Safe Operation

1. General requirements for labor protection

1.1. Persons at least 18 years of age who have passed a medical examination, received introductory briefing and briefing at the workplace, as well as completed work safety training and passed exams according to an approved program, are allowed to work as a plumber.

1.2. A multi-professional plumber must be trained in safe practices for all types of work he performs.

1.3. A plumber who has a break in work as a welder for more than three months is not allowed to weld without additional knowledge testing.

When working with an electric welder, it is necessary to wear a protective mask or shield with ES glasses, or goggles with GS glasses used in gas welding.

1.4. Work near current-carrying wires and electrical equipment is only allowed when the voltage is off.

1.5. For especially dangerous work, a plumber must obtain a work permit, which lists the necessary measures for labor protection.

1.6. The room where the installation of internal sanitary systems is carried out must be cleared of debris and protected from precipitation and drafts.

1.7. When working at night or in dark places, uniform lighting of the workplace with artificial light must be ensured in accordance with the current lighting standards.

1.8. The equipment of ventilation systems must have adequate protection for drive belts, pulleys, couplings.

1.9. Platforms for maintenance of ventilation equipment, stationary stairs to them must have protective fences.

1.10. Hatch covers, lifting umbrellas must be equipped with a device for securing them in the open position.

1.11. Ventilation units, control and shut-off equipment of heating systems should be installed in places that are easily accessible for maintenance.

1.12. Each plumber must be provided with overalls: cotton overalls, combined gloves.

1.13. In order to avoid fires, it is necessary to handle fire carefully and take fire-fighting measures;

1.13.1. Smoking is allowed only in designated areas;

1.13.2. Cleaning material should be removed in iron boxes with lids;

1.13.3. Cans with oil, kerosene, gasoline must not be left indoors, they must be taken to places specially designated for the storage of flammable materials.

1.14. The plumber must report all detected malfunctions of equipment, fixtures, tools to the foreman or head of the workshop.

1.15. The plumber must observe the rules of personal hygiene. Clothing must be clean, neatly tucked in and free of loose ends.

1.16. This manual is mandatory for the plumber. Persons who violate the requirements of the instructions are subject to disciplinary and material liability.

2. Safety requirements before starting work

2.1. Before starting work, the mechanic must check the tool.

It is forbidden to work with a faulty and incorrectly selected tool.

2.2. The workplace must be kept clean, do not scatter or leave tools on the floor. Trimmings and unnecessary materials should be cleaned daily.

2.3. Only locksmiths who have undergone special training and instruction in labor protection at the workplace are allowed to work with electrified and pneumatic tools.

2.4. When issuing an electrified tool, it is necessary to check its serviceability (the absence of a short to the case, the serviceability of the insulation of the supply wires, the absence of bare current-carrying parts and compliance with the working conditions).

2.5. Before starting work, the mechanic must check the electric drill (if there are any bare wires, a broken cord, if the ground wire is in order).

2.6. When working in rooms with increased danger, especially dangerous and outdoors, in damp places, the voltage of the electric drill should not be higher than 12 V, in metal tanks, tanks, boilers -12 V, and in dry places -42 V;

When working with power tools in containers, a mechanic must use dielectric rubber gloves, galoshes, and a rug.

2.7. If it is impossible to ensure the operation of the electric drill at a voltage of 42 V, it is allowed as an exception, in a room with increased danger, the operation of an electric drill at a voltage of 127-220 V with the obligatory use of dielectric rubber gloves and galoshes. The body of the power tool must be properly grounded.

2.8. Work with power tools should be in overalls without hanging ends.

2.9. The places where air hoses are attached to pneumatic tools and where the hoses are connected to each other must not let air through. Rings and clips should be used to fasten hoses. It is forbidden to fasten hoses with wire.

2.10. The valves on the handles of pneumatic tools must be adjusted.

2.11. Only a specially trained locksmith with an appropriate certificate for the right to work can work with a construction and assembly gun.

