Safe Operation

1. General requirements for labor protection

1.1. On the basis of this instruction, an instruction on labor protection is developed for a freight forwarder for the carriage of goods (hereinafter referred to as the freight forwarder), taking into account the conditions of his work in a particular organization.

1.2. The freight forwarder must comply with the organization's internal labor regulations, work schedule, work and rest schedule.

1.3. During work, the forwarder may be exposed to the following hazardous and harmful production factors:

  • moving cars;
  • moving parts of conveyors, lifting machines;
  • transported goods, containers;
  • unstable stacks of transported and weighed goods;
  • sharp edges, burrs and uneven surfaces of goods and containers;
  • noise, vibration;
  • physical overload during loading and unloading operations.

1.4. In accordance with the current legislation, the freight forwarder is issued with special clothing and other personal protective equipment, provided for by standard industry standards.

1.5. The freight forwarder must notify his immediate supervisor of any situation that threatens the life and health of people, of each accident that occurred at work, of the deterioration of his health, including the manifestation of signs of an acute illness.

1.6. When working with food products, the freight forwarder should:

  • leave outerwear, shoes, headgear, personal items in the dressing room;
  • before starting work, put on clean sanitary clothing, change it as it gets dirty;
  • wash hands with soap before eating, after going to the toilet and after touching contaminated objects;
  • do not allow eating in utility and storage rooms.

2. Labor protection requirements before starting work

2.1. Fasten special (sanitary) clothing with all buttons (tie ties), avoiding hanging ends of clothing, remove hair under a headdress.

Do not stab clothes with pins, needles, do not keep sharp, breakable objects in the pockets of clothes.

2.2. When participating in loading and unloading operations:

  • inspect the working area and make sure that the floors and platforms on the ways of transporting goods are not wet and slippery, without cracks, potholes, stuffed planks, protruding nails, open unenclosed hatches, wells, and the passages and driveways are leveled and do not have holes, potholes;
  • lay a hard coating or flooring with a width of at least 1,5 m if it is necessary to move goods across the rail tracks (at the level of the rail head), on soft or uneven ground, in other situations;
  • check the sufficiency of illumination of passages and places of loading, unloading and movement of goods;
  • if necessary, require lighting of places where loading and unloading operations are carried out;
  • in the cold season, require clearing of snow, and in case of icing, sanding, slag or other anti-slip material of passages, driveways, ramps, bridges and gangways;
  • make sure the safe, stable position of the goods, as well as the absence of unauthorized persons in the places of production of loading and unloading operations and the areas of work of lifting machines.

2.3. Check the serviceability and operation of the lifting and leveling platforms and the lever drive for lifting the fork or hydraulic trolley platform, other equipment used in loading and unloading operations.

2.4. Report any equipment malfunctions or other malfunctions to the immediate supervisor and start work only after they have been eliminated.

3. Labor protection requirements during work

3.1. Perform only the work for which he was trained, instructed in labor protection and for which he was admitted by the employee responsible for the safe performance of work.

3.2. Do not entrust your work to untrained and unauthorized persons.

3.3. Use serviceable equipment and devices necessary for safe work, use them only for the work for which they are intended.

3.4. Use hand protection when carrying goods in rigid containers, edible ice, frozen foods.

3.5. Do not walk or work on the paths of electric and forklift trucks, cars, cargo trucks.

3.6. When loading (unloading) do not stay inside the machine or railway car, in the area of ​​the crane.

3.7. Comply with the rules of movement in the premises and on the territory of the organization. When moving in warehouses, use only established passages, do not walk on stacks of goods, empty containers, do not climb over conveyors, fences and other obstacles.

3.8. Do not cross railway tracks under wagons, between uncoupled wagons.

3.9. Stay at a safe distance from the maneuvering vehicle.

3.10. When moving the car in reverse, do not stand between the side of the body and the flyover.

3.11. During the movement of the car on the territory of the organization, the landing stage (ramp) should not be on the footboard or wing of the car.

3.12. When in the zone of possible movement of stacker cranes, manipulators, cars, other wheeled floor vehicles, be careful, especially in the presence of objects that limit visibility.

