Introduction

This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts containing state labor protection requirements specified in the section "General Safety Requirements" of this document, and other regulatory legal acts of the Russian Federation containing state regulatory labor protection requirements and is intended for machinists asphalt concrete layers when performing work according to their profession and qualifications (hereinafter referred to as machinists).

General safety requirements

1. Men at least 18 years of age who have undergone appropriate training and have professional driver skills must pass the following before being allowed to work independently:

mandatory preliminary (when applying for a job) and periodic (during employment) medical examinations (examinations) for recognition as fit for work in the manner established by the Ministry of Health of Russia;
training in safe methods and techniques for performing work, briefing on labor protection, internships at the workplace and testing knowledge of labor protection requirements.

2. Drivers are obliged to comply with labor safety requirements to ensure protection from the impact of hazardous and harmful production factors related to the nature of work:

noise;
vibration;
increased content of dust and harmful substances in the air of the working area;
moving machines, mechanisms and their parts;
elevated surface temperature of equipment and materials.

3. To protect against general industrial pollution and mechanical influences, drivers are required to use cotton overalls, leather boots, and combined mittens provided free of charge by employers.

Drivers must wear safety helmets when on site.

4. Being on the territory of the construction (production) site, in production and amenity premises, work sites and workplaces, drivers are required to comply with the internal labor regulations adopted in this organization.

Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited.

5. In the course of daily activities, drivers must:

apply during the operation of the machine for its intended purpose, in accordance with the instructions of the manufacturers;
keep the vehicle in good technical condition. Avoiding work with malfunctions in which operation is prohibited;
be careful during work and avoid violations of labor safety requirements.

6. Drivers are obliged to immediately notify their immediate or superior supervisor of any situation that threatens the life and health of people, about each accident that occurred at work, or about the deterioration of their health, including the appearance of an acute occupational disease (poisoning).

Safety requirements before starting work

7. Before starting work, the driver must:

a) present to the work manager a certificate of checking the knowledge of safe work methods, receive an assignment and be instructed at the workplace on the specifics of the work performed;

b) put on overalls and special footwear of the established sample.

8. After receiving the task, the driver must:

a) inspect the scope of work with the supervisor, get acquainted with the profile, marks and features of the site on which to work;

b) clarify the sequence of work and safety measures when loading the bunker with asphalt concrete, turning turns, parking, as well as the presence of fences and warning signs;

c) perform shift maintenance in accordance with the operating instructions for the machine;

d) warn about the start of the engine to workers servicing the machine or located in the area of its work, and make sure that the gear lever is in the neutral position;

e) start the engine and check the operation of all mechanisms at idle and the operation of the brakes at low speed.

9. The driver must not start work in case of the following violations of safety requirements:

a) a malfunction of the mechanisms, in which the operation of the stacker is prohibited;

b) the presence of foreign objects in the path of the vehicle, the absence of barriers and warning signs;

c) insufficient illumination of the site driver's workplace;

d) lack of fire extinguishing equipment.

Detected violations of safety requirements must be eliminated on their own, and if it is impossible to do this, the driver is obliged to report them to the work manager and the person responsible for maintaining the machine in good condition.

Safety requirements during work

10. Before starting work, the driver must make sure that there are no people in the traffic area and sound a sound signal.

11. While the paver is operating, the operator must remain in his place at the control mechanisms, monitor the operating mode of the engine, the readings of instrumentation and the operation of the mechanisms.

12. Simultaneous operation of two asphalt concrete pavers is allowed if the distance between them is at least 10 m, and between the asphalt concrete paver and the roller - at least 3 m.

13. If it is necessary to clean mechanisms and components from the mixture, the driver must completely stop the machine and turn off the engine.

14. The asphalt concrete mixer must receive the asphalt concrete mixture into the hopper of the asphalt paver and clean the dump truck body from the mixture.

15. The driver in the process of work is not allowed:

a) transfer control of the machine to persons who do not have the right to do so;

b) leave and enter the control platform until the machine comes to a complete stop;

c) be near the hot side walls of the bunker when loading it with hot mixture;

d) touch the hopper when there is an asphalt mixture in it;

e) allow asphalt concrete pavers to regulate the thickness of the laid layer;

f) carry out any maintenance and repair work on the machine while the engine is running, with the exception of engine adjustment.

16. Work in the security zone of a power transmission line is permitted with the written permission of the owner of the power line, the execution of a work permit defining safe working conditions, and under the supervision of the work manager.

17. When performing repairs or maintenance, you must use proper tools and equipment. When working with impact tools, the operator must wear safety glasses.

18. While the asphalt concrete paver is moving on uphill and downhill slopes, the operator should not change gears.

19. If an asphalt concrete paver stops on the side of the road during the day, it should be fenced with red flags, and in the dark and in case of poor visibility - with red lanterns.

20. Before loading the asphalt paver onto the trailer, the operator must ensure that the trailer is stable and braked. After loading the stacker, it should be securely secured (with stops, braces, etc.).

During the transportation of the machine, the driver is not allowed to be in the cab.

21. While refueling the asphalt concrete paver, the driver and persons nearby are not allowed to smoke or use fire. After refueling, the car must be wiped of fuel and lubricant leaks, and the oily cleaning cloth must be placed in a metal lockable box.

It is not allowed to make a fire at a distance of less than 50 m from the place of work or parking of the car.

Safety requirements in emergency situations

22. If there are obstacles whose height exceeds the ground clearance or which cannot be overcome by lifting the working element, the machine should be stopped immediately and measures should be taken to eliminate them.

23. If malfunctions occur in the machine’s mechanisms, in which, according to the manufacturer’s instructions, its operation is prohibited, work must be suspended, the work manager must be informed about this and measures must be taken to eliminate the problems.

24. In the event of a fire, work must be suspended and measures must be taken to extinguish the source of fire. If it is impossible to extinguish the fire yourself, you should call the fire department and inform the foreman or work manager.

Safety requirements at the end of work

25. At the end of the work, the driver must:

a) put the car in the parking lot;

b) put the gear lever in neutral position and apply the brake;

c) turn off the engine;

d) inform the work manager or the person responsible for maintaining the machine in good condition about all problems that arose during operation.
