Persons who have been instructed in safe methods and methods of work are allowed to work in the wells of water supply and sanitation systems. 2. When sending workers to perform work in wells, underground utilities, the managers responsible for the performance of work are required to issue a work permit indicating the dangers and protective measures. 3. During technical (deep) inspection and work related to lowering the worker into the well, the team must consist of at least three people: one works in the well, the second - on the surface, the third specially monitors the work in the well and, if necessary, provides help to the worker in the well. It is forbidden to divert the observing worker to other work until the worker in the well comes to the surface. 4. Before descending into the well, it is necessary to make sure that there is no gas content in it, for which gas analyzers (gas indicators) or a LBVK lamp are used in accordance with the manufacturer's instructions, as well as the strength of the brackets or ladders with a pole. 5. The LBVK lamp is lit on the surface, away from the open well. It is forbidden to light a lamp in wells. Regardless of the results of the check, the worker is forbidden to go down into the well and work in it without a safety belt and a burning LBVK lamp. 6. When working in wells and other underground utilities where explosive gases can accumulate, it is allowed to use rechargeable lamps with a voltage of not more than 6 W for lighting. Smoking and open flames are prohibited in these areas. 7. If gas is found in the well, it must be removed. After removing the gas, it is allowed to work in the well with a constant air supply by a fan. In this case, for control, the LBVK lamp must be in the well. 8. To remove gas, use: a) natural ventilation by opening the cover of the working well and two adjacent (above and below) manholes; b) air injection by a manual fan or blowers installed on special vehicles; c) filling with water from a fire hydrant located in a water well, followed by pumping out. 9. It is strictly forbidden to remove gas by burning out or supplying oxygen from a cylinder. 10. If it is impossible to completely remove gas from the well, the worker's descent into the well is allowed only in an insulating hose gas mask of the PSh-1 or PSh-2 brand, the hose of which is brought to the surface 2 m away from the well. A worker in a mask with a discharge hose is allowed to work in the well without a break for no more than 10 minutes. 11. The team performing work in the wells must have the following safety and protective devices: a) individual safety belts for each member of the team with straps and ropes that have passed preliminary tests, the length of the rope must be at least 2 m more than the depth of the well; b) a rope with a carabiner; c) signal vest, protective helmet; d) an insulating gas mask with a hose 2 m longer than the depth of the well, but with a total length of not more than 12 m. It is strictly forbidden to replace an insulating gas mask with a filter one; e) two LBVK lamps; f) a rechargeable flashlight with a voltage not exceeding 6 watts. It is strictly forbidden to replace the battery lamp with a light source with an open flame; g) manual or mechanical fan; h) protective portable signs of the established sample; i) hooks and crowbars for opening well covers; j) a pole or folding ruler to check the strength of the staples. 12. Well covers should be opened with a hook or crowbar. Do not open covers by hand. The removed cover should be laid from the well in the direction of traffic. 13. When working in wells located on the roadway, work sites are subject to fencing with portable warning road signs installed towards traffic at a distance of 5 to 10 m from the place of work, depending on local conditions.
