Safe Operation

1. General requirements for labor protection

1.1. Workers who have undergone a medical examination and are deemed fit to perform this type of work, have been instructed and trained, have tested their knowledge of labor protection, fire safety, provide first aid, have mastered the practical skills of safe work performance and have a qualification certificate can be admitted to work as a locksmith.

1.2. The locksmith must comply with production and technological discipline, labor protection requirements, use personal protective equipment correctly, keep the workplace clean and tidy. Smoking only in designated areas.

1.3. When working with an electric welder, it is necessary to wear a protective mask or shield with ES glasses, or goggles with GS glasses used in gas welding.

1.4. Work near live wires and electrical equipment is allowed only when the voltage is off.

1.5. For particularly dangerous work, the mechanic must obtain a work permit, which lists the necessary measures for labor protection.

1.6. Work at night or in dark places should be carried out using portable lamps with a voltage not exceeding 50 V.

1.7. Cleaning material should be removed in iron boxes with lids.

1.8. Banks with oil products are not allowed to be left near the equipment being installed or dismantled. They must be placed in a specially designated place.

1.9. In cases not covered by this manual, contact the work manager.

1.10. Employees are responsible for violation of the requirements of this instruction in accordance with applicable law.

2. Labor protection requirements before starting work

2.1. Put work clothes in order, fasten the cuffs of the sleeves, tuck in the clothes so that there are no hanging ends, put the hair under the headgear.

2.2. Select the necessary tools and fixtures, check their suitability:

  • wrenches must match the dimensions of the nuts and bolt heads and have no cracks or nicks, the jaws of the wrenches must be strictly parallel and not rolled up, sliding wrenches must not be loosened in moving parts;
  • metalwork hammers and sledgehammers should have a slightly convex surface of the striker without hardening and cracks and securely fastened to the handles by wedging;
  • the handles of hammers and sledgehammers should be made of hard and tough wood and have a smooth surface;
  • metalwork tools (chisels, barbs, punches, center punches, etc.) must be free of cracks, burrs, work hardening. The length of the chisel is allowed at least 150 mm;
  • pullers should not have cracks, bent rods or a curved shape of the surface of the grips, torn off or removed threads.

2.3. Inspect the workplace and put it in order:

  • remove objects and debris that interfere with work;
  • sprinkle slippery places with sawdust or sand, remove snow, ice;
  • make sure that the workplace is sufficiently lit and the light does not blind the eyes.

2.4. It is forbidden to use compressed air to clean dust, debris, chips and other light materials that interfere with work.

2.5. When using a portable electric lamp, check its serviceability (the fittings must be undamaged, the lamp must have a mesh fence, the cable insulation must be undamaged) and make sure that the voltage for a portable electric lamp when used outdoors, in damp and dangerous rooms does not exceed 12 V, and in dry - 50 V.

2.6. Prepare a special place for laying out parts and assemblies.

It is not allowed to block the passages with units and parts of the equipment.

2.7. Large and heavy units should be stacked in one row.

Cylindrical parts can be stacked in several rows, provided that the bottom row is laid on linings and securely fixed with stops or other auxiliary means.

2.8. When dismantling the equipment, it is necessary to disconnect it from the mains (remove the drive belts) and post a poster "Do not turn it on! People are working!" on the starting device (knife switch).

3. Labor protection requirements during work

3.1. The employee must perform only the work that is entrusted to him by his immediate supervisor.

3.2. Disassembly and assembly of bolted connections should be carried out with a wrench without the use of levers to increase the shoulder.

3.3. When lifting loads with jacks, the following requirements must be observed:

  • a wooden lining (sleepers, beams, boards 40-50 mm thick) should be placed under the jack with an area larger than the base of the jack body (depending on the mass of the load being lifted);
  • the jack must be installed strictly in a vertical position with respect to the load being lifted, and when moving it, without skew to the supporting part of the load;
  • the head (paw) of the jack must rest against the strong nodes of the equipment being lifted in order to avoid their breakage, laying an elastic gasket between the head (paw) and the load;
  • the head (paw) of the jack must be supported by its entire plane in order to prevent the load from slipping during lifting;
  • all rotating parts of the jack drive must be freely (without jamming) turned by hand;
  • during lifting, it is necessary to monitor the stability of the load;
  • as the load is lifted, the linings should be laid, and when it is lowered, they should be gradually removed.

3.4. It is forbidden to load jacks above their passport load capacity.

3.5. The release of the jack from under the lifted load and its rearrangement is allowed only after the load is securely fixed in the raised position or laid on stable supports (sleeper cage).

3.6. It is necessary to press out and press in bushings, bearings, gears and other parts using pullers or presses. In some cases, it is allowed to use punches and hammers with brass tips.

3.7. When installing and assembling equipment, the coincidence of holes in mating parts should be checked only with a mandrel or mount. Do not perform this operation with your finger.

3.8. When cutting and chasing metal, it is necessary to wear goggles and use protective screens.

3.9. Chips, dust, lumpy waste must be swept away with a special brush. It is forbidden to blow off dust, chips, sawdust with compressed air or clean it with unprotected hands.

3.10. When performing work by a group, it is necessary to coordinate their actions with each of the workers.

3.11. When working with an electric welder or a gas welder, protective goggles and gloves should be used.

3.12. Do not store open flammable liquids and oily cleaning materials in the workplace.

3.13. Work near cables, electric wires and current-carrying parts of the equipment should be performed only after de-energizing (blackout) or installing a guard against touching them.

3.14. It is forbidden to independently check the operability of electrical installations without an electrician of the appropriate qualification.

3.15. When installing and dismantling equipment located at a height of more than 1,5 m from the ground (floor), it is necessary to work in a helmet and with a safety belt.

