1. General safety requirements

1.1. Persons at least 18 years of age who have passed a medical examination, training and instruction for the right to work, as well as those who have the I qualification group in electrical safety, are allowed to work as a fuel truck driver.

1.2. The fuel truck driver is responsible for the correct operation of the tanker's vehicle, compliance with safety regulations and traffic rules.

1.3. The layout of the fuel tank truck should allow for maintenance and current repairs by mobile vehicles. The frequency of technical inspection of the equipment should coincide with the frequency of maintenance of the chassis of the base vehicle.

1.4. The design of the fuel tank truck must ensure the safety of the work of the maintenance personnel.

1.5. Fuel tank trucks must have devices for the removal of static electricity when they are filled (drained) and in motion.

1.6. The exhaust pipe of the tank truck engine must be moved to the right side forward. The design of the exhaust pipe must allow the user to install a spark arrester.

1.7. The fuel tank truck is equipped with fire extinguishing equipment (two powder fire extinguishers).

1.8. Two "danger" signs, a flashing red lantern, a felt mat, a sand container weighing 25 kg must be placed on the tank truck of a fuel truck.

1.9. On the sides and back must be the inscription "flammable".

1.10. The connecting devices of the sleeves must be made of materials that do not create sparks upon impact.

1.11. The electrical wiring located in the tank area is laid in places protected from mechanical influences. Wire connections must be covered.

1.12. There should be tables with brief instructions for operation and safety precautions, as well as warning labels, schematic hydraulic and kinematic diagrams on the tank truck of the fuel truck.

1.13. On the tank truck (on the left side in the direction of travel) there should be a sign with a warning inscription: "when filling and unloading fuel, the tank truck must be grounded."

1.14. The inner diameter of the inspection manhole must be at least 500mm.

1.15. Identification signs (dangerous goods) in the form of a rectangle measuring 690X300mm should be installed on the tanker truck, the right side of which is 400X300mm in size, painted orange, and the left side is white with a black border 15cm wide.

1.16. The fuel truck driver must be provided with PPE:

n Cotton overalls.

n Combined mittens.

When working with leaded gasoline, an additional rubber apron is issued in accordance with GOST 12.4.029-76 and rubber gloves in accordance with GOST 12.4.003.-74.

1.17. The design of a fuel tank truck should provide:

  • its spare parts from pollution using mechanized means;
  • sampling to control the quality of the transported oil product;
  • complete discharge of oil products by gravity on a horizontal platform.

1.18. For the convenience of the maintenance personnel, the tank truck must be equipped with ladders and platforms.

1.19. The tank truck of a fuel truck must be equipped with a device for storing hoses during movement, boxes for storing spare parts, special tools and accessories.

1.20. A breathing device shall be used to prevent build-up of pressure in the tank.

1.21. Sleeves for fuel must be oil and petrol resistant and antistatic.

2. Safety requirements before starting work

2.1. Before leaving, the driver of a fuel truck must undergo medical control at the organization to detect drugs and alcohol in the body, as well as the general physical condition.

2.2. The administration does not have the right to force the refueling driver, and the driver does not have the right to leave by car if the technical condition of the refueling service does not meet the technical conditions and safety regulations and traffic rules.

2.3. Before the release of the fuel truck driver to the gas station, the garage mechanic is obliged to check the technical condition of the vehicle, the availability of fire extinguishing equipment, the serviceability of the flashing light, the device for removing static electricity, safety signs, as well as the driver passing a medical examination.

2.4. The fuel truck driver must check the technical condition before leaving, in particular:

  • serviceability of the engine;
  • brakes;
  • steering;
  • headlights;
  • stop signal;
  • direction indicators;
  • sound signal;
  • no leakage of oil, water, fuel;
  • a device for removing static electricity;
  • the state of the muffler, which must be brought forward;
  • serviceability of flashing lights;
  • the presence of safety signs;
  • the presence of at least 2 fire extinguishers;
  • fittings for fastening hoses;
  • fastening of propeller shaft bolts.

