General provisions

1. The chief engineer of the OE is appointed as the responsible manager of work (ORR) for the elimination of major accidents covering several workshops, and in the event of an accident on the scale of one workshop, the head of this workshop. It is strictly forbidden to interfere with the actions of the RRR.

2. In case of obviously incorrect actions of the ORR, the higher immediate supervisor has the right to remove him and take over the leadership of the liquidation of the accident or appoint another official for this.

3. Prior to the arrival of the RRR at the accident site, the dispatcher (duty officer, shift supervisor or senior operator) manages the rescue of people and the work.

4. The head of the gas rescue station (instructor of the voluntary gas rescue squad) is directly in charge of rescue operations, on the instructions of the ORR, and before his arrival, the commander (instructor) of the duty shift of the gas rescue station (team).

5. Direct management of fire extinguishing work is carried out by the senior head of the fire department, taking into account the instructions of the ORR. Prior to his arrival at the scene of the accident, these duties are performed by the senior shift commander of the fire department.

6. Persons arriving to eliminate the accident report their arrival to the RRR and, at his direction, begin to perform their duties.

7. When sending contractors to perform work in gas hazardous places, each team is headed by engineering and technical workers (ITR) of the workshop and the gas rescue service. One of them is appointed senior - responsible executor. He is issued a work permit, which indicates the names of the workers, the date, place of work and its nature, the results of an analysis of the air taken before starting work, the basic safety rules when performing gas hazardous work. The organization and conduct of these works must comply with the "Regulations on the organization and conduct of gas hazardous work", agreed with the State Technical Supervision Authority of the country.

Responsibilities of the responsible head of work on liquidation of the accident

1. Having familiarized himself with the situation, he immediately proceeds to the implementation of the measures provided for by the accident elimination plan.

2. Organizes a command post, informs about its location and constantly stays on it. It does not allow the presence at the CP of persons not directly involved in the liquidation of the accident.

3. Checks the reliability of notification services, as well as other officials in accordance with the notification scheme.

4. Controls the implementation of the activities provided for by the plans, its orders and tasks.

5. Clarifies the number of people, their location and condition.

6. Gives orders to the leaders of subordinate and attached forces.

7. In case of accidents lasting more than 1 hour with the chiefs of the gas rescue and fire services, develop a plan for rescuing people with the issuance of written assignments.

8. Gives instructions on the removal of people from dangerous places, on setting up posts to protect the accident zone, controls the operation of communications.

9. Reports on command about the situation and, if necessary, asks to call for help with the necessary forces and means.

10. Appoints a person to maintain an operational log.

11. Gives permission to carry out repair and restoration work and start production.

Responsibilities of the OE Manager

1. Having received a notice of an accident, it produces a notification.

2. In the event of an accident on the scale of the OE, before the arrival of the chief engineer, the OE performs the duties of the ORR, takes measures to save people and eliminate the accident in accordance with the accident response plan. The command post for the liquidation of the accident is the workplace of the dispatcher.

3. Takes measures to save people and eliminate the accident in the initial period or to stop its spread.

4. After the arrival of the chief engineer, he reports the situation to him, informs him about the orders given, the work performed, gives his suggestions and follows his instructions. Notifies all performers about the location of the new command post for the elimination of the accident.

Responsibilities of the head of the gas rescue service

1. Manages rescue operations in accordance with the tasks of the RRR for the liquidation of the accident and the operational Plan.

2. Organizes a call for reserve and free service shifts.

3. Provides gas protection equipment, tools and materials to all persons assigned to help him.

4. Maintains constant communication with the ORR and, in agreement with it, determines the gas hazardous zone, installs warning signs and sets up duty posts. Allows entry into a gassed area.

5. Systematically informs RRR about the progress of rescue operations.

6. Prior to arrival, the RRR carries out work in accordance with the activities of the Accident Elimination Plan independently.

Responsibilities of the Head of the OE

1. Immediately arrive at the MA and report this to the ORR.

2. Organizes the provision of timely assistance to the victims.

3. Upon request, the RRR takes the necessary measures to attract experienced specialists to the brigades for duty and work related to the accident, and to provide the brigades with all necessary resources.

4. Ensures the operation of warehouses for the issuance of materials and tools.

5. Manages the work of transport.

6. In case of emergency work lasting more than 6 hours, organizes hot meals.

7. Informs the relevant organizations about the nature of the accident and the progress of rescue operations.

Responsibilities of the head of the shop, head of the shop shift

1. Immediately provides a call for specialists from the gas rescue station and the fire department.

2. Reports to the dispatcher (on duty) of the enterprise.

3. Takes measures to save people and liquidate the accident, guided by the plan for liquidating the accident, taking into account the specific situation.

A new way to recycle plastic 05.10.2021

Engineers from the Federal Polytechnic School of Lausanne (EPFL, Switzerland) have developed a new method for plastic recycling based on polymer reassembly.

Proteins are one of the main organic compounds that make up our world. Like DNA, they form part of the polymer family; proteins are long chains of molecules or monomers known as amino acids. The sequence of these links makes up the structure of the protein and, therefore, determines its properties. In nature, protein chains are broken down into their constituent amino acids, and cells join these amino acids together to form new proteins.

In the laboratory, scientists first tried to replicate this natural cycle outside of living organisms. They took proteins and divided them into amino acids. Then they put the amino acids into a cell-free biological system that assembled new proteins with completely different structures and functions. "It is important to note that when you break down and assemble proteins in this way, the quality of the proteins produced is exactly the same as the newly synthesized protein. Indeed, you are creating something new," the authors of the work add.

What is the link between protein assembly and plastic recycling? Because both compounds are polymers, the mechanisms that are natural to proteins can be applied to plastics as well. While this analogy may seem promising, the scientists warn that the development of such techniques won't happen overnight. This will require a radically different way of thinking. Polymers are strands of pearls, but synthetic polymers are mostly pearls of the same color, and when the color is different, the color consistency rarely matters. In addition, there is no efficient way to assemble synthetic polymers from pearls of different colors by controlling their sequence.

This new approach to plastic recycling seems to be the only one that truly fits the circular economy postulate.
