Full Document Occupational Safety and Health / Standard instructions for labor protection Introduction This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts containing state labor protection requirements specified in the "General safety requirements" section of this document, intersectoral labor protection rules (safety rules) during the operation of electrical installations, and is intended for mortar mixer operators mobile during the performance of work by them according to their profession and qualifications (hereinafter referred to as machinists). General safety requirements 1. To protect against general industrial pollution and mechanical impacts, drivers are required to use cotton overalls provided by employers free of charge, rubber boots, combined mittens, suits with insulating padding and felt boots for the winter period. While on the construction site, the machinists must wear protective helmets, in addition, when loading cement, use respirators, and when turning on and off the engine, use dielectric rubber gloves. 4. Being on the territory of the construction (production) site, in production and amenity premises, work sites and workplaces, drivers are required to comply with the internal labor regulations adopted in this organization. Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited. 5. In the course of daily activities, drivers must:

Drivers are obliged to immediately notify their immediate or superior supervisor of any situation that threatens the life and health of people, about each accident that occurred at work, or about the deterioration of their health, including the appearance of an acute occupational disease (poisoning). Safety requirements before starting work 7. Before starting work, the driver must: a) present to the work manager a certificate of checking the knowledge of safe work methods, receive an assignment and be instructed at the workplace on the specifics of the work performed; b) put on overalls and special footwear of the established sample and prepare other necessary means of individual protection. 8. After receiving the task from the work manager, the driver must: a) check the workplace and approaches to it for compliance with safety requirements and remove unnecessary items. b) make sure that the shields protecting the moving parts of the mortar mixer are present and in good condition, visually check the serviceability of pressure gauges and safety valves; c) check the presence and serviceability of the grounding of the electrical equipment of the mortar mixer, as well as the serviceability of the cables supplying electricity to the mortar mixer; d) check the presence and level of oil in the gearboxes; e) check the serviceability of all units of the mortar mixer, limit blocking switches; f) inspect the inner surface of the container for mixing the solution (make sure that the blades are in good condition and that there are no foreign objects); g) make a test run of the machine without loading the container for mixing the solution with materials and check the absence of noise in the operation of the mechanisms that are not characteristic of their normal operation, as well as the correct rotation of the shaft with the blades. A trial run of the mortar mixer mechanisms should be carried out only with the help of the buttons for controlling the operation of the mortar mixer. 9. The operation of the mortar mixer is not allowed in the following cases: a) malfunctions specified in the manufacturer's instructions for the operation of the mortar mixer, in which its operation is not allowed; b) untimely conduct of the next technical inspection of the mortar mixer; c) insufficient illumination or clutter of the workplace and approaches to it; d) absence or malfunction of grounding, as well as in violation of the integrity of the connecting cable. Detected violations of safety requirements or malfunctions of the mortar mixer must be eliminated on their own, and if it is impossible to do this, the driver is obliged to report them to the work manager and the person responsible for maintaining the mortar mixer in good condition. Safety requirements during work 10. If it is necessary to install a mortar mixer in a new place after its relocation, the driver must: a) together with the work manager, make sure that there are no hazardous production factors at the machine installation site (from buildings under construction, working machines and mechanisms, slopes of pits and trenches); b) install the machine on a flat horizontal platform and secure it by installing wheel chocks if the machine is on wheels, and level it with wedges if the machine is on skids; c) install switching equipment (knife switch); d) hammer the rods of the inventory grounding device in the absence of a grounding center near the machine; e) equip the workplace and remove unnecessary items. 11. The passage around the mortar mixer must be at least 1 m wide, the workplace must be equipped with a protective visor. The connection of the mortar mixer to the network must be carried out by the electrician on duty. It is forbidden for the driver to independently connect the compressor to the mains and to the grounding center; 12. During the operation of the mortar mixer, the driver must: a) ensure the maintenance of the mortar mixer and control the presence of lubrication on rubbing surfaces, the satisfactory condition of the bearings, electric motor, gearboxes (avoiding overheating), the presence and serviceability of limit switches and guards; b) load the container for mixing the solution when it returns to its original position and is installed on the stopper; c) control the lifting and lowering of the loading bucket; d) do not allow the use of improvised means to speed up the unloading of the finished solution. 13. When receiving and storing materials necessary for the preparation of the solution, the following requirements should be met: a) place sand on leveled and compacted areas, leaving a passage at least 1 m wide; b) stack bags of cement in stacks with ledges in a bandage (pyramidal), without filling up the rows; c) store lime and cement in bulk in chests or closed warehouses. It is not allowed to store materials on the slopes of embankments or excavations at a distance of less than 1 m from the boundary of the collapse prism, as well as to support materials on fences, building walls, pillars and other structures. 14. Cleaning of the mixer loading bucket receiver should be carried out only after the raised bucket is securely fastened. It is forbidden for workers to be under a raised and unsecured bucket. 15. Inspection and maintenance of the mortar mixer during operation is allowed only when the drives of its mechanisms are turned off. 16. During the operation of the mortar mixer, the driver is prohibited from: a) leave the mortar mixer unattended; b) repair, lubricate, adjust mechanisms; c) remove the protective guards of moving parts; d) leave the solution in the container without stirring for more than one hour. Safety requirements in emergency situations 17. In the event of malfunctions in the mortar mixer, the driver must stop work, report this to the work manager and take measures to eliminate the malfunctions. 18. When an electric current appears on the body of the mortar mixer, immediately turn off the main switch, hang a sign on it "Do not turn it on - people are working!" and call the electrician on duty to fix the problem. Safety requirements at the end of work 19. At the end of the work, the driver must: a) clean and rinse the container for mixing the solution; b) turn off the power supply to the drives of the mortar mixer mechanisms; c) tidy up the workplace, put tools and devices in the places designated for their storage; d) inform the work manager and the person responsible for maintaining the mortar mixer in good condition about all the problems that have arisen during work.
