1. General provisions

1.1. Persons who have reached the age of 18, have a certificate for the right to perform cooking work, are recognized by a medical commission as suitable for this work and have a qualification group in electrical safety of at least second are allowed to work as an asphalt concrete cooker.

1.2. When starting a job, an asphalt concrete welder must undergo an introductory briefing on labor protection, industrial sanitation, fire safety, gas safety, methods and methods of providing first-aid to victims and must be familiarized with the working conditions, rights and benefits for working in harmful and dangerous conditions. working conditions, rules of conduct in case of accidents.

Before starting work directly at the workplace, the asphalt concrete mixer must undergo initial training on safe methods of performing work.

On the conduct of introductory briefing and briefing at the workplace, appropriate entries are made in the Logbook for the registration of introductory briefings on labor protection issues and the Logbook for the registration of briefings on labor protection issues. At the same time, the signatures of both the one who was instructed and the one who instructed are required.

1.3. An asphalt concrete welder, after initial instruction at the workplace, must undergo an internship for 2-15 shifts (depending on length of service, experience and the nature of the work) under the supervision of an experienced qualified asphalt concrete welder, who is appointed by order (instruction) of the enterprise.

1.4. Repeated instruction on the rules and techniques of safe work and labor protection for an asphalt concrete mixer must be completed:

  • periodically, at least once a quarter;
  • with unsatisfactory knowledge of labor protection no later than a month;
  • in connection with an admitted case of injury or violation of labor protection requirements that did not lead to injury.

1.5. An asphalt concrete welder must work in special clothing and special footwear provided for by the Standard Industry Standards: a canvas suit, leather boots and canvas mittens.

Workwear and special footwear must be in good working order and correspond to the height and size of the worker.

1.6. The asphalt concrete cooker must comply with the requirements of the enterprise instructions for operating equipment for the preparation, pumping and heating of bitumen in boilers, as well as for cleaning digesters.

1.7. To safely carry out the technological process, the asphalt concrete welder must know and take into account the properties of bitumen when changing temperature:

  • bitumen boiler loading should not exceed 3/4 of the volume;
  • during dehydration of bitumen, foaming of the mass at a temperature of >100°C;
  • bitumen heating up to operating temperature 180°C;
  • bitumen flash point 250°C.

1.8. The asphalt concrete welder must monitor signals that relate to his work or warn of danger.

1.9. It is prohibited to leave a running installation unattended or transfer its control to another person.

1.10. The asphalt concrete welder must ensure that there are no persons not associated with production in the installation service area.

1.11. An asphalt concrete welder is prohibited from working on faulty equipment or faulty tools, with protective devices and screens (grids) removed.

Working areas, access points, fences and walkways near boilers must be fenced with metal handrails at least 1 m high, kept clean and sprinkled with sand.

1.12. The asphalt concrete welder must ensure that his workplace, passages and entrances to it are cleared of debris, dirt and foreign objects.

When visibility is less than 100 m (night time, fog), artificial lighting should be used.

1.13. At the work site, in a specially designated place, there must be a first aid kit equipped with everything necessary to provide first aid to the victim.

1.14. Persons suffering from skin diseases, diseases of the eyes and nasopharynx, as well as minor abrasions on the hands and face are prohibited from working with tar materials.

1.15. It is strictly forbidden to store and eat food directly at the workplace.

1.16. The asphalt concrete welder must know and follow the following fire safety rules:

  • smoking only in designated areas;
  • Do not store flammable liquids (gasoline, solar lubricating oil, etc.) in open containers;
  • do not use open fire when heating bitumen pipelines and pumps;
  • do not use heated rods and crowbars for cleaning bitumen pipelines;
  • when lighting the injectors, do not throw the lit torch on the ground near the fuel installation;
  •  tightly close the necks of the fuel tanks with metal caps.

1.17. To extinguish fires, sites must have fire extinguishers, sand boxes, and shovels.

2. Safety requirements before starting work

2.1. Before starting work, the asphalt concrete welder must accept a shift, knowingly having learned about all the shortcomings in the operation of the equipment that occur during the shift, and take measures to eliminate them, make sure that the equipment is in good working order, as well as the availability of a full set of working and fire-fighting equipment and the cleanliness of the worker places.

2.2. The asphalt concrete cooker must report to the engineering and technical worker about all malfunctions noticed during equipment inspection, shift acceptance and during work.

2.3. Before starting work, the asphalt concreter-welder must:

  • put on overalls and safety shoes;
  • check the technical condition of boilers, tanks and furnaces, loading area, shoots, entrances, presence and serviceability of electrical equipment and starting devices.

2.4. It is forbidden to work on faulty equipment.

2.5. Before starting the installation, check:

  • availability and serviceability of protective fences;
  • serviceability of protective grounding of electric motor housings, starting devices and mechanisms;
  • fastening of the main components and parts;
  • presence and serviceability of sound and light signals;
  • availability of powder or carbon dioxide fire extinguishers.

2.6. Make sure that service personnel are in their places and that there are no unauthorized persons.

2.7. Check the bitumen communications and, if there is frozen bitumen, warm the pipes and taps with hot water or steam.

2.8. The asphalt concrete cooker must know the procedure for heating bitumen with different types of fuel.

It is prohibited to use gasoline when lighting a boiler with solid fuel (wood, peat, coal).

The stock of solid fuel must be stored at a distance of at least 5 m from the furnaces.

2.9. When using liquid fuel (fuel oil), pre-purge the nozzle and air line with steam or air.

2.10. When heating bitumen in bitumen storage and boilers with electric heating devices, the asphalt concrete cooker must:

  • monitor the serviceability of the insulation or fences of all conductive elements of the heating device;
  • do not allow the spirals of the electric heating elements to be exposed (they must be completely immersed in bitumen);
  • turn on electric heating and lighting lamps only using starters, switches, etc.,
  • do not use metal objects to measure the level of bitumen in boilers;
  • Do not leave storage and boilers unattended when electric heating devices are turned on.