2.12. When working with a pistol, you must wear special protective goggles.

2.13. Materials, products and equipment, when stored at construction sites and near objects under construction at installation sites, should be stacked as follows:

  • sanitary, ventilation blocks and plates - in stacks up to 10 rows with a total stack height of not more than 2,5 m with linings and gaskets;
  • low-grade metal - in racks with a height of not more than 1,5 m;
  • heating devices (radiators, etc.) in the form of separate sections or assembled - in stacks not more than 1 m high;
  • large-sized and heavy equipment and its parts - in one row;
  • ferrous rolled metals - in stacks, the height of which for sheet steel, channels, I-beams, angle steel - up to 1,5 m;
  • pipes with a diameter of up to 300 mm - in a stack up to 3 m high on gaskets and linings with end stops;
  • pipes with a diameter of more than 300 mm in a stack up to 3 m high in a saddle without gaskets.

The lower row of pipes must be laid on linings, reinforced with inventory metal shoes and end stops securely fastened to the linings.

2.14. Pipes, parts and pipe blanks must not be leaned against the wall, they must be laid horizontally.

2.15. It is forbidden for a locksmith to fix electrical wiring, knife switches, electric drills, install and change electric lamps, as well as connect the ends of wires to knife switches and switchgears, touch bare wires with pliers and other metal tools.

2.16. Before cleaning or repairing the fan or motor, measures must be taken to prevent:

  • erroneous switching on of the electric motor (remove voltage from the feeder or remove the fusible links in the power cabinet, post a warning poster "Do not turn it on, people are working!");
  • rotation of the fan in the opposite direction due to the fan running in parallel.

3. Safety requirements during work

3.1. Sanitary and technical work inside the building is allowed only after the readiness of the object or its individual parts for installation. It is prohibited to carry out sanitary and technical work if blocks, panels and other prefabricated structures are being installed in the upper part of the site.

3.2. It is forbidden:

  • lift loads on a ladder and leave a tool on it;
  • use an ordinary electric lamp as a portable one (you need to use a special portable lamp with a voltage not higher than 42 V);
  • use scaffolding, scaffolding, step-ladders and ladders until their final production and without the permission of the foreman or foreman;
  • work from a flooring laid on random supports, and also be on one or two boards laid on goats;
  • load scaffolding, scaffolding, ladders with materials and equipment without the permission of the foreman or foreman;
  • access and presence of people under the installed equipment and pipeline installation units until they are finally fixed (these places and passages must be fenced and have warning signs);
  • fastening of scaffolds, decks and other devices, as well as cables and rods directly to the mounted equipment, instruments, pipelines and to their elements that are not designed for this;
  • lifting cargo using beams, trusses and other structures of buildings and structures without the permission of the work manager;
  • check the connections of pipelines with flange fittings and between themselves and the coincidence of the bolt holes in the flanges with your fingers (it is necessary to check with mandrels);
  • drop tools and parts from scaffolding, work near unprotected moving mechanisms, machine tools, open and unprotected hatches, openings, as well as under a working overhead crane;
  • work near electrical devices and electrical wires, unless they are turned off or fenced.

3.3. In places where holes are punched in ceilings and walls, it is necessary to arrange protective peaks or fences.

3.4. The performance of work related to the installation of pipelines at a height (installation of components, fittings, compressors, cooking, etc.) is only allowed from scaffolding, scaffolding or ladders.

3.5. Cutting, bending pipes and other pipe processing operations must be carried out outside the scaffolds used for the installation of pipelines.

3.6. When working at height without scaffolding, scaffolding or scaffolding without guardrails, the fitter must wear a safety belt, tying it to a solid structure. On the belt there should be a brand about the period of his test.

3.7. Attached wooden ladders must have steps cut into the bowstrings, which must be fastened with tie bolts at least every 2 m. It is not allowed to work on ladders knocked down with nails. The total length of the ladder should not exceed 5 m, at the lower ends of the ladders it is necessary to fix stops in the form of sharp metal wedges or rubber tips, depending on the surface on which the ladder is installed, and at the upper ends - hooks.

3.8. When working on pipe bending machines and fixtures, you must:

  • free the site from objects around the machine with a radius of at least 2 m;
  • to carry out the change of rollers only after a complete stop of the machine;
  • hold on to the pipe being processed no closer than 400 mm from the working roller.

3.9. When working on machines for cutting and knurling pipes, you should:

  • perform threading only after making sure that the part is securely fixed in a vice or clamp;
  • before starting the machine, install a casing that covers the rotating bar;
  • when cutting threads on long pipes, support their free ends with a special stand;
  • beware of touching the rotating die head;
  • measure the thread only after the machine has come to a complete stop.

