I. General Provisions

  1. The chief (senior) dispatcher (head of the dispatching service) belongs to the category of managers, is hired and dismissed from it by order of the director of the enterprise.
  2. The chief dispatcher (hereinafter referred to as the chief dispatcher) is directly subordinate to _______.
  3. A person who has a higher professional (technical or engineering and economic) education and work experience in the position of a dispatcher or other engineering and technical and managerial positions in operational management of production for at least __ years is appointed to the position of chief dispatcher, including at this enterprise at least __ years (years).
  4. During the temporary absence of the chief dispatcher (business trip, vacation, illness, etc.), his duties are performed by a deputy appointed in the prescribed manner, who is fully responsible for the timely and proper performance of his duties.
  5. In his activities, the chief dispatcher is guided by:
  • legislative and regulatory legal acts on the operational management of production;
  • methodological materials on relevant issues;
  • the Charter of the enterprise;
  • orders (instructions) of higher authorities;
  • orders and orders of the director of the enterprise;
  • this Job Description.
  1. The chief dispatcher must know:
  • legislative and regulatory legal acts, methodological materials on the operational management of production, profile, specialization and features of the structure of the enterprise, prospects for its development;
  • fundamentals of production technology of the enterprise;
  • organization of production in the industry and at the enterprise;
  • product range, types of work and services performed; production capacities, technical characteristics, design features and modes of operation of the enterprise equipment, rules for its operation;
  • the procedure and methods of production planning, specialization and territorial location of the enterprise's divisions, production relations;
  • systems and methods for recording the progress of production;
  • regulations, instructions and other guidance materials on the development and execution of technical documentation;
  • organization of work of production warehouses, transport and loading and unloading operations at the enterprise;
  • standards and specifications for the supply of products manufactured by the enterprise; advanced domestic and foreign experience in the field of operational management of production;
  • fundamentals of economics, organization of labor and management;
  • main issues of labor legislation;
  • rules and regulations of labor protection.

II. Official duties

The chief dispatcher of the enterprise is obliged:

  1. To ensure the rhythmic work of the enterprise and the uniform output of products, the performance of work in accordance with production programs, contractual obligations, calendar schedules and shift-daily tasks.
  2. Take measures to maximize the use of the production capacity of the enterprise, contributing to the rational loading of equipment, increasing the shift ratio, creating conditions for the effective work of personnel.
  3. Organize operational and production planning and dispatching.
  4. Carry out regular operational control over the course of production and other types of core activities of the enterprise, take measures to prevent and eliminate violations of the production process, involve auxiliary and other services of the enterprise in the elimination of these violations.
  5. Coordinate the work of departments of the enterprise, production transport and warehouses, conduct dispatching meetings.
  6. Control the availability of workshops and sites with the necessary raw materials, materials, structures, components, equipment, as well as transport and handling facilities.
  7. Manage the conduct of regulatory and planned calculations to determine the size of launch lots, delivery dates and stock rates.
  8. Carry out systematic monitoring of the availability of backlogs at the level of established standards in workshops and areas, the uninterrupted promotion of products along the production flow, the implementation of schedules for the delivery of finished products or completed works (services).
  9. Ensure timely receipt of the necessary planning documentation for operational control over the progress of production.
  10. Provide methodological guidance to the dispatching services of the production departments of the enterprise.
  11. To study best practices in the field of operational management of production, to take part in the development, implementation of measures to improve production planning, dispatching, operational accounting and control over the progress of production, the introduction of technical means of operational management of production.
  12. Manage the summing up of the results of work and the evaluation of the activities of the enterprise's divisions in the implementation of production programs for the production of products.
  13. Participate in the work to improve the specialization and cooperation of production, increase its efficiency, ensure timely accounting of output and work performed, and reporting.
  14. Organize work to improve the skills of employees of the dispatch service.
  15. Supervise the work of dispatchers, control their maintenance of dispatch logs and other technical documentation.

III. Rights

The chief dispatcher has the right:

  1. Act on behalf of the department, represent the interests of the enterprise in relations with structural divisions of the enterprise, organizations and authorities on issues within its competence.
  2. Get acquainted with the draft decisions of the management of the enterprise relating to its activities.
  3. Submit proposals to improve the activities of the enterprise (department) for consideration by the management.
  4. Receive personally or on behalf of the management of the enterprise (heads of departments and specialists) information and documents necessary for the performance of their duties.
  5. Sign and approve documents within their competence, issue orders for the enterprise on production planning issues under their signature.
  6. Interaction with the heads of all structural divisions of the enterprise.
  7. Submit proposals for the consideration of the management of the enterprise on bringing officials to liability based on the results of inspections.
  8. Require the management of the enterprise to assist in the performance of their duties and rights.

IV. A responsibility

The Chief Controller is responsible for:

  1. For failure to perform (improper performance) of their official duties provided for by this Job Description, within the limits determined by the labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the labor and civil legislation of Ukraine.