3.16. Before testing the equipment at idle, it is necessary to install all guards and devices that ensure the safety of workers, secure them firmly and correctly.

3.17. It is not allowed to climb inside pipelines, bunkers until the corresponding equipment is turned off and completely stopped.

3.18. It is forbidden:

  • lift units and parts along the ladder and leave the tool on it;
  • use scaffolding, scaffolding, ladders and ladders until their final production and without the permission of the work manager;
  • work from a flooring laid on random supports, and also be on one or two boards laid on goats;
  • load scaffolding, scaffolding, ladders with knots, parts, materials without the permission of the work manager;
  • allow people to stay under the installed equipment and mounting units until they are finally secured;
  • fasten cavities, decks and other devices, as well as ropes and rods directly to the mounted equipment and its elements that are not designed for this;
  • lift cargo using beams, trusses and other structures of buildings and structures without the permission of the work manager;
  • drop tools and parts from scaffolding.

3.19. Cutting, bending of rolled metal, pipes and their processing should be carried out outside scaffolds and scaffolding.

3.20. The movement of large-sized mounted and dismantled equipment within the installation area is carried out according to a previously developed scheme using mechanized devices. To lower the said equipment on an inclined plane, in addition to traction winches, brake winches must be used. Wedging braking is not allowed.

3.21. When working with a winch:

  • the installation site, the winch attachment method, as well as the location of the blocks must comply with the approved work plan;
  • it is prohibited to weld manual lever winches to equipment maintenance platforms, as well as to fasten them to pipelines and their hangers;
  • winches, during the inspection of which defects are found, are not allowed to work;

winches are prohibited in the following cases:

  • if they are not securely fixed in the workplace;
  • in case of brake failure;
  • in case of a malfunction of the electric drive;
  • in the absence of a drive guard;
  • in case of unreliable fastening of the rope on the drum or its incorrect winding (loops, slack);
  • it is also forbidden to manually control the winch without gloves, repair or tighten loose connections during the operation of the winches;
  • when working with winches equipped with a manual drive, the number of workers serving the winch should be selected based on the specific working conditions and the estimated force that the worker must apply to the handle. The force applied to the handle by one person must not exceed 120 N (12 kg). For short-term work, an increase in force up to 200 N (20 kg) is allowed;

when using winches with a manual lever drive, it is prohibited:

  • be in the swing plane of the lever and under the lifted load;
  • use a lever that is longer than the winch provided for by the technical data;
  • move the lever from one extreme position to another in jerks.

During operation, the load to be moved must be securely fastened to the hook. The movement of the reverse stroke handle must be smooth, without jerking or jamming; the traction mechanism and the rope must always be on the same straight line.

3.22. To control load-lifting mechanisms (winches, hoists, pulleys, chain hoists, etc.), slinging of loads and rigging work, workers who are specially trained and certified in accordance with the Rules for the Safe Operation of Load-lifting Cranes and have a mark in the certificate of knowledge testing are allowed.

3.23. It is forbidden to dismantle the equipment if it is under the pressure of the coolant. The heating medium must be turned off.

3.24. During hydraulic and pneumatic testing of pipelines, it is forbidden to perform any work (except for tightening flanges) and be against the plugs of the tested pipe.

3.25. When using a power tool, it is prohibited:

  • hold the switched on power tool by the wire or touch the rotating parts of the tool;
  • remove chips with your hands during drilling;
  • use portable metal ladders;
  • perform work on scaffolding and scaffolding without fencing;
  • leave tools on scaffolding and scaffolding.

3.26. It is forbidden to work with a power tool outdoors during rain, if there is no canopy over the workplace. If there is a canopy, you should work with dielectric gloves.

3.27. When preparing for hot work on pneumatic transport and ventilation systems, it is necessary to:

  • disconnect the pipeline, mechanism or apparatus from the system in order to prevent the spread of fire through the system due to natural draft;
  • clean the internal surfaces of equipment, apparatus and pipelines from combustible substances (dust, sawdust, shavings, tar secretions, etc.);
  • moisten the inner surface of pipelines or devices with water and plug the connected openings;
  • connect the repaired unit to the system only after making sure that there are no smoldering particles and after it has completely cooled down.

4. Labor protection requirements in emergency situations

4.1. In case of any accident or situation that can lead to an accident and accidents, measures should be taken immediately to prevent the possibility of damage (destruction) of the emergency facility and eliminate the danger to people's lives. At the same time, it is necessary to report the incident to the work manager.

4.2. The victim or eyewitness must notify the foreman or the appropriate work manager of each accident.

4.3. Each worker must be able to provide first aid. Assistance must be provided immediately at the scene of the incident. The first step is to eliminate the source of injury (turn off the engine, stop the mechanism, etc.).

The provision of assistance should begin with the most significant that threatens the health or life of a person: in case of severe bleeding, apply a tourniquet, and then bandage the wound; if a closed fracture is suspected, apply a splint; with open fractures, you should first bandage the wound, and then apply a splint; for burns, apply a dry bandage; in case of frostbite, gently rub the affected area using soft or fluffy tissues.

If spinal injuries are suspected, the victim can only be transported in the supine position on a rigid base.

After providing first aid, the victim should be sent to the nearest medical facility.

4.4. In the event of a fire or fire, it is necessary to immediately inform the fire department, start extinguishing the fire with available means, and take measures to call the work manager to the fire site.

5. Labor protection requirements at the end of work

5.1. Upon completion of work, you should:

  • remove the tool to the place provided for these purposes;
  • tidy up the workplace.

5.2. Report any deficiencies noticed during work to the supervisor.

5.3. Wash hands and face with warm soapy water and shower if possible.