3.10. Works during the installation of boiler plants must be carried out by units or teams consisting of at least two people. It is forbidden to work alone.

3.11. It is allowed to lift and install boilers, pumps and other heavy equipment only in the presence and under the supervision of a foreman, foreman.

3.12. The movement of the mounted equipment (boilers, tanks, large fans, pumps, etc.) within the installation area is carried out according to a previously developed scheme using mechanized devices. For the descent of the specified equipment on an inclined plane, in addition to traction brake winches are used. Wedging braking is not allowed.

3.13. It is not allowed to perform any work on calorific installations under coolant pressure - it is necessary to turn it off both from the side of adjacent pipelines and equipment, and from the side of drainage and bypass lines.

3.14. When servicing ventilation units, do not clutter up the ventilation equipment room with foreign objects.

3.15. It is not allowed to climb inside the air ducts, bunkers, shelters, enter the compartments in which axial fans are installed when the ventilation systems are operating.

3.16. If knocking or noise is detected in the fan, the motor must be switched off immediately.

3.17. It is allowed to put on a slipped drive belt only after the electric motor has completely stopped.

3.18. Before testing and testing pipelines, the fitter must:

  • know how to remove air from the system, the procedure for gradually increasing and decreasing pressure;
  • check the fastening of foundation blocks, the condition of insulation and grounding of the electrical part of the equipment, the presence and serviceability of fences, instrumentation;
  • make sure in. serviceability of pressure gauges, correct and reliable installation of plugs;
  • close access to unauthorized persons in the test area.

3.19. The pressure in the installed system should be increased gradually and evenly, with constant monitoring of the instrument readings and the operation of the system under test.

3.20. During hydraulic and pneumatic testing of pipelines, it is forbidden to repair fittings on it, perform any work (except for tightening flanges), hit the pipeline and fittings and stand against the plugs of the tested pipe.

3.21. When using a power tool, it is prohibited:

  • keep the power tool turned on by the wire or touch the rotating parts of the tool;
  • remove chips with your hands during drilling;
  • use portable metal ladders;
  • perform work on scaffolding and scaffolding without fencing;
  • leave tools on scaffolding and scaffolding.

3.22. It is forbidden to work with a power tool outdoors during rain, if there is no canopy over the workplace. In the presence of canopies, the worker must work in dielectric gloves.

3.23. When carrying out a technical inspection of sewer systems and structures and work in wells and tanks, the team should consist of three workers. Each worker must be equipped with a safety belt and a rope, the length of which is 2 meters more than the depth of the well or reservoir.

3.24. It is forbidden to use the labor of workers with abrasions, cuts and scratches on their hands for work related to contact with sewage.

3.25. Workers must have an insulating gas mask with a hose, the length of which is 2 meters longer than the length of the well, but not more than 12 meters.

It is forbidden to replace an insulating gas mask with a filter one.

3.26. The worker must have two LBVK gasoline lamps, a rechargeable flashlight with a voltage not higher than 42 V.

It is forbidden to replace the battery lamp with a light source with an open flame.

3.27. The worker must have: a hand fan, protective portable signs, hooks for opening well covers.

3.28. Near each well, during the performance of work or its examination, a temporary fence with portable signs should be put up,

3.29. Before descending into a well or tank, it is necessary to check the presence of gases in them by lowering a lit LBVK gasoline lamp. In the presence of hydrogen sulfide and methane, the flame decreases, and in the presence of gasoline and ether vapors, it goes out. Detected gases must be removed, and then a second check whether the gases have been completely removed.

3.30. To remove gas, use:

  • airing by opening for several hours the cover of the well into which the descent is planned, and then the wells adjacent to it;
  • ventilation by forcing air with a manual fan and blowers installed on AVM-2 and RVM-2 machines;
  • pumping water (method of displacement of air with water) with subsequent pumping.

3.31. It is forbidden to detect gas by lowering burning objects into the well, to smoke, light matches, and also to use fire, both in the well itself and above the open hatch.

3.32. If it was not possible to completely remove the gas from the well or tank, then work is allowed only in an insulating gas mask with a PSh-2 or PSh-1 hose.

It is allowed to work in a well in a mask with a discharge hose without a break for no more than 10 minutes.