In addition, check the filling of the car with fuel, oil, coolant and brake fluid, the electrolyte level in the batteries.

2.5. The serviceability of the fuel truck before leaving for the gas station, the driver confirms with a signature in the waybill.

3. Safety requirements during work

3.1. Start the engine using a starter. The starting handle may only be used in exceptional cases. In this case, the following rules must be observed:

without turning on the ignition, turn the crankshaft, make sure that the gear lever is in working order. Then turn on the ignition. Turn the starting handle in a circle from the bottom up, do not take the handle "in the girth". When starting the engine with manual adjustment, set the ignition timing later than the ignition. Unauthorized persons are not allowed to start.

3.2. The truck driver is prohibited from:

  • drive in a state of even mild intoxication or sleep in the cab with the engine running;
  • go to the gas station in a painful condition;
  • transfer driving to another person who does not have a driving license or a license not marked on the waybill.

3.3. Operations for pouring, receiving and dispensing leaded gasoline must be mechanized.

3.4. Refueling of a car with leaded gasoline (for fuel trucks) is carried out only when this car is equipped with safety equipment.

3.5. The fuel truck driver must be on the windward side with the engine off.

3.6. The speed of the vehicle (fuel truck) must not exceed 50 km/h, and on turns not more than 10 km/h. The driver of the refueling vehicle should start moving only after turning on the flashing light.

3.7. When draining gasoline from the tanker's car, check that the area is uncluttered, that there is no open flame, and that there is reliable grounding.

3.8. Connection of hoses, opening and closing of hatches of tanks and containers should be carried out carefully, avoiding impacts that could cause sparking.

3.9. Do not use metal tools that spark when struck.

3.10. When leaded gasoline is spilled, spilled areas must be immediately cleaned and neutralized.

3.11. When carrying out technological operations related to the filling of flammable liquids and combustible liquids, the following requirements must be met:

  • hatches and covers should be opened smoothly and without jerks and shocks, using non-sparking tools;
  • it is not allowed to carry out loading and unloading operations in suits doused with flammable liquids and combustible liquids, fittings (hoses, detachable connections) must be in good technical condition.

3.12. Before filling tanks and reservoirs, it is necessary to check the correctness of the metering device.

3.13. Level measurements should be made during daylight hours.

3.14. At night, use rechargeable flashlights made in a safe explosion.

4. Safety requirements in emergency situations

4.1. In the event of an accident, you must:

  • call the traffic police inspector;
  • notify management.

4.2. In the event of a fire, use powder and carbon dioxide fire extinguishers, call the fire brigade, inform the management.

4.3. In the event of an accident or an accident, stop the engine, provide medical assistance to the victim and call an ambulance, report the incident to the work manager.

5. Safety requirements upon completion of work

5.1. The fuel truck driver is obliged to put the car in the place reserved for its parking. Turn off the engine, in winter, drain the water from the cooling system to prevent it from freezing.

5.2. Clean the machine of dirt, tighten the bolted connections. Add lubricant where necessary.

5.3. Remove starting devices, eliminating any possibility of starting the car by strangers.

5.4. If the machine has any malfunctions, inform the mechanic about it.

Defects in the crystal structure of diamonds, seen as irregularities, have turned out to be not only potential memory cells, but also qubits for quantum computing. A solution to the problem associated with writing and reading information from a crystal was found by changing the charge of atoms in diamond defects.

The scientists used a unique method of recording data by modulating the charge of atoms when exposed to light of different wavelengths. This process was similar to firing colored light bulbs into a diamond, allowing a recording density of 25 gigabytes per square inch (2,5 square centimeters) to be achieved.

The experiment was carried out using cryogenic cooling in the laboratory conditions of the institute. Despite the success of the experiment, scientists emphasize that the commercialization of this technology is still in the distant future.
