Introduction

This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts containing state labor protection requirements specified in the "General safety requirements" section of this document, regulatory documents of the Gosgortekhnadzor of Russia and is intended for construction workers performing work using scaffolds with a movable workplace - self-elevating scaffolds, cradles for construction and installation works, aerial platforms and auto-hydraulic lifts, etc., according to their profession and qualifications.

General safety requirements

1. Employees at least 18 years of age, before being allowed to work independently, must pass:

  • mandatory preliminary (when applying for a job) and periodic (during employment) medical examinations (examinations) for recognition as fit for work in the manner established by the Ministry of Health of Russia;
  • training in safe methods and techniques for performing work, briefing on labor protection, and testing knowledge of labor protection requirements.

2. Employees performing work on scaffolds with a movable workplace must comply with the requirements of this instruction, as well as the requirements of the manufacturers' instructions for the operation of the scaffolds, tools and equipment used to ensure protection from the effects of hazardous and harmful production factors associated with the nature of the work:

  • location of workplaces at a considerable height;
  • moving products;
  • collapsing structures;
  • falling of upstream materials and tools;
  • sharp edges, corners, protruding pins.

3. To protect against general industrial pollution and mechanical impacts, employees are required to use work clothes provided by employers free of charge, special footwear issued according to the norms depending on the profession or type of work performed.

To protect against falls from a height, workers must use a construction safety belt equipped with a dynamic shock absorber, complete with safety ropes.

Workers must wear protective helmets when on site.

4. Being on the territory of the construction (production) site, in production and amenity premises, work sites and workplaces, employees are obliged to comply with the internal regulations adopted in this organization.

Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited.

5. In the course of daily activities, employees must:

  • apply protective equipment, tools and equipment for their intended purpose, in accordance with the instructions of manufacturers;
  • maintain order in the workplace, do not violate the rules for performing work at height;
  • be careful during work and avoid violations of labor safety requirements.

6. Employees are obliged to immediately notify their immediate or higher supervisor of any situation that threatens the life and health of people, about each accident that occurred at work, or about the deterioration of their health, including the appearance of an acute occupational disease (poisoning).

Safety requirements before starting work

7. Before starting work, employees must:

a) put on overalls, special footwear and a helmet of the established sample;

b) present to the work manager a certificate of verification of knowledge of safe work methods and receive a task, taking into account labor safety, based on the specifics of the work performed.

8. After receiving the task from the foreman or work manager, the employees must:

a) prepare a safety belt and a safety device and check them for compliance with safety requirements;

b) visually check the serviceability of the mechanisms, the integrity of the structures of the scaffolds, working flooring and fences;

c) select technological equipment, tools necessary for the performance of work, and check their compliance with safety requirements;

d) check the presence of fences in the danger zone that occurs when the scaffolding is raised;

e) check the absence of obstructions in the area of ​​work and raising the scaffolds.

9. Employees should not start work in case of the following violations of safety requirements:

a) malfunctions of the scaffolds specified in the manufacturer's instructions, in which their operation is prohibited;

b) malfunctions of equipment and tools specified in the instructions of manufacturers in which their use is not allowed;

e) insufficient illumination of workplaces and approaches to them;

f) the presence of interference (protruding objects, bare wires, a working crane) in the lifting area and the location of the scaffolds;

g) lack of fencing of the area over which the work will be carried out.

Detected violations of labor safety requirements must be eliminated on their own, and if it is impossible to do this, employees must immediately report them to the foreman or work manager.

Safety requirements during work

10. Before starting work, make sure that there are no unauthorized persons in the work area.

11. The entrance of workers to the scaffold must be carried out in accordance with the operating instructions of the manufacturer.

12. When loading scaffolds with building materials or equipment, employees are obliged to monitor the uniform distribution of cargo at the workplace and the total weight of the load, which should not exceed the maximum allowable weight established by the manufacturer of this type of scaffolding.

13. Before lifting the scaffold, make sure that the lifting mechanism is working and that the scaffold structure is stable. Raising or lowering the platform should be carried out smoothly without jerks.

14. When working on scaffolds, workers must use a safety belt for fall protection, which should be attached to a safety rope (when working in cradles) or the structure of the scaffold.

15. In the process of work, the placement of materials, tools and other items must be such that their fall is excluded.

16. If the scaffold lifting mechanism is controlled by the driver outside the scaffold, during the movement of the scaffold between the workers on the scaffold and the driver, it is necessary to maintain communication up to 10 m - by voice, more than 10 m - by sign signaling or radio and telephone communication.

17. In the process of work, employees are prohibited from:

  • allow unauthorized persons to be on the scaffolds;
  • use materials, equipment and scaffold railings as a support to increase the working area and hang over the railings;
  • carry out the lifting of scaffolds with a load, the mass of which is unknown;
  • perform work related to the transfer of additional loads to the scaffold (stretching wires, fastening braces, etc.).

Safety requirements in emergency situations

18. When weather conditions change (snowfall, fog or rain) that impair visibility within the front of work, as well as wind speeds up to a speed of 10 m / s or more, workers are required to stop work and lower the scaffold to the lower position.

19. In the event of malfunctions in the design of the scaffolds, in which, according to the instructions of the manufacturers, their operation is prohibited, the employees must:

  • stop working until they are eliminated;
  • lower, if possible, the platform to the lower position;
  • notify the supervisor of the work about the malfunction of the scaffolding.

20. If it is impossible to lower the faulty scaffolds to the lower position, the workers must inform the work manager about this, who must take measures to ensure their evacuation from a height.

Safety requirements at the end of work

21. Upon completion of work on the scaffolds, employees must:

  • lower the scaffold to the lower position;
  • clean the scaffolds from waste building material and debris;
  • turn off the mains switch supplying the electric drives of the scaffold lifting mechanism;
  • inform the work manager or the person responsible for the safe condition of the scaffolds of all problems that have arisen during work.