4. Safety requirements in emergency situations

4.1. In case of any accident or occurrence of situations that can lead to accidents and accidents, the worker is obliged to immediately take all measures in his power to prevent the possibility of damage (destruction) of the emergency facility and eliminate the danger to people's lives. Report the incident to the supervisor at the same time.

4.2. Each worker must be able to provide first aid. Such assistance is provided immediately, directly at the scene and in a certain sequence: first you need to eliminate the source of injury (turn off the mechanism, remove the victim, etc.). The provision of assistance should begin with the most significant that threatens the health or life of a person: to make artificial respiration; in case of severe bleeding, apply a tourniquet, and then bandage the wound; if a closed fracture is suspected, apply a splint; with open fractures, you should first bandage the wound, and then apply a splint; for burns, apply a dry bandage.

If spinal injuries are suspected, transport the victim only in the supine position on a rigid base.

4.3. After providing first aid, the victim should be sent to the nearest medical facility.

4.4. In case of fire or fire:

  • notify the fire department immediately;
  • start extinguishing the fire;
  • take measures to call the work manager to the place of fire.

5. Safety requirements at the end of work

5.1. Upon completion of work, the plumber must:

  • remove the entire tool in the place allotted for it;
  • clean the workplace from waste and debris;
  • wash your hands and face with warm water or take a shower;
  • Report any shortcomings noticed during the work to the master.

Games, films and the rise of violence 15.11.2014

Discussions about whether video games and films with bloody content provoke aggressive behavior began in the 20s of the last century. Then, of course, there were no video games yet, but there were films, and newspapers with criminal chronicles, too, and here they are, according to many, could undermine moral foundations and "worsen the criminogenic situation." And with each new shooting incident in a school, store, on the street, such discussions revive, and proposals appear to limit the sale of shooting games, to prohibit children from watching films with violent scenes, etc. On the one hand, everything here seems logical: a person would never have thought of going to shoot at people in a store or school, but he played a game (or watched a movie) - and decided to continue in reality.

However, if we turn to psychological research on this topic, then not everything is so simple. Christopher Ferguson of the Stetson University (USA) published an article in the Journal of Communication describing the results of two studies: one analyzed the relationship between film violence and murder rates from 1920 to 2005, the second did the same for video games between 1996 and 2011. Briefly about the results obtained writes MedicalXpress.

In the first case, independent viewers assessed the degree of aggressiveness in popular films, considering both the frequency of bad episodes and their expressiveness. Cinematic aggressiveness was compared with the number of murders. As a result, it turned out that there is no correlation between these two indicators in general. Only in the middle of the 90th century was there some “consent” between the level of cruelty in popular cinema and the level of violence in life, but after the 40th year, the relationship suddenly became reversed, that is, cruelty in films grew, and murders became less and less. (Similarly, real life ignored movie brutality until the XNUMXs.) In other words, if there was a coincidence between the two, it has passed.

With games, the situation turned out to be the following: the statistics spoke more about the discrepancy between the level of cruelty in games and the level of domestic violence by young people. However, the correlation was too weak to be able to talk about it at all, in any direction.

The difference between the described works is that often the connection between violence in the media (from films to video games) and violence "in real life" is studied in laboratory experiments: a person, under the supervision of specialists, played something cruel, or watched something like that, and then his level of cruelty was measured using psychological tests. But is it necessary to say that real life is very different from laboratory conditions, and in psychology this is felt like nowhere else? Here, for comparison, just taken "life" statistics. In general, various correlations were found here, both in a positive and negative direction, but they appeared only for a short period of time. In the long run, the links between violence in the media and violence in life disappeared. We emphasize that we are not talking about the fact that virtual violence somehow stimulates or weakens real violence, but that nothing can be said about the level of virtual violence about real violence.

Besides, even if there were an obvious correlation, we would still have to decide what is the cause and what is the effect. Those who are convinced that it is the growth of violence in games that stimulates the growth of violence in life can be answered that the opposite is true, that games and films are only a mirror of real aggressiveness in society. Research of this kind inevitably invites accusations of bias, but let us ask ourselves: are there any attempts in the fight against media cruelty to simply get away from the problem, assigning something the most obvious, something that is so easy to fight as the root of all evil? You can, of course, forget about all sorts of experiments and statistics altogether, but the temptation of the scientific method, fortunately, is great enough that psychologists continue to be disturbed for a variety of reasons - including violence on the screen.