3.13. Before exiting from behind a parked car, the corner of a building, or from a gate, you should stop and continue your journey only after making sure that there is no moving traffic.

3.14. Do not cross the road in front of a moving car, other vehicles or loading equipment, let a moving or maneuvering vehicle, mechanism pass.

3.15. Be careful in narrow aisles between vehicles (especially with running engines).

3.16. When carrying out loading and unloading operations, you should:

  • loading and unloading of cargoes to be carried out taking into account its category and degree of danger;
  • choose a method of loading and unloading that meets the requirements of safe work;
  • put goods in glass containers only on strong, stable stands;
  • carry loads only in serviceable containers;
  • install (stow) loads on vehicles in such a way that during transportation they do not shift and fall, if necessary, secure the load;
  • to fix the load in a car, railway car, use wooden or metal stops, thrust frames, shields;
  • open and close the side of the vehicle body by at least two employees (provided that the cargo is safely located) located on one side of the side to be opened (closed);
  • when transporting packaged goods, use palletizing using pallets, containers and other packaging means;
  • when loading, cargo of irregular shape and complex configuration should be placed on the vehicle so that its center of gravity occupies the lowest position;
  • place cargo in a covered wagon so that it does not interfere with the free opening of doors located on both sides of the wagon;
  • when opening the doors of the car, not be in the danger zone of a possible collapse of the cargo;
  • open the sides of the platform in the prescribed sequence (first in the middle, and then at the ends of the platform), being at a distance of at least 1 m from the side;
  • lifting operations, perform fire-safe methods, excluding spills and leaks of flammable combustible liquids, sources of ignition and sparking.

3.17. When loading cargo into the body of a car, you should:

  • load the car body from the cab to the tailgate, unload in the reverse order;
  • when loading in bulk, place the cargo evenly over the entire floor area of ​​the body and so that it does not rise above the sides;
  • piece cargo, towering over the side of the body, to be tied with rigging;
  • pack box, barrel and other piece loads tightly and without gaps so that when moving (sharp braking, starting off or on sharp turns) they do not move along the floor of the body;
  • fill the gaps between the loads with strong spacers and spacers;
  • secure each load individually to prevent it from moving and tipping over;
  • install barrels with liquid cargo with the stopper up, install each row of barrels on gaskets from boards, and wedge all the outer rows, the use of other items instead of wedges is not allowed;
  • install glass containers with liquids in crates while standing;
  • tare not to load more than the nominal gross weight;
  • stack the cargo in the container so that it is below the level of its sides.

3.18. When laying is not allowed:

  • securing cargo in the car body with wire, metal ropes;
  • installation of cargo in glass containers in crates on top of each other installation (in two tiers) without strong gaskets that protect the bottom row from destruction during transportation;
  • so that the load in the body rises above the carriageway by more than 3,8 m and has a width of more than 2,5 m.

3.19. When assisting the driver in maneuvering the car in a limited area, choose a position that guarantees personal safety, when escorting a load, do not ride in the back of a car.

4. Labor protection requirements in emergency situations

4.1. In an emergency, notify nearby employees of the danger, report to the immediate supervisor about the incident and act in accordance with the emergency response plan.

4.2. If in the course of work the loading place is contaminated with fats or spilled powdery substances (flour, cement, etc.), stop the work until the pollutants are removed.

4.3. Remove spilled grease with a rag or other grease-absorbing material. Rinse the contaminated area with a heated (up to 50 ° C) solution of soda ash and wipe dry.

4.4. Clean up a large amount of spilled dusty powdery substances with goggles and a respirator.

4.5. In case of injury, poisoning and sudden illness, it is necessary to provide first (pre-medical) aid to the victim and, if necessary, organize his delivery to a healthcare facility.

5. Labor protection requirements at the end of work

5.1. Clear cargo trolleys, bridges, gangways from spills and spills of goods and put them away to designated storage areas.

Place the load trolley on a level surface, lower the hydraulic trolley frame to the lower position.

5.2. It is not allowed to clean garbage and waste directly by hand; for these purposes, it is necessary to use brushes, shovels and other devices.

5.3. Wash hands with warm water and soap, if possible, take a shower.