2.11. Before pumping bitumen through pipelines, the asphalt concrete mixer must first check the serviceability of flange connections, taps and pumps. Warm up areas where bitumen may harden with hot water or steam.

2.12. When servicing bitumen pumps, the following labor protection requirements must be observed:

  • turn on the pump only after warming up all bitumen pipelines;
  • ensure that the bitumen pressure in the line does not exceed the specified value;
  • if extraneous noise is detected in the pump, it is necessary to stop working until the malfunction is eliminated;
  • when sequentially pumping bitumen from different boilers, turning off the valves on the bitumen pipelines that lead from one boiler to another is allowed only after stopping the pump.

2.13. To safely load boilers with bitumen from a bitumen storage facility, it must first be heated to its flow temperature (60°C) and pumped.

3. Safety requirements during work

3.1. It is forbidden for an asphalt concrete worker-welder:

  • to be during work on the platforms between the hatches of the boilers;
  • ignite the firebox or turn on the electric heating with faulty equipment.

3.2. Turn off the fire immediately if bitumen leaks from the tank or boiler.

3.3. Make sure that boiler hatches are equipped with metal grates and covers that protect against rainwater entering and closing the boiler necks.

Lattices prevent a possible fall of the cooker when inspecting the boilers.

3.4. The cooker must monitor the temperature conditions for heating the bitumen, using temperature measuring instruments to control the heating of the bitumen.

3.5. When foaming, part of the bitumen must be pumped into a spare boiler and mixed vigorously (with mechanical mixers or using a circulation system).

3.6. It is forbidden to stir the bitumen in the boilers manually.

Before cleaning the bitumen boiler, you must:

  • completely remove bitumen residue from the boiler;
  • cool and ventilate the boiler;
  • disconnect the boiler from all steam and bitumen pipelines.

3.7. Cleaning or repairing bitumen boilers is allowed only after they have cooled down. Workers should use safety glasses, canvas suits, and, if necessary, gas masks. Work should be under the supervision of an engineer and technical worker.

3.8. At least two workers must clean the boiler: one, who performs the cleaning, puts on a warning belt with a rope attached to it, the end of which is held by the second, a safety worker standing outside the boiler and watching the first.

3.9. When working in a boiler, you should use a low-voltage battery or portable lamp with a voltage of no higher than 12 V with explosion-proof fittings for lighting.

3.10. Any switching on pipelines with hot bitumen, as well as opening of valves and valves of steam and air lines must be carried out carefully, by gradually turning the handwheel, valves and valves. In this case, you must use mittens.

3.11. Do not supply a large amount of fuel when igniting the injector. In the absence of automatic ignition, it is necessary to ignite the injectors with a torch made of oil-soaked rags or tow, wound on a piece of thick wire (rod) at least 1 m long with an open air or steam supply.

3.12. Before igniting the gas nozzle, you must first ventilate the firebox for 5-10 minutes.

When igniting and adjusting the nozzle, stand to the side of the firebox. Do not stand in front of the nozzle.

The flame in the furnace should be observed through a window in the protective screen.

3.13. When using a gas burner, the asphalt concrete cooker must ensure that the gas pipelines have sealed connections that do not allow gas to flow out, and that the gas pressure on the pressure gauge does not exceed the permissible limit.

3.14. If the gas supply to the burner stops, the flame breaks off or penetrates deeper, the burner should be turned off immediately and the replacement foreman should be reported about the malfunction.

3.15. It is prohibited to clean, fasten, tighten or repair parts of the unit while it is in operation.

3.16. In case of fire of fuel, bitumen or resins, it is prohibited to use water to extinguish it, taking into account the possible rapid boiling of it or its release along with the burning liquid and injury to people who are nearby. To do this, use powder or carbon dioxide fire extinguishers, cover the flame with sand, earth, or cover the fire source with a tarpaulin.

3.17. Do not pour hot bitumen manually.

3.18. In case of accidents, the asphalt concrete cooker must be able to provide first aid and, if necessary, call an ambulance, as well as inform the administration about what happened.

4. Safety requirements after finishing work

4.1. Disconnect technological equipment from electric current.

4.2. Arrange the workplace and mechanisms, clean them from bitumen and dirt.

4.3. Show all mechanisms and equipment in the prescribed manner to the shift worker with an entry in the journal about the noticed defects or malfunctions.

4.4. Take off your overalls, wash your hands and face (preferably with warm water), and check your overalls and put them in the closet.

4.5. Hands contaminated with bitumen or tar should be wiped with kerosene and then washed off with warm water and soap.

5. Safety requirements in emergency situations

5.1. Emergency shutdown of boilers is carried out in such cases:

  • when a malfunction is detected;
  • when identifying people in the danger zone.

5.2. When bitumen, which contains an admixture of water, is heated to a temperature of 95-105°C, water evaporates and violent foaming occurs. To prevent foaming and the release of bitumen, defoamers SKTN-1 (2-3 drops per 10 tons) and MKT-1 (4-6 drops per 10 tons) should be used.

5.3. When bitumen catches fire in boilers, the lids and chimney must be tightly closed.

If this cannot be done, it is necessary to extinguish the fire with foam fire extinguishers and sand.

It is forbidden to use water for this purpose, as this enhances combustion.

5.4. If a bitumen leak is detected from the boiler, you must immediately shut off the furnace, pump the bitumen into other boilers and inform the foreman.

5.5. If electrical equipment catches fire, immediately turn off the power to the process equipment and take measures to localize the fire; If the fire cannot be extinguished, you must immediately call the fire brigade by telephone.
