Communication as a separate industry was recognized as such relatively recently. However, there are already enough by-laws regulating labor protection in this industry. By-laws on labor protection in this industry are adopted by the Ministry of Communications and Informatization of the Russian Federation.

Thus, Order No. 26 of October 2000, 187 of the Ministry of Communications of the Russian Federation approved the Regulations on the organization of work on labor protection in the Communications industry. This Regulation establishes a unified system for organizing work on labor protection in the Ministry of the Russian Federation for Communications and Informatization, in communication organizations, as well as the functions and responsibilities of structural units, officials and other persons in this work aimed at creating working conditions that meet the requirements of saving life and health of workers in the process of their work and in connection with it.

Order of the Ministry of Communications of the Russian Federation of July 2, 2001 No. 162 approved and put into effect the following standard instructions for labor protection for workers in the communications industry:

1. on labor protection for an electrician of sewer communication facilities TOI R-45-080-01.

2. on labor protection of an electrician of linear telephone communication and wire broadcasting facilities TOI R-45-081-01.

3. on labor protection of the cable worker-splicer TOI R-45-082-01.

4. for labor protection, a mechanic for the repair and maintenance of ventilation and air conditioning systems TOI R-45-083-01.

5. on labor protection when working on a personal computer TOI R-45-084-01.

6. on labor protection for telecommunications engineers in the maintenance of station equipment of electronic telephone exchanges TOI R-45-085-01.

Order of the Ministry of Communications of the Russian Federation of July 23, 2002 No. 86 approved the Procedure for training and testing knowledge of labor protection requirements for managers and other officials responsible for labor protection at enterprises and organizations in the industry. This Procedure is a fundamental guiding and methodological document for training and testing knowledge of labor protection requirements in the Communications industry.

For certain types of work performed in the "Communication" industry, the Ministry of the Russian Federation for Communications and Informatization is also developing Rules for labor protection. Thus, the order of the Ministry of Communications of the Russian Federation dated December 25, 2002 No. 148 approved and put into effect the Rules for labor protection when working on radio relay communication lines POTPO-45-010-2002. Rules for labor protection when working on linear structures of cable transmission lines POT R O-45-009-2003, approved and put into effect by order of the Ministry of Communications of the Russian Federation dated April 10, 2003 No. 39.
