buffer beam;
  • violation of the connections of the rack near the car or its malfunction; faulty bunk and bent racks, faulty locks of racks of trailer cars;
  • violation of the tightness of the automatic brake system; unacceptable brake pad wear.

If faults are found, the wagons are repaired on the spot, and if it is impossible to eliminate them, they are uncoupled and sent to the repair point.

2.4. Prior to carrying out shunting work at the stations of the upper and lower forest warehouses, the conductor (chief conductor) must familiarize himself with the nature of the upcoming shunting work, with the procedure for its implementation, and know the location of the tracks and signals.

3. Safety requirements during work

3.1. The chief conductor (conductor) performing the maneuvers must: check the condition of the train or individual train cars with which the maneuvers will be carried out (are there any linings under the wheels, cars with faulty coupling devices, are there people under the cars); make sure that the whips, trees, assortments are firmly fixed on the rolling stock; make sure that the signals of the conductor and the locomotive making maneuvers are clearly visible, and especially on curved sections of the track; inspect the paths on which maneuvers are to be carried out. After making sure that it is safe for shunting work, the conductor must give the driver an appropriate signal.

3.2. Before carrying out maneuvers, the chief conductor must warn the locomotive driver about the presence of dangerous goods in the cars. Maneuvers with dangerous goods can only be carried out under the personal supervision of the station duty officer (dispatcher or wagon master).

3.3. Wagons that are not being maneuvered must be coupled and secured against theft with brake shoes or sleeper pads (with cutouts).

3.4. Coupling and uncoupling of wagons is necessary at a complete stop of the train.

3.5. Coupling of the rolling stock must be carried out on both chains or couplers. It is not allowed to couple wagons or locomotives with wagons on one chain or coupler.

When coupling and uncoupling the wagons, it is necessary to stand at the coupler of the wagon, to which the locomotive is approaching, and keep the coupler ready, after stopping the locomotive (composition), first throw the near, then the far coupler on the hook.

When uncoupling the coupling devices of automatic brake cars, it is necessary to close the end valves, disconnect the connecting sleeves and only after that carry out the uncoupling.

3.6. Maneuvers are allowed at a speed not exceeding 5 km/h. When performing maneuvers, it is necessary to stop the wagons with brake shoes. It is not allowed to push one wagon by another, stop the wagons by holding them by buffers, place sleepers, linings, crowbars under the wheels to brake moving wagons, and insert stakes and other objects into the spokes.

3.7. Shunting work on the tracks should be stopped after receiving an order from the station duty officer to prepare the route for receiving or departing the train.

3.8. When directing maneuvers, the chief conductor must be in a place where the maneuvering train is visible, and the driver and the conductor must be given signals. In the case of maneuvers with a large composition on curved sections of the track or in conditions of poor visibility (fog, blizzard, snowfall, etc.), an additional worker is involved to transmit signals.

3.9. During maneuvers it is prohibited:

  • couple and uncouple wagons at points, at crossings, at high platforms, at cargo warehouses and in places where the cargo is at a distance of less than 2 m from the outer rail;
  • leave, couple and uncouple individual wagons or a group of wagons with plain bearings on slopes over 4% and with rolling bearings on slopes over 2% without securing against theft;
  • before coupling the wagons, pass between the buffers of neighboring wagons that are closer than 3 m;
  • translate arrows ahead of the locomotive; leave the rolling stock unbraked; leave the cars on the "switch street" and outside the boundaries of the limit posts.

3.10. When forming a train from wagons-couplers and platforms loaded with whips (trees), couplers that do not have a rigid buffer coupling between semi-couplings must be placed in the tail section of the train.

3.11. When forming a train from loaded and empty cars, loaded cars must be placed at the head of the train.

3.12. It is not allowed to put cars on the train with a difference in the height of the buffer contact centers of more than 65 mm.

3.13. Brake cars should be placed evenly throughout the train. The last in the train should be a brake car with a platform or booth for the conductor, facing the direction opposite to the direction of movement, and with automatic brakes equipped with a stop crane.

3.14. It is forbidden to put on the train wagons that are technically faulty;

  • platforms and couplers with timber loaded in violation of the technical conditions of loading;
  • wagons loaded with fuels and lubricants and acids in defective containers;
  • platforms and trailers not cleared of debris and snow.

3.15. When organizing the movement of trains according to the system of orders of the train dispatcher on duty, the chief conductor, before handing the way permit to the train driver, must check the correct position of the arrows included in the train departure route, then hand the permit to the driver and give the train departure signal.

When the train departs from the side track after the tail of the train passes the exit unattended turnout, the main conductor stops the train, cuts the departure route and locks the turnouts in the normal position, after which it gives the departure signal.

3.16. If there is permission for the right to occupy the haul, the departure of the train from the station (separate point) can only be given by the chief conductor.

3.17. The chief conductor (conductor) is obliged: when accepting a train, make sure that the train is correctly formed and coupled, equipped with signals and train equipment, as well as that the cargo is loaded and secured correctly;

  • monitor the status of train signals and signals on the tracks, as well as their performance by the locomotive driver;
  • on the way, follow the signals given from the train and from the track and take measures for the safe movement of the train along the road;
  • pay attention to the correct loading of timber and other goods, the strength of their fastening and compliance with the dimensions of the train;
  • receive at the loading point documents on the amount of wood and other goods in each wagon of the departing train.

3.18. The conductor must enter the brake area before the train starts moving. Do not sit on the footrests and the edge of the brake pad. Being at the edge of the brake pad, you need to hold on to the rack.

3.19. It is forbidden to cross while the train is moving from one platform to another, to climb and cross over the roofs of the cars, to stand on the platform, to sit on the side of the platform or gondola car.

3.20. When traveling on a steam locomotive, the conductor should not stand on the floor of the counter-booth near the apron, which may pinch the leg or clothing.

3.21. You can't jump on a train. You can leave the brake platform only after the train has come to a complete stop.

3.22. When the train is parked in anticipation of crossing or overtaking, the conductor must be near his train, in a safe place. It is forbidden to sit on rails or sleepers, as well as on the edge of the platform from the side of the adjacent track.

3.23. The chief conductor before the arrival of the train on the track, not served by the switchmen, must:

  • check the position of the arrows in the area of ​​supply or withdrawal of wagons;
  • make sure that there is an established clearance for the movement of the locomotive and wagons;
  • inspect the wagons intended for supply or withdrawal and warn the workers located near the wagons about the upcoming maneuvers.

3.24. When meeting a suitable train at a turnout, the conductor must be at a distance of at least 2 m from the nearest rail track.

3.25. It is not allowed to refuel axle boxes and repair wagons while the train is running.

3.26. The conductor is prohibited from:

  • crawl under the cars before the brakes are released, for this you need to use the release valve leash;
  • be on faulty brake pads (without racks, steps, handrails, with broken floorboards);
  • to carry out coupling and uncoupling of wagons in clothing that restricts movement (sheepskin coat);
  • light extinguished buffer and side lights while the train is running.

3.27. The conductor must stop the train regardless of the schedule:

  • in case of any inaccuracy found in the permission for further navigation during the non-stop passage of separate points;
  • at a separate point, if there was an unforeseen situation on the haul (failure of the track, etc.);
  • in circumstances where the conductor considers it necessary to stop the train for traffic safety or to prevent accidents.

4. Safety requirements in emergency situations

4.1. In the event of a sudden illness of the driver while the train is moving along the haul, the chief conductor or assistant driver must give a general alarm signal, stop the train and provide first aid to the driver, then inform the dispatcher on duty about the incident and receive the necessary instructions from him.

4.2. In all cases that threaten people's lives or traffic safety, the conductor is obliged to give stop signals to the train and the shunting train.

4.3. In the event of a fire on a train or in the right of way, in case of derailment of wagons or couplers, damage to the track, damage to the rolling stock or locomotive that threatens safe movement, the conductor must stop the train.

4.4. If an oncoming train detects a violation of the loading dimensions or other malfunctions, the conductor must give alarms and take measures to stop his own and oncoming trains to eliminate the malfunction.

4.5. In the event of a forced stop of the train on the haul, the chief conductor must take measures to protect the train. Simultaneously with the fencing of the train with signals, the chief conductor personally and through the train crew is obliged to: install shoes under the tail car, and the remaining ones - evenly in composition if the train stopped on a slope; actuate all hand brakes available on the train; if assistance is required, immediately contact neighboring stations or the dispatcher.

4.6. The victim or eyewitness must notify the appropriate work manager of each accident.

4.7. The chief conductor (conductor) must be able to provide first aid.

Such assistance is provided immediately, directly at the scene and in the following sequence: first you need to eliminate the energy source of injury (switch off the engine, stop the train, remove the victim from under the whip, etc.). Assistance should begin with the most significant that threatens the health or life of a person (in case of severe bleeding, apply a tourniquet, and then bandage the wound; if a closed fracture is suspected, apply a splint; with open fractures, first bandage the wound and then apply a splint; in case of burns, apply a dry bandage; in case of frostbite, gently rub the affected area using soft or fluffy tissues).

After providing first aid, the victim should be sent to the nearest medical facility.

If spinal injury is suspected, transport the victim only in the supine position on a rigid base.

5. Safety requirements at the end of work

5.1. The chief conductor (conductor) must:

  • transfer the shift to another train crew;
  • deposit signals (lantern, flags, disk) and brake shoes.
